such as lack of sorrow for sin,
“is validly received.”
He added, somewhat
heatedly, “We’re not shills
down here at all” and said he
was “miffed at the suggestion
(sometimes given in reports
of the ceremony) that we’re
betraying the Gospel.”
The 11,000 persons
present at the ceremony, he
pointed out, constitute about
25 percent of the members of
the Memphis diocese.
Father Frederick R.
McManus, vice provost, dean
of graduate studies and
professor of canon law at the
Catholic University of
America, pointed out that
those who receive general
absolution are obliged, if they
are in a state of serious sin, to
make an individual confession
within a year after the general
absolution or before receiving
another general absolution.
Father McManus said that,
while he could not comment
on any individual involved in
the Memphis ceremony,
“general reconciliation is not
any different from an
individual one” from the
standpoint of the need to
turn away from a sinful way
of life in order to obtain
forgiveness.
If a person’s sinful state
“could not be remedied in an
individual case then it cannot
be remedied by general
absolution either,” Father
McManus said.
General absolution has in
the past been given to large
groups in danger of death,
like troops before a battle,
when there was no time for
individual confessions. The
1972 guidelines issued by the
Vatican’s Doctrinal
Congregation on general
sacramental absolution
stressed its value in mission
lands with few priests, but
1977-78
said it may also be used
elsewhere when there are not
enough priests at hand to
hear individual confessions
“within an appropriate time”
and people would therefore be
deprived of Holy Communion
for a long time.
In 1972, Bishop Francis T.
Hurley of Juneau, Alaska,
now archbishop of
Anchorage, introduced
general absolution to
encourage confessions among
Catholics in the sparsely
populated diocese. He cited
the difficulty “for the
penitent in a small isolated
community to preserve
anonymity” as one reason for
instituting the practice.
Catholics there were told
before receiving general
absolution that, if they had
committed a serious sin, they
would have to make an
individual confession at a
later time.
In Juneau, general
absolution has been used at
Christmas, Easter, Pentecost,
in the fall of the year, and on
other occasions, such as the
once-a-month visit of a priest
to an isolated community.
Earlier this year, in the
English dioceses of
Shrewsbury and Nottingham,
general absolution was given
by bishops at special lenten
Masses.
In a pastoral letter Bishop
Eric Grasar of Shrewsbury
and his auxiliary, Bishop
John Brewer, said they
decided to make use of
general absolution to make it
easier for lapsed Catholics to
return to the practice of their
faith. They said that people
needed only to be sorry for
their sins and confess them at
a later time.
The bishops told then-
priests that those who had
been absolved and received
Holy Communion “would
find Confession no longer the
insuperable difficulty it was
before absolution.”

John Kippley, noted
author and lecturer on
Natural Family Planning, will
present a weekend workshop
January 29 and 30, at Holy
Spirit Church, Northside
Drive and Mt. Paran Road.
September 1976 marked
the first anniversary of the
Natural Family Planning
Program of Atlanta. Don and
Brenda Ginder are one of
several couples associated
with the NFP Program since
1975. They have been
married 9 years and have two
children, Christiana, age 7
and Susan, age 6.
For them, Natural Family
Planning has been an answer
to a problem. Don, a former
seminarian, believed strongly
that artificial contraception is
unnatural and contrary to the
Church’s teachings. Brenda,
on the other hand, is
non-Catholic, but felt
strongly that the pill and
other methods of
contraception polluted her
body and endangered her
health. Brenda has sought
advice from doctors and
clinics for years and has
always been told, “You had
better take the pill or have an
IUD, there is no natural way
of family planning.”

Creating Community

On last Wednesday several
hundred church people from
almost every denomination in
Atlanta met at Druid Hills
Presbyterian Church. We had
been invited by the
Metropolitan Council of
Churches to work toward a
statement of interdepen
dence. It seemed to be a
fitting conclusion to the
Bicentennial year.
During the morning
working sessions we asked
ourselves what we’d like to
see happening in Atlanta to
make it a better place in
which to live. We looked at
new economic opportunities,
exciting cultural challenges,
and improved political
structures and life. There
were hopes for utilizing
human resources, financial
and natural resources to
achieve full employment in a
variety of ways. There were
dreams of cultural
appreciation and integration
in housing, education, and in
church circles. There were
political desires to achieve
greater integrity and
accountability on the part of
those who hold or aspire to
public office. And there were
yearnings for legislative
measures to be taken to
assure the rights of every
citizen. It was fairly easy to
come to these ideal situations
we all long for.
But then at lunch, Dr.
Emma Darnell, a member of
the A.M.E. church and a top
administrator of Atlanta’s
city government, spoke for
over 60 per cent of the city’s
population. These persons are
those who suffer from the
inequities of our social
system - those who find it
difficult to dream because
they have such a struggle just
to survive economically.

and training, or because of
racial or ethnic backgrounds,
of inadequate counseling, or
of age or sex, they are passed
over when opportunities
arise. As a result of being
pushed aside, their self-image
suffers and all of us are
deprived of their potential
contribution. Emma
reminded us that God makes
right of these wrongs, and,
that eventually hurting
people will enter into their
rightful position.
After her inspiring talk we
formed groups to come up
with concrete proposals on
how we might effect some of
the ideal situations we had
hoped for in the morning
session. The specific actions
that the groups came up with
were far-reaching in their
scope and quite challenging
for the average Atlantan.
One in the economic realm
had to do with what we have
been speaking to the past few
weeks - voluntarily placing a
curb on personal earnings and
on corporate profit so that
others might share in the
good life. Someone suggested
a ceiling of $10,000 for a
single person’s salary; others
gasped at that prospect.
Later on in the day one
woman handed me a budget
that she and her husband and
two children had
experimented with for the
last eight years. It had
worked for them and it was
under $6,000.00. One
proposal for improved
cultural opportunities
included some adult
education and training
programs. Another was for an
interchange of congregations
throughout Greater Atlanta
to be coordinated by the
Metro Council of Churches.
Some practical proposals
. for political action included
greater involvement of
Atlantans in their
neighborhood organizations
and the establishment of
inter-neighborhood councils,
transcending political
boundaries. Another was a
request for factual public
information on a high
priority basis and not merely
as a “public service.” One of
the best suggestions came
from a man earlier in the day
when he said, “Join the
. League of Women Voters and
keep informed.”
And how does all this fit
into the concerns of the
Church? Deeply so, if we
consider church as a
community of persons,
dependent upon one another,
sharing a common world, and
responsible for one another.
