LEONARD BERNSTEIN will conduct the
London Symphony Orchestra and Chorus and a
distinguished quartet of soloists in the “Verdi
Requiem” on WTCG-17 from 8-10 p.m. on April
13. This acclaimed performance was
filmed in St. Paul’s Cathedral in London. The
internationally renowed soloists are Martina
Arroyo, soprano; Josephine Veasey,
mezzo-soprano; Placido Domingo, tenor; and
Ruggero Raimondi, bass.
Bishop Radios Goodbye
JOLIET, Ill. (NC) -
“The length of time I have

be months; it may be years. I
accept it. I hope that we will
all meet some day in heaven.
So goodbye; may God bless
you all.”
With those Words,
retired Bishop Romeo
Blanchette of Joliet bid
farewell to the people and the
diocese he had served for 30
years. The 66-year-old bishop
was told in early January that
he has “Lou Gehrig’s
disease,” a terminal, incurable
illness of the motor nerves
technically called
amyotrophic lateral sclerosis.
Shortly after Pope John
Paul II accepted his
resignation on Jan. 30,
Bishop Blanchette chose to
say his goodbyes over two
Joliet radio call-in programs.
“Radio gives me a chance to
reach many people that
otherwise I would not have
reached,” he said. “I thought
that I could help some people
realize certain basic things in
life.”
Each one-hour program
brought a variety of callers -
a three-year-old who shouted,
“Hi, bishop!”; the mother of
a Franciscan postulant who
said her daughter’s vocation
began when Bishop
Blanchette spoke at the
future nun’s confirmation; a
grade school classmate of the
bishop who recalled losing to
him in a spelling bee; and a
man who praised the retired
bishop for his courage.
“It did not take much
courage to resign because I
love the diocese so much,”
Bishop Blanchette responded.
“I would not want to stay on
to hurt it. The diocese needs
an active leader if it is to go
on and make progress.”
Two callers presented
him with problems - a
slippery church entrance and
the doubtful future of a
pre-school. For the first time
in more than a decade, it was
not Bishop Blanchette’s task
to solve those problems. “I
am no longer the bishop of
Joliet,” he said. “I do not and
cannot interfere with
decisions that will come up.
So you ask what can you do?
You have to take it up with
my successor.”
During the radio
programs, the bishop also
discussed his attitude toward
death and looked back on his
accomplishments during 30
years as chancellor, vicar
general and, finally, bishop of
the Joliet Diocese.
“Death is really the
beginning of eternal life. It
should be a cause for joy,” he
told the radio listeners. “A
terminal disease is not
something that should bring
despair. Rather it is a
reminder to make us
re-examine our lives. One day
all of us will have to face that
moment when we shall have
to go from this life into
eternity.”
Bishop Blanchette said
some of his most significant
decisions as a bishop involved
implementation of Vatican II
decrees. “As a bishop, I have
made thousands of
decisions,” he added. “My
philosophy was to try to
listen to both sides, thinking
both Of what would be best
for the people involved and
of what would be God’s will.
That is how I made
decisions.”

“Como el grano de mostaza
reves”: vicisitudes del Decreto:

Se ha comparado la historia del
desarrollo de este decreto a la parabola del
grano de mostaza, pero al reves. Comenzo
siendo como un gran arbol, con casi 200
paginas de texto, para terminar, despues de
sucesivas podas, poco menos que como una
semilla.
He aqui, brevemente, su historia: en el
verano de 1960, el Papa Juan XXIII nombro
una Comision especial presidida por el
Cardenal Cento para preparar el proyecto del
decreto sobre el apostolado de los seglares. En
ano y medio de trabajo se obtuvo la primera y
mas amplia redaecion. Con pequenos
retoques, esta era aprobada por la Comision
Central en junio de 1962. Mas apenas
comenzado el Concilio se noto que para
examinar todo el material preparado por las
distintas comisiones harian falta mas de diez
anos, y no se queria volver a tener un nuevo
Concilio de Trento que duro 18 anos. Se pidio
a todas las comisiones una reduccion en las
redacciones. Con este motivo se reviso el
decreto y se le redujo a 48 paginas.
Mas no acabaron aqui las vicisitudes del
decreto. Por falta de tiempo no pudo ser
discutido por los padres en el segundo periodo
conciliar (del 29 de septiembre al 4 de
diciembre de 1963), haciendose solamente
una breve resena del mismo en la
Congregacion General del 2 de diciembre de
1963, por mosenor Hengsbach. Mas aun, entre
la segunda y tercera fase del Concilio, se pidio
a la Comision encargada del Decreto que lo
redujera a dos o tres paginas, en forma de
proposiciones, que serian incluidas en el
esquema general sobre la Iglesia. Con esto, el
decreto perdia su identidad e importaneia. Por
supuesto, la Comision respectiva no aprobo
esto, protestando que la materia era
completamente nueva y muy important®, y
que merecia ser tratada por separado y a
fondo. Conservo, pues,la forma de un decreto,
articulado en cinco puntos en forma
expositiova, pero reducido a catorce paginas
de texto y dos de notas.
Era la tercera redaecion, y de 200
paginas se habia reducido a 14. Esta redaecion
sirvio de base para la discusion conciliar.
Durante seis dias (6,7,8,9,12 y 13 de octubre
de 1964) la Congregacion General discutio y
examino parrafo a parrafo el decreto, llegando
finalmente a una cuarta y ultima redaecion del
Decreto conciliar que se considero definitiva.
Esta fue aprobada por los padres conciliares y
promulgada solemnemente en la sesion del 18
de noviembre de 1965. Esta ultima redaecion
presenta mejoras substanciales con relacion a
la tercera, aunque sin llegar a la riqueza de
contenido de las dos primeras. Como es
natural, la doctrina y problematica quitadas a
este decreto en este proceso de reduccion,
paso a enriquecer otros documentos
conciliares. El texto bilingue actual, en la
edicion de La BAC (Biblioteca de Autores
Cristianos), ocupa 48 paginas, divididas en 33
numeros o apartados.
En cuanto a su estructura, el decreto
consta de un Proemio, seis capitulos y una
exhortacion final, cuya doctrina es de capital
importaneia para el apostolado de los seglares
en la Iglesia. El interes, estudio e importaneia
que el Concilio dedico a este esquema
doctrinal praeban, de un lado, la necesidad de
integrar a los seglares en el ministerio eclesial,
y, de otro, dada la novedad que el hecho
constituia, el sumo cuidado con que la Iglesia
queria proceder para evitar abusos, falsas
actitudes o deformaciones peligrosas al poner
en manos del seglar ministerios y
responsabilidades que hasta ese momento se
venian considerando de exclusividad clerical.
La armonia e integracion de todos estos
elementos clerieales y seglares en una obra
conjunta de evangelizacion universal es,
pensamos, EL SIGNO DE LA IGLESIA DE
HOY. El hecho de sentirse Iglesia, y la
conciencia responsable que esto conlleva,
cosas ambas que el pueblo de Dios esta
experimentando como resultado del Concilio
Vaticano II es, seguramente, el mayor don del
Espiritu Santo en los tiempos modernos y la
mejor garantia para un fructifero apostolado
segun los planes de Dios.
Antes de entrar a comentar el texto del
Decreto, vamos a citar unas palabras del P.
Cirilo B. Papali, carmelita descalzo, miembro
de la Comision que redacto el Decreto. Su
comentario es interesante porque muestra el
proceso historico evolutivo de la Iglesia frente
al seglar y las razones que determinan, en
parte, ese proceso. Hablando de las
dificultades que presento este Decreto, dice el
Padre Papali: “La causa principal de las
dificultades es que se trataba de una materia
nueva para una declaracion solemne de la
Iglesia. A esto se anadia que no existia un
material adecuado sobre el que trabajar,
habiendo la eclesiologia clasica y el Derecho
Canonico dejado aparte toda esta cuestion. La
eclesiologia al hablar de la Iglesia, habia casi
exclusivamente de su aspecto jerarquico,
pudiendo dar la impresion de que la Iglesia y
la jerarquia se identifican. Esto tiene su
explicacion. La eclesiologia nace como
reaccion al error protestante, que niega el
aspecto jerarquico de la Iglesia, manteniendo
solo sus valores comunitarios. Era, pues,
natural que los teologos defendieran lo
primero y no sintieran la necesidad de
desarrollar lo segundo. De aqui que los
seglares estuvieran en ella tan olvidados. El
Derecho Canonico, por su parte, las pocas
veces que habia de los seglares, cristianos, o
laicos, da una nocion negativa que no era
utilizable en nuestra Comision... Tal
definicion negativa-laico es aquel que no es
clerigo- era completamente insuficiente.
Habia, pues, que trabajar desde los cimientos,
buscando una nocion positiva y exacta del
seglar cristiano ...
Como el clerigo y el religioso tienen su
vocacion especial, tambien el seglar tiene la
suya propia: ADMINISTRAR LAS COSAS
DEL MUNDO SEGUN LA MENTE DE DIOS;
TRANSFORMAR EL MUNDO Y
SANTIFICARLQ, INFUNDIENDO EN SUS
REALIDADES Y ESTRUCTURAS EL
ESPIRITU DE CRISTO. Esto identifica al
seglar cristiano y lo distingue de los religiosos
y clerigos ... Los seglares actuan en el mundo
“desde dentro” del mundo.”
