Tax Credits Supported
NEW YORK (NC) - The
majority of Americans
support tax credits for tuition
paid to religious and other
non-public schools, according
to a New York Times-CBS
News poll.
“The American people
generally support President
Carter’s tight budget, seeing
spending cuts as a key way to
fight inflation, but they still
want to make exceptions for
particular programs or tax
breaks,” the Times reported.
“The areas where about
half the public wanted more
money spent were job
programs for the poor, aid to
education and medical and
health programs. Neither
defense spending nor aid to
the cities commanded such
support.”
Tuition tax credits had the
largest support in the areas
announced; by the Times.
Fifty-two percent favored an
increase for education and
schools, 55 percent wanted to
see increased federal spending
for health care programs, and
56 percent said they favored
more expenditures for
programs to create jobs for
the poor.
Tuition tax credits were
favored by 60 percent of
those polled - 1,500 adult
men and women around the
United States.
The Times said, “In
theory, one can say with 95
percent certainty that the
results based on the entire
sample differ by no more
than three percentage points
in either direction from what
would have been obtained by
interviewing all adult
Americans.”
Tuition tax credits won
majority support across
educational, regional, income,
age and political lines,
according to additional
survey information made
available to The Tablet,
newspaper of the Brooklyn
Diocese.
Tuition tax credits were
favored by Republicans
( 5 7 - 3 9 percent) ,
independents (59-36),
Democrats (62-32),
moderates (60-38), liberals
(61-36) and conservatives
(63-32). Blacks favored
tuition tax credits 60-32
percent and whites favored
tax credits 60-35. Tuition tax
credits were favored by
Protestants 53-41 percent and
by Catholics 73-25.

El Apostolado De Los Seglares
PARTE III
POR JOSE MONTERO
PROEMIO DEL
DECRETO:
Varias veces y en diversos
documentos del Vaticano II
se menciona el papel
caracteristico y necesario de
los seglares en la mision
evangelica de la Iglesia
(Constituciones sobre la
Iglesia y la Liturgia, y
Decretos sobre el
Ecumenismo, los Medios de
comunicacion social y el
Apostolado de los Seglares).
El Proem io al Decreto
subraya tres ideas basicas que
exponemos a continuacion:
la) El Uamamiento al
apostolado en el seglar
SURGE DE SU PROPIA
VOCACION CRISTIANA.
Ser cristiano es ser apostol. Y
este apostolado, dice el
Decreto, “nunca puede faltar
en la Iglesia”. La Escritura
muestra la presencia y el
fruto de esta actividad
apostolica entre los cristianos
de la primitiva Iglesia, como
puede verse en Act. 11,
19-21; Rom. 16, 1-16 y Phil.
4, 3) Leyendo sobre todo el
texto citado de San Pablo a
los Romanos, que paralelos
mas bonitos y reales podrian
establecerse entre aquellas
primitivas comunidades y
algunos de los movimientos
apostolicos y cristianos
entregados de nuestra misma
comunidad de Atlanta hoy
dial En el fondo no es de
extranar, dada la comunidad
de estilo apostolico, de
mision y de Espiritu
vivificante que anima a la
Iglesia y la hace una y la
misma a traves de los siglos.
2a) El Concilio se dirige a
los seglares y resalta su mision
de un modo especial a causa
de la necesidad del mundo
actual. Dice el Decreto:
“ . . . Las circunstancias
actuales piden un apostolado
mucho mas intenso y mas
amplio. El numero de los
hombres, que aumenta de dia
en dia, el progreso de las
ciencias y de la tecnica, las
relaciones mas estrechas entre
los hombres no solo han
extendido hasta el infinito los
campos inmensos del
apostolado de los seglares, EN
PARTE ABIERTOS
SOLEMENTE A ELLOS, sino
que tambien han suscitado
nuevos problemas que exigen
su cuidado y preocupacion
diligente . .. En muchas
regiones ... sin la ayuda de
los seglares, la Iglesia a duras
penas podria estar presente ni
trabajar”.
3a) Como prudba de esta
multiple y urgente necesidad
y, al mismo tiempo, como
respuesta feliz a la misma, se
presenta como testimonio
fehaciente la conciencia viva
de sus responsabilidades
apostolicas que muchos
cristianos, bajo la divina
accion del Espiritu Santo,
estan mostrando en la Iglesia
de nuestro tiempo. Como
respuesta a este fenomeno de
vitalidad espiritual, el
Concilio estudia por este
decreto la naturaleza, el
caracter y la variedad del
apostolado seglar,
exponiendo los principios
fundamentales y dando las
instrucciones pastorales
necesarias para su mayor
eficacia. A nosotros, seglares,
nos toca estar a la altura de
esta mision dimanante de
nuestra vocacion cristiana, y
pedir constantemente al
Senor que envie su Espiritu
para que nos llene de su luz y
de su fuego y poder asi
renovar la faz de la tierra.
4:4:***
CAPITULO PRIMERO:
VOCACION DE LOS
SEGLARES AL
APOSTOLADO Tres son
tambien aqui los
pensamientos fundamentales
que desarrolla el Decreto:
a) Los seglares son parte
viva de la mision de la Iglesia
b) Fundamentos del
apostolado seglar
c) Fecundidad de este
apostolado
a) LOS SEGLARES,
PARTE VIVA EN LA
MISION DE LA IGLESIA:
Logicamente, el Decreto
comienza dando una
definicion de apostolado en
su dimension eclesial, para
deducir la mision propia del
seglar como miembro vivo de
la Iglesia. “Apostolado - dice -
es toda la actividad de la
Iglesia dirigida a la
propagacion del Reino de
Cristo en toda la tierra, para
gloria de Dios Padre, a la
salvacion de los hombres y a
la ordenacion cristiana del
mundo”. Como Cuerpo
Mistico de Cristo, la Iglesia
ejerce este apostolado a traves
de todos sus miembros.
Siendo los seglares parte
esencial de este Cuerpo,
deben tener tambien
responsabilidades especificas
para el completo desarrollo
de la mision general. El
Decreto nos recuerda, como
un axioma, que EN LA
IGLESIA HAY VARIEDAD
DE MINISTERIOS, PERO
UNIDAD DE MISION.
Ensenar, santificar y regir
en el nombre de Cristo y con
su autoridad a toda la Iglesia,
es la mision especifica de los
apostoles y de sus sucesores,
los obispos. Pero los seglares,
participes del ministerio
sacerdotal, profetico y real de
Cristo por el Bautismo,
ejercen su apostolado con su
TRABAJO para la
evangelizacion y santificacion
de los hombres.

Shroud Believed Genuine
(Continued from page 1)
composition of a paper titled,
“A Method of Dating the
Shroud of Turin.”
Conventional carbon
dating, invented in the 1940s,
depends on the decay rate of
the radioactive isotope
carbon-14. The procedure
would require a specimen of
material about the size of a
man’s handkerchief, and
takes about two months to
complete, he explained.
By contrast, his method
could, with a single thread,
“determine in an hour,
maybe two,” the shroud’s
age, the scientist asserted.
The method has been
successfully tested in dating a
2,000-year-old Egyptian
mummy wrapping, he said.
Archbishop Ballestrero

first refused to permit
destruction of a single thread,
on the grounds that if the
shroud was Jesus Christ’s, no
part of it should be
destroyed.
The archbishop may now
permit the test, Gove said,
since “the Catholic Church is
eager to have false relics
uncovered.”
Gove expressed his
conviction that the shroud is
genuine. “If the shroud is a
fake,” he said, “the guy has
got to be the cleverest
(forger) ever to come along.”
Gove, who made his
remarks at a colloquium at
Rensselaer Polytechnic
Institute, Troy, N.Y.,
recently, said the shroud’s
authenticity and the way it
came to be can never be
proven with absolute
certitude.
“Science doesn’t have all
the answers, and we might
still have to relegate the Holy
Shroud to the area of
miracles,” he said.
In that, he agreed with
another shroud authority,
Tom Haverty, an infrared
specialist who was one of a
team of 36 scientists
permitted to examine the
shroud after it was on public
display in Turin’s cathedral
last August to October.
“There is no scientific way
to prove that the man (in the
shroud) was Christ. But right
now I have no reason to
doubt that it was,” said
Haverty.
