U.S. Bishops, Reagan Differ

He also remarked that
it would only be in “rare”
circumstances when he
would favor the use of
food as a diplomatic
weapon.
But after that, Reagan
and the bishops part
company.
On SALT II, for
instance, the bishops and
Reagan are almost
diametrically opposed.
While many members of
the hierarchy, such as
Bishop Thomas Kelly,
general secretary of the
National Conference of
Catholic Bishops and U.S.
Catholic Conference, still
strongly favor SALT II
even after the Soviet
invasion of Afghanistan,
Reagan has made no secret
of the fact that SALT II,
at least in its current form,
will not be resurrected if
he is elected president.
He maintains that he
favors arms reductions as
long as the United States
does not come out on the
short end of the deal.
The death penalty is
another issue on which the
bishops and the candidate
are at opposite poles. The
bishops favor abolition of
the death penalty; Reagan
does not.
The bishops also have
established national health
insurance as one of their
political priorities, but
again they will find
disagreement with Reagan.
While not taking a position
on a specific proposal, the
bishops say they favor a
broad-based health
insurance program
providing comprehensive
benefits and preventive
health care.
Reagan, on the other
hand, has said he favors a
national health policy
which supports the private
sector in the provision of
comprehensive health
services.
More disagreement can
be found on federal
spending and the balanced
budget. While Reagan has
spoken long and often on
the need to balance the
federal budget and reduce
federal spending, the
bishops have urged that
the budget not be
balanced if it means
denying the poor some of
the necessities of life.

ARCHBISHOP WEAKLAND
Supports Inclusive Language
MILWAUKEE (NC) - Archbishop
Rembert G. Weakland of Milwaukee has
said in commentary on a Vatican
document that he will continue to work
for translations of the words of
Consecration in the Mass that do not
offend or seem to exclude women.
The archbishop, who is chairman of the
Liturgy Committee of the National
Conference of Catholic Bishops, published
his commentary in the Milwaukee
archdiocesan newspaper, the Catholic
Herald Citizen.
He wrote about the “Instruction on
Certain Norms Concerning Worship of the
Eucharistic Mystery,” called “Inaestimabile
Donum” (The Invaluable Gift), which was
issued by the Vatican Congregation for the
Sacraments and Divine Worship.
“I have been one of those who dropped
the word ‘men’ from the consecratory
words (‘for all men’),” Archbishop
Weakland said, “because I felt that it
disturbed unduly so many sensitive and
concerned women. In the light of this
instruction, and lest it be interpreted as a
manipulation ‘for social and political ends’
rather than an act of genuine pastoral
concern, I will refrain from doing so in the
future.”
The archbishop said he expected priests
who used the “never-approved version ‘for
many’” to stop doing so.
“At the same time,” he added, “I assure
the women of the diocese who are rightly

ROME (NC) - Italian Salesians in Rome
denied Iranian claims that the order’s school in
Teheran was involved in spying for Israel and said
the accusations were based on “the increasingly
bitter struggle between various local factions” in
Iran.
Convictions Unjust
WASHINGTON (NC) — The convictions and
sentencing of 35 religious leaders in South Africa
is unjust, according to 16 U.S. church leaders.
On July 1, South African courts found the 35
religious leaders - including Anglican Bishop
Desmond Tutu, secretary of the South African
Council of Churches -- guilty on charges of
conducting an illegal demonstration. They were
sentenced to a $70 fine or 50 days in jail.

exclude them - even though this may not
be the intention of the celebrant - that I
will continue my efforts to obtain
translations that do not offend or seem to
exclude them, especially at this most
important moment of the Mass.”
Commenting on the Vatican document’s
prohibition of women as altar servers,
Archbishop Weakland said: “I feel sure
that one of the reasons is the proven fact
that so many vocations to the priesthood
have been enkindled through the
experience of having been a server-boy.
The logical consequence would be the
attempt to retain that experience in the
hopes of fostering vocations, even though
today the function of a server at Mass is
much more limited than in the past.”
The archbishop noted that a 1970
Vatican document cited in the recent
instruction “mentions the possibility of
women serving as cantors, directors of
music, organists and commentators” and
“the possibility of women acting as ushers,
a beautiful practice that is growing in the
United States.”
Concerning the Vatican instruction’s
provision that bishops’ conferences are not
to go beyond what is laid down in present
discipline regarding Communion under
both kinds, Archbishop Weakland noted
that the current authorization in the
United States permitting the practice every
day of the week remains in force.
