School Prayer: Opinions Differ
WASHINGTON (NC) -
A House subcommittee
held two more days of
hearings on prayers in
public schools and was
reminded again of the
wide difference of opinion
within the religious
community.
While a representative
of a Catholic parents’
organization charged that
the Supreme Court’s
school prayer decisions
have led to bias against
religion in public schools,
officials of several
mainline religious
organizations expressed
concern that “voluntary”
school prayer would be
coercive and meaningless.
‘‘Our experience
indicates that the best way
to protect the rights of
everyone on this sensitive
issue is to let the matter be
decided at the local level,”
said William M. O’Reilly,
executive director of the
Maryland Federation of
Catholic Laity, in support
of pending legislation that
would remove federal
court jurisdiction in school
prayer cases.
The two days of
hearings, Aug. 19 and 21,
were conducted by the
House subcommittee on
courts, civil liberties and
the administration of
justice to gather testimony
on the school prayer issue.
The subcommittee,
chaired by Rep. Robert
Kastenmeier (D-Wis.), had .
held two similar days of
hearings three weeks
earlier.
The measure, which
would include the removal
of S u preme Court
jurisdiction over voluntary
school prayer, already has
passed the Senate,
sponsored by Sen. Jesse
Helms (R-N.C.). Its
proponents say it would
allow state courts and
local school districts to
implement voluntary
school prayer plans
without fear of being
overruled by a U.S. court.
O’Reilly agreed that it
is wrong to coerce children
to pray in school. But he
said it is just as wrong to
prevent students from
praying.
“Yet in our public
policies today, we are
heavily biased against
those seeking freedom of
religious expression and
seem to be bending over
backward to favor the
relatively few worrying
about coercion and
improper proselytizing,”
he said.
He said the Helms
measure would remove the
legal ambiguities
surrounding the court’s
school prayer decisions
and solve the problem of
free exercise of religion in
schools.
The Supreme Court’s
two school prayer
decisions, in 1962 and
1963, invalidated the use
of state-written “regents’
prayers” and struck down
mandatory recitation of
the Lord’s Prayer and
Bible readings in public
schools.
Testifying against the
legislation were
representatives of
Methodist, Lutheran,
Presbyterian and Jewish
organizations as well as the
National Parent-Teacher
Association and the

‘‘From a purely
religious perspective, we
believe that prayers in
public schools are not
essential to the cultivation
of religion in our youth,”
said the Rev. John R.
Houck, general secretary
of the Lutheran Council in
the U.S.A.
“Prayer and religious
readings in public school
classrooms, even those
which may reflect our own
religious tradition, are
often ritualistic in
character, with dubious
value either as an
educational or religious
experience,” he said.
He also criticized the
concept of “non-denomi-
national” prayers, which
school prayer proponents
say should be allowed in
public schools. Such
prayers, he argued, might
mix religion and
patriotism and undermine
the religious experience
parents want to give their
children.
Commenting on polls
favoring school prayer, the
Rev. J. Elliott Corbett of
the United Methodist
Church’s Board of Church
and Society compared the
issue to “asking the
American people whether
or not they want a tax
cut.”
He said that just as
Congress has to look at the
consequences of such a tax
cut, so too it must
consider the “likely
consequences (of school
paryer legislation) upon a
pluralistic society.”
The U.S. Catholic
Conference, civil action
arm of the American
bishops, did not testify at
any of the four days of
hearings. USCC spokesmen
have said that while the
bishops support “in
principle” the concept of
prayer in public schools,
the effort to remove court
jurisdiction is an approach
on which the USCC has no
position.

Church Aid Somalians
NEW YORK (NC) - Three church-related
overseas aid agencies, including Catholic Relief
Services (CRS), have formed a consortium to help
refugees and native Somalians affected by warfare
and drought in the Horn of Africa, the
easternmost part of that continent.
Hebrew U.: Priest Heads Dept.
JERUSALEM (NC) - For the first time in its
55-year history the Hebrew University in
Jerusalem will have a a non-Jew - a Dominican
priest - as head of a major department.
Dominican Father Marcel Dubois has been
appointed chairman of the philosophy
department of the Jewish institution of higher
learning.
Abortion Statement
MINNEAPOLIS (NC) - The American
Lutheran Church’s (ALC) Office of Research and
Analysis has submitted to the church council’s
executive committee a statement rejecting
abortion “used for personally convenient or
selfish reasons.”
The statement, however, “acknowledges that
there may be exceptional circumstances in which
abortion may be a tragic option.”
CARA: “No New Seminaries”
WASHINGTON (NC) - A study made by a
task force organized by the Center for Applied
Research in the Apostolate (CARA) has
recommended that no new seminaries or schools
of theology should be started in the United
States.
The 15-member task force based its
recommendation on a decline in the number of
candidates for the Catholic priesthood and a
sharp increase in the cost of theological training.
CARA is a Catholic research and development
agency located in Washington.
Baptist Opposes
School Prayer
NASHVILLE, Tenn. (NC) -- Addressing the
semi-annual meeting of the Sunday School Board of the
Southern Baptist Convention, the organization’s president
reaffirmed his opposition to legislation giving state and
local governments jurisdiction in school prayer cases.
The president, the Rev. Grady Cothen, said while he
believes in prayer in public schools, he does not feel a
Jewish child should have to sit through a Baptist prayer.
He added, “Whatever Southern Baptists have stood for,
freedom of conscience has been at the head of the list or
close to it.”
Mr. Cothen recently appeared before a U.S. House of
Representatives subcommittee as a representative of the
Baptist Joint Committee on Public Affairs. The hearing
followed the passage in June of a resolution by the Baptist
organization which supported prayer in public schools but
opposed a proposed prayer amendment to the
Constitution.
The president of the 13-million-member religious
organization claimed the Supreme Court does not prohibit
prayer and Bible reading in the schools, but said it
prohibits “state-written, state supervised,
state-time-framed prayer” in the schools.
Saying that some school districts have overreacted to
the court’s ruling, he added, “They have taken advantage
of it. They did not want prayer, so they used this to say
we are not going to have prayer.”
Legislation on the amendment is currently pending
action in the House. The amendment is being sponsored
by Sen. Jesse Helms (R-N.C.) in the Senate and by Rep.
Philip Crane (R.-Ill.) in the House.
