1980 Party Platforms & U.S. Bishops’ Positions
NC News Service has put together a
comparison of Bishop Thomas Kelly's testimony
before the Democratic and Republican platform
committees on ten political issues and compared
it with the Democratic and Republican platform
positions and also with positions taken in the
Anderson - Lucey independent campaign
platform.
Six issues were compared in last week’s paper.
The four remaining issues are covered below:
DEFENSE
Bishops: “We support arms limitation as a necessary
step to general disarmament. This objective is part and
parcel of the search for international peace. The arms race
must be brought under control and nuclear systems
reduced through negotiations. The SALT II treaty should
be taken up again and ratified. In SALT III negotiations
the U.S. should aggressively pursue real reductions in
nuclear weapons on both sides and in Europe . . .
“In the event that it becomes necessary to conscript
persons into military service, and the case for this is
clearly made, the same protection under the law should be
given to the selective conscientious objector as to the
general conscientious objector, providing his objection is
well-founded and constitutes a sincerely held moral
conviction and he agrees to alternative service.”
Democrats: “Arms control and strategic arms
limitation are of crucial importance to us and to all other
people. The SALT II agreement is a major
accomplishment of the Democratic administration. It
contributes directly to our national security, and we will
seek its ratification at the earliest feasible time . . .
“Registration of 19-year-old men has been undertaken
in order to enable the United States to mobilize more
rapidly in the event of an emergency. We do not favor a
peacetime draft.”
Republicans: “By not insisting upon corresponding
concessions from the Soviet Union, (the Carter
administration) has, ih effect, practiced unilateral
disarmament and removed any incentives for the Soviets
to negotiate for what they could obviously achieve by
waiting. The Republican Party rejects the fundamentally-
flawed SALT II treaty negotiated by the Carter
administration . . .
“The Republican Party is not prepared to accept a
peacetime draft at this time. Under Mr. Carter, the all
volunteer force has not been given a fair chance to
succeed. The unconscionable mismanagement and neglect
of personnel policy by the Carter administration has made
a shambles of the all-volunteer force concept.”
Anderson-Lucey: “The Anderson administration will
take steps to complete the SALT II process, and thereby
lay the groundwork for SALT III. We will propose
immediate discussions with Moscow to consider possible
supplementary measures to facilitate ratification of the
pending treaty and to explore an agenda for the next
round of negotiations on strategic weaponry.
“The basic security interests of the United States are
well served by ratifying the SALT II treaty,. . .
“An Anderson administration will oppose peacetime
draft registration. The freedom to choose individual
careers without the threat of governmental compulsion is
a precious one. To protect it, we must make every effort
to meet our military manpower needs without
conscritpion. The all-volunteer forces as currently
maintained, however, are not adequate.”
LATIN AMERICA
Bishops: “The protection of human rights must be
given greater weight in U.S. foreign policy ... A more
sensitive effort should be made: (1) to support those
governments, particularly in Central and South America
and in Africa, which respect the freedom, rights and
legitimate aspirations of their people; (2) to distance U.S.
involvement with those governments which commonly
violate or repress these rights.
“Recent and current practice has too often offended
both of these principles to the detriment of many
suffering people and the weakening of U.S. moral
influence in the world. We have only to recall our
government’s determination to send continued military
aid to El Salvador in the face of opposition from popular
sectors of that country and indeed from the recently
assassinated Archbishop of San Salvador, Oscar Romero.”
Democrats: “In stark contrast to the policies of
previous Republican administrations, this Democratic
administration has begun to forge a new, collaborative
relationship with nations of Latin America and the
Caribbean; one resting on a firm commitment to human
rights, democratization, increased economic and industrial
development, and non-intervention . . .
“We must work to strengthen democracy in the
Caribbean and Central America in the face of efforts by
the Cubans to export their failed revolution. Throughout
Latin America, we must continue to cooperate for the
realization of greater human rights and the fulfillment of
basic human needs.
Republicans: “Latin America is an area of primary
interest for the United States. Yet the Carter
administration’s policies have encouraged a precipitious
decline in United States relations with virtually every
country in the region. The nations of South and Central
America have been battered by the Carter administration’s
economic and diplomatic sanctions linked to its
undifferentiated charges of human rights violations.
“In the Caribbean and Central America, the Carter
administration stands by while Castro’s totalitarian Cuba,
financed, directed and supplied by the Soviet Union,
aggressively trains, arms and supports forces of warfare
and revolution throughout the Western Hemisphere. Yet
the Carter administration has steadily denied these threats
and in many cases has actively worked to undermine
governments and parties opposed to the expansion of
Soviet power. This must end.
“We deplore the Marxist Sandinista takeover of
Nicaragua and the Marxist attempts to destabilize El
Salvador, Guatemala and Honduras. We do not support
any United States assistance to any Marist government in
this hemisphere and we oppose the Carter administration
aid program for the government of Nicaragua. However,
we will support the efforts of the Nicaraguan people to
establish a free and independent government.”
Anderson-Lucey: “We must recognize that the political
violence in El Salvador, Guatemala and Honduras is in
part the product of real social problems and human rights
violations, and that decades of poverty, inequality,
brutality and dictatorship have produced the volatile
conditions with which we now must grapple . . .
“It would be a grave mistake to blame the current
political crises in Central America on Cuban subversion.
Cuba will seek to take advantage of instability in the
region, but Cuba is not the sole cause of such
instability...
“We believe that providing economic aid to Nicaragua
serves our national interest well. We support the $75
million aid package recently passed by the Congress. It
will speed economic recovery and will also help sustain
the current atmosphere of compromise and moderation
within Nicaragua.”
CRIMINAL JUSTICE AND CIVIL RIGHTS
Bishops: “We support strong and effective action to
control handguns, leading to (their) eventual elimination
from our society . . . We oppose capital punishment. A
return to the use of the death penalty can only lead to
further erosion of respect for life . . .
“Discrimination on the basis of race, ethnicity, sex, age
or handicapping condition continues to haunt our
land ... Renewed and effective action is required on the
part of government, the private sector and individual
citizens to eradicate unjust discrimination in all its forms
so that all Americans can exercise their basic human
rights.”
Democrats: “The Democratic Party affirms the right of
sportsmen to possess guns for purely hunting and
target-shooting purposes. However, handguns simplify and
intensify violent crime. Ways must be found to curtail the
availability of these weapons. The Democratic Party
supports enactment of federal legislation to strengthen the
presently inadequate regulations over the manufacture,
assembly, distribution and possession of handguns and to
ban ‘Saturday Night Specials’ . . .
“The Democratic Party firmly commits itself to
protect the civil rights of every citizen and to pursue
justice and equal treatment under the law for all
citizens . . . Our commitment to civil rights embraces not
only a commitment to legal equality, but a commitment
to economic justice as well.”
Republicans: “We believe that the death penalty serves
as an effective deterrent to capital crime and should be
applied by the federal government and by states which
approve it as an appropriate penalty for certain major
crimes.
“We believe the right of citizens to keep and bear arms
must be preserved. Accordingly, we oppose federal
registration of firearms. Mandatory sentences for
commission of armed felonies are the most effective
means to deter abuse of this right.
“The truths we hold and the values we share affirm
that no individual should be victimized by unfair
discrimination because of race, sex, advanced age, physical
handicap, differences of national origin or religion, or
economic circumstance . . .
“Millions of Americans who trace their heritage to the
nations of Eastern, Central and Southern Europe have for
too long seen their values neglected. The time has come to
go beyond the ritual election year praise given to ethnic
Americans. We must make them an integral part of
government. We must make recognition of their values an
integral part of government policy.”

Ronald Reagan
Jimmy Carter
Anderson-Lacey: “The Anderson administration will
do what the Carter administration has failed to do: submit
handgun legislation to both houses of Congress . . . The
enactment of these proposals will not eliminate handgun
crimes completely, and it will take years to eliminate
illegal handguns from society. Yet, the longer this
legislation is postponed, the higher the handgun death toll
will climb . . .
“Although many are willing to make the claim that the
battle for civil rights has been won and is over, we
disagree. We are willing to applaude the progress thus far,
but as long as we fail to see an Equal Rights Amendment
ratified; as long as previous commitments to the rights of
American Indians, Hispanics, blacks and other minorities
are not honored; as long as we fail to extend those same
commitments to the rights of the handicapped,
immigrants and others; as long as our fair housing laws are
wantonly abused; and as long as groups such as the Ku
Klux Klan and the Nazi Party not only survive but
actually gain nominations, we are unwilling to call for a
truce in the struggle for civil rights.”
MIDDLE EAST
Bishops: “We call for a comprehensive political
settlement of the conflict in the Middle East based on the
following factors: (1) the use of U.N. Resolution 242 of
Nov. 23, 1967 as the basis of negotiations; (2) the right of
Israel to exist as a sovereign state with secure boundaries;
(3) the right of Palestinian Arabs to be partners to those
negotiations which touch their destiny and future,
including their right to a homeland, and (4) recognition of
the role the U.N. can usefully play in the evolution of a
Middle East settlement. In addition, we reemphasize the
need for continued commitment on the part of U.S.
policy to a free, sovereign and independent Lebanon.”
Democrats: “U.N. Security Council Resolution 242,
unchanged, and the Camp David accords are the basis for
peace in the Middle East.
“We support Israel’s security, and will continue to
provide generous military and economic aid to that
end . . .
“We oppose creation of an independent Palestinian
state. We will not negotiate with or recognize the
Palestinian Liberation Organization, unless and until it
accepts Israel’s right to exist and' U.N. Security Council
Resolution 242 and 338 ...
“We support the independence, sovereignty and
integrity of Lebanon.”
Republicans: “The sovereignty, security and integrity
of the state of Israel is a moral imperative and serves the
strategic interests of the United States. Republicans
reaffirm our fundamental and enduring commitment to
this principle ...
“With respect to an ultimate peace settlement,
Republicans reject any call for involvement of the PLO as
not in keeping with the long-term interests of either Isreai
or the Palestinian Arabs. The imputation of legitimacy to
organizations not yet willing to acknowledge the
fundamental right to existence of the State of Israel is
wrong. Repeated indications, even when subsequently
denied, of the Carter administration’s involvement with
the PLO has done serious harm to the credibility of the
U.S. policy in the Middle East and has encouraged the
PLO’s position of intransigence. We believe the
establishment of a Palestinian State on the West Bank
would be destabilizing and harmful to the peace process.”
Anderson-Lucey: “America’s political, economic and
military commitment to Israel is fundamental to our
strategic interests in the Middle East. Israel is committed,
as we are, to democratic ideals and to a free and open way
of life that respects human rights . . .
“An Anderson administration will continue to support
the recognition of Palestinian rights, embodied in the
Camp David accords, but will oppose the creation of a
Palestinian state between Israel and Jordan. Such a state
would be dominated by the Palestine Liberation
Organization, would promote instability in the Middle
East and would threaten other nations in the area as much
as the security of Israel . . . The United States must
continue its refusal to recognize or negotiate with the
PLO until it repudiates terrorism, explicitly recognizes
Israel’s right to exist in peace, and accepts U.N. Security
Resolutions 242 and 338 unchanged.”
