KENTUCKY
Governor Appoints Negro to New Commission on Public Education
LOUISVILLE, Ky.
G ov. Bert Combs appointed
nine persons, including one
Negro, to the newly created Com
mission on Public Education.
Its mission is to study and eval
uate every aspect of the state’s
school system, and, under a two-
year $160,000 grant from the Leg
islature, make sure that the
state’s vastly increased appropri
ation for education is “not
wasted.” (See “School Boards
and Schoolmen.”)
The Kentucky State College
board of regents set July 14 for
hearing the cases of 12 students
expelled from the predominantly
Negro institution in the wake of
campus demonstrations last spring
but took no action on a request
for hearings by two teachers fired
at the same time. In an interim
report on its continuing investiga
tion, the Kentucky Civil Liberties
Union held that the regents’ rules
under which the two teachers
were fired “are of doubtful val
idity.” (See “In the Colleges.”)
Gov. Combs, who in June reiterated
his support of the Supreme Court’s de
segregation ruling, announced he would
support Lyndon Johnson for the Demo
cratic presidential nomination. On June
25 the state Democratic convention
elected an uninstructed slate of dele
gates virtually all in agreement with
Combs. (See “Political Activity.”)
Charles W. Anderson Jr., an attor
ney who scored most of Kentucky’s
“Negro firsts,” was killed in a traffic
accident. (See “Miscellaneous.”)
Paul G. Blazer, Ashland industrialist
and philanthropist, in a commencement
address at Kentucky State College,
called on Negroes to develop a racial
pride similar to that of American Jews
and “maintain their racial identity.”

A far-reaching investigation of Ken
tucky’s public school system, directed
by the 1960 Legislature, will be
manned by nine persons named to the
Commission on Public Education by
Gov. Bert Combs on June 10.
The agency has a two-year appropri
ation of $160,000, voted after a legisla
tive finding that “much is wrong with
education that money alone cannot
cure”—a reference to the record 1960-
62 school appropriation of $271 million,
an increase of $102 million over 1958-
60.
Mrs. Hortense Young, Louisville Ne
gro, civic worker, former P-TA presi
dent, former teacher, and an unsuc
cessful candidate for the Louisville
Board of Education, was one of three
commissioners named to four-year
terms. The others were Dr. Lyman V.
Ginger, dean of the University of Ken
tucky College of Education and former
president of the National Education
Assn., and the Rt. Rev. Msgr. John
Elsaesser, school superintendent of the
Covington Catholic Diocese.
THREE-YEAR TERMS
Those named to three-year terms
were Rucker Todd, Louisville attorney
and chairman of the Jefferson County
School Board; Mrs. Dorcas Willis, a
Bourbon County high school teacher;
and Ed J. Paxton Jr., editor of the Pa
ducah Sun-Democrat.
Two-year appointments went to John
Fred Williams, Ashland oilman and
former state superintendent of public
instruction; Burl St. Clair, president of
the Kentucky Farm Bureau Federa
tion; and Harry Caudill, chairman of
the House committee which last win
ter sharply criticized the state’s edu
cational system.
Seven of the commissioners are
Democrats, two Republicans. The Leg
islature had stipulated that not more
than four were to be professional edu
cators. Combs named three—Dr. Gin
ger, Monsignor Elsaesser, and Mrs.
Willis.
In a special meeting June 16 the
Kentucky State College board of re
gents set July 14 for a hearing of the
case of 12 students expelled after cam
pus demonstrations last spring (See
Southern School News, June 1960 and
previous). The hearing will be in the
office of Supt. of Public Instruction
Wendel P. Butler, board chairman.
The board took no action on a re
quest for hearings by two teachers
fired at the same time, but Butler said
it would ask the state attorney gen
eral’s advice on whether it should grant
the request.
When President Rufus B. Atwood
dismissed the two teachers, he said he
was acting under board regulations af
fecting temporary appointees whose
tenure could be terminated at his dis
cretion. In a long interim review of the
case generally sympathetic to Atwood,
the Kentucky Civil Liberties Union
held the board’s rules to be “of doubt
ful validity” because state law makes
no distinction between temporary and
permanent faculty members in requir
ing ten-day notice and appeals pro
vision.
The KCLU investigation, headed by
Dr. Louis Kesselman of the University
of Louisville, is continuing.
The instructors were dismissed and
12 students expelled May 1.
On May 2, fire destroyed the college
gymnasium. State police said it was a
case of arson.
POLITICAL ACTIVITY i
On June 25 at their state convention
in Louisville, Kentucky Democrats
elected an officially “uninstructed”
delegation to the national convention—
but full of enthusiasts for Texas’ Lyn
don B. Johnson, including Gov. Combs.
Among the 62 delegates, who will
cast a half-vote each at Los Angeles,
are Gov. Combs, Lt. Gov. Wilson Wyatt
(a former campaign manager for Adlai
Stevenson), former Gov. A. B. Chan
dler (who will be succeeded as na
tional committeeman after the conven
tion by Wyatt), and Highway Commis
sioner Earle C. Clements, former U. S.
senator and long-time ally of Johnson.
Earlier in the month, addressing 97
graduates of Lincoln Institute near
Shelbyville, Combs reiterated his sup
port of the Supreme Court’s desegre
gation ruling and praised Kentucky for
its progress in race relations, predict
ing “continued advancement.”
“Brain, brawn, and imagination,”
Combs told the graduates, “will make
progress regardless of race, creed, or
color.”
For 12 years Mayor C. Pralle Emi
has been paying for picnics in Louis
ville for the school children of New
Albany, just across the Ohio River
from Louisville. Buses took white chil
dren to Fontaine Ferry Park (privately
owned), Negro children to Louisville’s
Chickasaw Park.
This year, on June 2, four buses
were waiting at Griffin Elementary
School to take Negro picnickers to
Chickasaw. But some 75 parents and
children heeded the appeal of four Ne
gro ministers, all pastors of churches
in New Albany, not to participate be
cause the segregated picnic “is damag
ing good relations in our schools be
tween the two races.”
Emi asked why the ministers hadn’t
apprised him of their objections earlier.
They said they had tried but were un
able to get in touch with him all week.
The Rev. C. O. Newton, pastor of
Jones Chapel AME Church, told the
Negroes after the empty buses left:
“You’ve done yourselves a credit by
standing up for your rights. We are
unwilling to sell our birthright for a
mess of pottage. My principle is worth
more than 35 cents worth of ice cream
and ‘cokes’ and a bus to Louisville.”
Mayor Emi commented: “The colored
children had no picnics at all until I
became mayor.”
Charles W. Anderson Jr., 53-year-
old member of the U. S. delegation to
the United Nations and holder of most
of Kentucky’s “Negro firsts,” was killed
in a train-car accident June 14.
The Louisville attorney, a leader in
equal-rights campaigns for decades,
was named to the UN post by President
Eisenhower last year. He was, in 1935,
the first Negro to be elected to the
Kentucky Legislature.
Paul G. Blazer, Ashland industrialist
and philanthropist for whom the li
brary at Kentucky State College is
named, told 89 KSC graduates that
Negroes should develop a racial pride
similar to that of American Jews and
“maintain their racial identity.” By so
doing, he said, American Negroes could
establish goals of achievement “which
will permit full expression of their use
ful talents in many fields.”
Any marked development toward
racial “assimilation and absorption,” he
said, “would result in violence and a
disastrous conflict.”
Kentucky’s school integration, he
said, “has progressed in a more or
derly fashion than in states either to
the north or to the south,” and he ex
pressed confidence that “gradually
Kentucky Negroes will be given posi
tions of increasing responsibility.”
