The Value of Protest
The petition urging that the League of Nations intercede
in behalf of the oppressed Jews and other non-Aryans in Ger
many (see story, page 1) is a dignified and impressive means
of bringing before the world the terrible plight of these op
pressed residents of the Reich. Signed by a number of Jew
ish and non-Jewish organizations, among them the American
Christian Committee for German Refugees, the American
Jewish Committee, the B’nai B’rith, the Alliance Israelite
Universelle, and the Ligue des Droits de l’Homme, the peti
tion cites a number of historical precedents for international
intervention in the domestic affairs of a nation which op
presses minorities within its borders, and points out that at
the 1919 Peace Conference Germany pledged herself to re
spect the rights of her minorities.
What practical results the petition can bring about cannot
be foretold at this time, when the name of the League mem
ber-state which will present it before the League Assembly
has not yet been made public; although the prospect does not
seem too hopeful, in view of the fact that the League has
lately been defied even by member-states—and that Ger
many is a non-member. But. as Professor Morris Raphael
Cohen put it, “one must protest regardless of the practical
possibilities to obtain redress. This petition, if it does noth
ing else but serve as a warning to the Hitler government that
world public opinion is thoroughly aroused against its treat
ment of non-Aryans, will already have served a purpose.”
Another Exodus
More than a civil war is being fought in Spain. (See story,
page 1). Serious charges have been made that both the Ger
man and the Italian governments are supporting the Fascist
rebels who are attempting to overthrow the liberal govern
ment that Spain has enjoyed for the past few years. If the
rebels win, European Fascism will have gained an important
victory: the central Fascist bloc of Italy and the Third Reich
would have a strategically situated Western ally, and liberal
France, where Fascist agitation has been continuing despite
the efforts of the Blum government, would find herself sur
rounded by foes of democracy.
For Jewry this would be a tragedy indeed. Italian prop
aganda in the Near East has already had disastrous conse
quences for the Jewish Homeland in Palestine.. If Fascist
Italy has the alliance of a Fascist Spain the fate of North
African Jewry will be unevitable. Jews in the French col
onies on the North African coast would become the targets
of a campaign designed to arouse the Moslem population
against them in the same way that this has been done in Pal
estine. Already we hear that the Fascist rebels in Spanish
Morocco are accusing Jews of Communism and herding them
into concentration camps on that ground. Wealthy Jews
have been forced to contribute to the Fascist war fund in
that colony. And in Spain proper, Fascist feeling, never too
kindly toward Jews, has been inflamed still further by the
fact that German Jewish refugees have joined the loyalist
forces.
What the outcome of the Spanish revolt will be we dare
not forecast. But one fact remains obvious: That a Fascist
victory would spell the doom of not only Spanish democracy
but of the Jewish communities in Spain and her colonies.

Schwarz declared, as he was in the

Answering Rabbi Marcuson’s

“When I was a young man and
a bank clerk,” he said, “the Presi

for volunteers to serve in our army
to help free Cuba. I responded, and
when the service was ended, I re
turned to the bank, declining to ap
ply for a commission in the regular
army. I did go in the National
Guard of my home state because I
wanted to be ready for another call
should it unfortunately come. It did
come in 1917—and after giving
humble service again in the army
in this country and in France, I re
tired to Civilian life, again declin
ing to apply for commission in the
regular army. However, I took a
commission as major in the reserve
corps, to be ready to respond again
should war involve the country
during my life-time.
