branch libraries and other essen
tial services and facilities. Dur
ing Charlie Brown’s administra
tion, the county also graded and
paved the majority of all the
streets built in the city of At
lanta . . . and in addition gave
the city one hundred thousand
dollars per year for the purpose
of resurfacing streets in the city
limits of Atlanta, Georgia. Served
as State senator from the 52nd
Senatorial District since 1957 to
the present time. Sponsored
many worthwhile pieces of need
ed and essential legislation, in
cluding the following: the Bud
get Law, City of Atlanta schools;
the neighborhood registration
law, bill providing a supervisor
of registration for Fulton Coun
ty, the late primary bill provid
ing for city election in Septem
ber rather than in May; a state
wide bill regulating the use of
motorscooters in the interest of
public safety; the amendment to
the garnishment law raising the
exemption from $1.25 per day to
$3.00 per day, this being the first
legislation on this subject in
sixty-five years; mapped street
legislation for Fulton County;
participated in passing the legis
lation enabling the Pupil Place
ment Plan of the Atlanta Board
of Education to be implemented
this September 1; author of Sen
ate Bill 21 repealing the college
age limit which passed the Sen
ate and the House but unfortun
ately was vetoed by the gover
nor. As chairman of the county
and Municipal Government Com
mittee of the Senate, handled alj
of the state legislation affecting
all of the cities and counties
throughout the State of Georgia,
which, of course, included all
of the legislation affecting the
City of Atlanta and Fulton Coun
ty. With eight years administra
tive experience in the county
government and five years legis
lative experience in the State
Senate, as well as forty years
experience operating my own
company, which does business
throughout the United States and
in several foreign countries, 1
feel that I am thoroughly experi
enced and the most qualified of
the candidates to be Mayor of
our great city.
Benefits. My election will as
sure our citizens of honest, effi
cient and friendly government,
of expanded growth and pro
gress for our city and of good
relations between the people of
all races of our great city.
Planning. I strongly believe in
future planning. Plans formulat
ed by the City Planning Depart
ment should be followed after
they have been thorougly evalu
ated by the elected officials re
garding their feasibility and
practicality in bettering our city,
with the interest of each and
every citizen being first and
foremost.
Urban Renewal. Yes. I favor at
the present time financing such
a continuing program as the
needs exist through future bond
issues.
Annexation. We need a grow
ing and progressive Atlanta. As
the metropolitan area increases,
it is a natural desire for the
services of the city to be extend
ed to the outlying areas. 1 be
lieve with a friendly administra
tion in city hall that the citizens
in the unincorporated areas will
want to become a part of our
city. 1 favor annexation of these
areas which form natural parts
of our city, but only after the
citizens in these affected areas
have voted for annexation.
Transportation. We are quickly
approaching a city of one mil
lion and we must plan immedi
ately for improved and practical
transportation. We must com
plete the expressways and plan
for the future. The rapid transit
proposals which have been made
by the Metropolitan Planning
Commission need further evalua
tion from the standpoint of engi
neering and financing. I would
personally favor further study
with regard to the use of the
actual railroad facilities Which
are already available in cooper
ation with the railroads and the
transit companies. This I under
stand is being effectively done
in Cleveland, Ohio, at a reason
able initial cost and at a great
service to the public.
Five-C o u n t y Council. Yes. I
have advocated this in the past,
and I would very much favor
such cooperative thinking and
planning.
