Minister Levi Eshkol voiced con
fidence here this week that
Mapam, one of the coalition part
ners, would go along with the
Mapai-Achdut Avodah align
ment in supporting the Govern
ment's economic austerity pro
gram. The new program is aimed
at improving the competitive pos
ition of the nation’s exports,
thereby reducing Israel’s unfav
orable trade gap. Without Ma-
pam’s approval, the new econom
ic program might collapse, and
the Government could fall.
The Premier expressed optim
ism over the program for which
he has been trying to round up
full coalition support during the
past few weeks, at the founding
meeting of the alignment’s ideo
logical youth circle. He indicated
that he would meet shortly with
the coalition parties to secure
broad agreement on the plan. In
reply to a question at the meet
ing, however, Mr. Ashkol dis
missed a proposal that, in view
of the economic crisis, the time
had come for a government
broader than the present coali
tion.
During the weekend agreement
was reached within the align
ment on one major point of dif
ference. The Mapai-Achdut Av
odah economic committee decided
to recommend to the Histadrut,
Israel’s labor federation, that only
half of the cost-of-living allow
ance increase forthcoming as a
result of expected price rises be
paid in !9f>7 and 1968 to those
earning more than 400 pounds
($133) a month. Under the com
promise proposal, persons earn
ing less than that minimum fig
ure would be compensated in full
for all price increases from now
on.
While the original austerity
program as proposed by Finance
Minister Pinhas Sapir sought to
eliminate all cost-of-living in
creases starting next year, this
was opposed by the Histadrut
labor leaders.
Achdut Avodah, however, con-
Thc within and forouointf petition
read and considered, and it appearing
to the Court that the same is le£-
itimatelv within the purview and in
tention of the laws of this State eov-
ornine the ,T rantin£ of corporate char
ters. and it further appearing from
the certificate of the Secretarv of
State presented to me that the name
of the Proposer) corporation not the
name of an' 1 other now existing corp
oration restored ip the records of
the Secreta»*v of S*ate;
IT IS THEREFORE ORHERED that
said application be and the same is

tinued to press its demands that
the economic program should in
clude a compulsory levy of a loan
of 100,000,000 pounds ($33,300,-
000) on self-employed persons in
the upper income brackets, and
also increase the direct taxation
of this category as well as of
corporations. Mr. Sapir opposes
these measures, contending that
they would seriously hamper the
development of business in Is
rael.
The remaining coalition part
ners — the National Religious
Party and the Independent Lib
erals—while protesting what they
termed “neglect and lack of con
sideration’’ for their views on the
part of the alignment in devel
oping the economic program,
generally support the broad out
lines of the plan.
Meanwhile, the first effects of
the program began to be felt by
the Israeli consumer as a num
ber of everyday items, such as
eggs and other farm products, in
creased in price. Dairy products,
consumed by Israeli in large
quantities, are also due to rise
in price, along with soap, oil, fats
and cotton products. Most in
creases averaged about 20 per
cent.
