BEHIND UN SCENES

Michael Comay Scores
UNITED NATIONS (WUP)—In
the course of the sharp clashes
between Israel and Syria in the
recent Security Council, Arab
speakers made it a point that
their protagonist across the table,
Israel's Ambassador Michael
Comay, was a “South African.”
The remark was passed on in a
kind of “guilt-by-association,”
since in light of the racist issue
of apartheid the name “South
Africa” has become a sort of
smear-word in the world organ
ization.
Actually, the Arabs resorted
to the court tactics exploited by
a lawyer when he finds himself
against a formidable opponent.
And Comay presented that kind
of a problem for the Arabs, a
problem which in fact they never
solved and which cost them

their case. For here was
one instance in which Syria
had a strong presumption in
favor of her charge that the Is
raeli bombing attack across the
border constituted an open and
even an admitted violation of the
Armistice dictum against resort
to unilateral retaliation. Council
members unanimously, though
only verbally, castigated the act
but at the same time rejected a
Syrian attempt to vote a con
demnation on Israel even though
they had voted a previous con
demnation of a similar act in the
past.
The simple drama of the de
liberations is that the Arabs had
a good case which they were un
able to press to victory against
the brilliant, forensic and tactical
strategy of Comay who had a
“bad case” and came off with a
scoring victory.
The whole episode throws the
spotlight on the Israeli diplomat
who came to his post in the year
19(10, following in the big-size
footsteps of the eloquent and
flamboyant personality of Abba
Eban, and stuck to his own more
conventional virtues of the clas
sic diplomat. These virtues
served Comay well in holding the
fort here in the World Organiza
tion against the dogged intransi
gence of the bitter Arab dele
gates. But it would be wrong to
describe his role as a mere hold
ing action, as guard at the gate
of the ramparts reared by his
predecessor.
An important achievement, and
one which necessarily had to be
wrapped in quiet diplomacy, was
his building of good will and
friendship among a growing ros
ter of delegates for the State of
Israel—and this he had to do
with the power of personality, the
charm of manners, the amiability
and strength of his contacts, the
dignity of defense under fire, the
persistent building up of the
thought that Israel is an irrev
ersible fact in the world com
munity and that beyond her
mere existence as one more State
she was a growing storehouse of
aid, economic, social and cultur
al. to other nations.
The climax of this kind of
brick-bv-brick building came in
the latest clash with Syria. Here
there emerged a new facet of
Michael Comav’s quiet abilities
—the able lawyer. Mr. Comay’s
second degree after his B.A. is
that of a Bachelor of Law ac
quired at the University of Cape
town.
In this trial within the Coun
cil—and the Arabs turned it into
a kind of trial by accusation—
Comay checkmated the Syrian
charge with a charge of his own,
a procedure which he won
against strong challenge. From
this small beach-head he built up
his case of Arab infiltration
which compelled the Council
members, who rejected the Is
raeli attack—to place the action
within the context of this new
element in the truce picture.
When the Arabs rejected such a
coupling of the charges, their
chance of victory collapsed and
they resorted to the standard at
tack on Zionism, the reference
to Judaism and Jewry, all of
which Comay crushed with dis
dainful silence except to take
note before the Council that his
silence did not mean acquiescence

of this line of attack.
The hearing was Ambassador
Comay’s crowning success and
compelled many observers to take
note oi his stature and strength
as an able and outstanding di
plomat.
Indeed, there are reports that
the Government in Jerusalem is
taking cognizance of this dimen
sion and may designate him as
Ambassador to Washington —
when Avraham Harman’s term
expires.
One big problem remains for
Israel. It will not be easy for
Premier Levi Eshkol and the
Foreign Ministry to find another
diplomat of the calibre and sta
ture of Michael Comay. Perhaps
the solution might be to give him
the double post—Washington and
the UN.
