Max M. Cuba, prominent At
lanta civic and Jewish commun
al leader, was elected president
of the regional Jewish Children’s
Service at its 91st annual meeting
held at the Standard Club on Au
gust 13. He succeeds Alfred E.
Garber who was elected chair
man of the board.
The JCS, formerly the Hebrew
Orphans’ Home, serves the five
Southeastern coastal states and
the greater Washington area. Its
present policy and program is
designed to develop, improve and
strengthen local and regional
services for Jewish children and
their families. It offers commun
ity planning, coordinating and
consultation services to its affil
iated communities.
Elected to serve with Cuba
were vice presidents Abe Gold
stein, Herbert Itingel and Saul
Blumenthal; treasurer, Dr. Wil
liam Rottersman, and secretary,
William Breman, all of Atlanta.
Recognized as chairmen of the
board emeritus were past presi
dents, Armand May, Albert May
er, Joseph Haas and Dr. Irving
Goldstein. Regional vice presi
dents reelected as representatives
of their respective states were
Mrs. Daniel Rosenbaum of Tam
pa, Morris Speizman of Charlotte,
Maier Triest of Charleston, Mrs.
Andrew J. Asch Jr. of Richmond,
and Jack Blume of Washington.
Three new Atlanta members
were elected to the 100-man re
gional governing board. They are
Richard Guthman Sr., Alfred
Katz, and Ralph Saul.
The program of the annual
meeting was devoted to a discus
sion, led by Eli Fahn, executive
director, of the present and pro
jected activities of the JCS. In
cluded were the establishment of
a Group Treatment Home for
emotionally disturbed adolescent
boys in Miami in cooperation
with the Jewish Family and Chil
dren’s Service of that city, the
development of Specialized Fos
ter Home Program for emotion
ally disturbed youngsters in
Washington, in cooperation with
the Jewish Social Service Agency
of that city, and the creation of
a new professionally staffed
counseling and casework program
for the Jewish Social Service of
Charleston.
Expected to be undertaken in
the next few months are pilot
projects in Savannah for the de
velopment of an expanded Jew
ish Social Service program and in
Virginia for the provision of pro
fessional services for the smaller
Jewish communities of the state
in cooperation with the Jewish
Family Service of Richmond. Re
cent emphasis has been given to
develop coordinated and coopera
tive relationships among the var
ious affiliated communities for
the inter-agency placement and
adoption of children.
A special report was given by
Mrs. Louis Regenstein. chairman
of the scholarship committee, on
the expanded educational loan
program of the JCS. As part of
its aim to strengthen and im
prove services on the local com
munity level the JCS offers all
its affiliates the opportunity to
refer students for long term, no
interest loans to undertake
schooling beyond the high school
level. From 1961 through the
1966-1967 school year the JCS
provided 57 different students
from all parts of the region with
loans totaling approximately $55,-
000. For the next school year an
additional 21 loans have been ap
proved for about $15,000. It was
emphasized that need is the pri
mary criterion and special con
sideration is given to the aver
age student.
Mr. Garber in reporting on his
two years as president highlight
ed the "Reunion Weekend” held
in May of this year which
brought together 43 men and
women who had been former
residents of the Hebrew Orphans’
Home before the institution
closed its doors in 1930. Coming
from as far as San Francisco the
group of 75, including families,
resumed friendships and recalled
the good and bad of their Home
experiences. Some had not seen
each other for over 40 years.
As outgoing president, Mr.
Garber was presented a silver
plate inscribed “Whose deep con
cern and diligent leadership have
effectively strengthened and en
riched the purposes
grams of the Jewish
Service.”
Mr. Cuba comes to the presi
dency of the JCS with an exten
sive background of community
activity. A former member of the
Atlanta City Council, he serves
on the Atlanta-Fulton County
Joint Planning Board and was its
chairman from 1952 to 1959. He
is a past president of the At
lanta Jewish Community Council
and was chairman of its Com
munity Relations Committee for
two years. He has served as pres
ident of Aihavatlt Achim Syna
gogue, president of the PrOgres-
sive Club, and has been general
chairman of the Atlanta Jewish
Welfare Fund.
Nationally he serves on the
Board of the Council of Jewish
Federations and Welfare Funds,
Large City Budgeting Conference,
and the American Jewish Joint
Distribution Committee, and is
presently a member of a number
of accounting and law profession
al societies. In 1960 he was named
"Man of the Year” by the Jew
ish War Veterans, in 1961 he re
ceived the B’nai B’rith Disting-
