New York Changes
Foundling Policy
NEW YORK (JTA) — A New
York City procedure of assigning
abandoned infants of unknown
parentage to Catholic, Protestant
and Jewish homes in rotation has
been cancelled in a major policy
change made public here. The
effect of the change is that
parents for such foundlings will
be chosen hereafter on the basis
of their qualifications, without
religious requirements. Twenty
to twenty-five foundlings come
under city care annually. About
60 percent of the foundlings are
Negro.
The change does not affect a
current procedure applied when
a foundling is left at a house of
worship. In such cases, the in
fant is assigned to that particu
lar religion. The changes were
adopted by the city Department
of Social Services on July 15.
Commissioner Mitchell J. Gins
berg said that, as a result of the
change, "the ultimate test will
be what is best for the child, not
the religion of the home into
which he is going.” He added
that the religious rotation sys
tem had led to an “element of
inflexibility” in adoption plan
ning, and delayed placement for
some of the infants.
Turkey Reaffirms
Support of Israel
TEL AVIV (WUP) — "As far
as Turkey is concerned, Israel’s
existence is not only a fact but
also demands a realistic appraisal
of the situation,” the Foreign
Minister of Turkey told repre
sentatives/of the Histadrut dur
ing they? recent visit to Turkey,
according to a report made here
by Natan Aim os lino, Histadrut
Central Committee Member.

Labor Unions, Sefi Demirsoy,

Gets Boy Expelled
HILLSIDE, N.J. GJTA)—The
Board of Education of Hillside
has upheld the expulsion of a
13-year-old Orthodox Jewish boy
from a summer course at Hill
side High School for wearing a
skull-cap. Bernard Paul White,
who attends a Jewish day school
during the regular school year,
entered the summer class wear
ing a skull-cap. The boy refused
requests from his teacher, vice
principal John Kulikowski.
School Superintendent Wayne
Branom, and board chairman
Franklin Feltman that he not
wear the yarmulka while attend
ing the class. The superintendent
and the chairman ruled the boy
could not attend the class while
wearing ^the skull-cap, and the
boy’s father asked the American
Jewish Congress for help.
After the hearing, Mr. Feltman
said he would seek a ruling by
the State Commissioner of Edu
cation on the question. William
White, the father, told the board
meeting that “the rights of my
son to practice his religion” were
violated by the ban.
Plan to Divert
Jordan for Power ~
TEL AVIV (JTA)—Lfcbor Min
ister Yigal Allon has announced
that Israel plans soon to renew
its postponed project for divert
ing the Jordan River’s northern
waters. The plan would divert
the river from a point south of
the B’not Yaaoov Bridge to lead
the stream toward Lake Tiberias
so that s huge waterfall would
result, to be used as a source for
hydroelectric power. It was
abandoned when the Syrians
opened a series of attacks against
Israel. Israelis National Water
Scheme contented itself with use
of water only from Lake Tib
erias.
Mr. Allon revealed the renewal
plan ait a meeting of the central
committee of Histradrut, Israel’s
federation of labor, held to dis
cuss the unemployment situation.
Mr. Allon said the project would
provide many jobs.
