US and Soviet
Deny Agreeing
on Arms Curb
UNITED NATIONS, N. Y.
(JTA)— The United States and
the Soviet Union have denied
categorically that an understand
ing or agreement on an arms em
bargo to the Middle East had
been reached here between the
U. S. and the Soviet delegations.
A report that the Russians and
the Americans had discussed here
a “tacit curb” on arms for the
Middle Blast appeared in The New
York Times.
A spokesman for the U. S. del
egation said that, “the United
States is interested in arrange
ments whereby arms shipments to
the Middle EJast be a matter of
public record as enunciated by
President Johnson last June 20.
However, it is quite misleading,
and certainly premature, to state
that at this time we have an un
derstanding or an agreement
with the Soviet Union on regis
tering or curbing arms to the
Middle East. This subject was
not dbeussed in talks with For
eign Minister Gromyko and other
USSR representatives in New
York."
According to the report, such
discussions have been held be
tween William C. Foster, chief
U. S. disarmament negotiator,
and the USSR’s foreign minister,
Andrei A. Gromyko.
Syrian Envoy Seeks
To Switch Blame
UNITED NATIONS (WUP) —
In a note sent to Secretary-Gen
eral U Thant, the Syrian Am
bassador to the UN Dr. George
J. Tomeh, attempting to absolve
his country from any responsibil
ity “for local resistance on the
West Bank in Jordan against the
Israeli occupation,” appeared to
hint at a renewed guerrilla on
slaught in Israel in the form of
a “Trojan Horse.”
“Syria,” he stated, “cannot be
held responsible for national res
istance by the Palestinian people
against foreign occupation.”
Israel had previously blamed
Syria as being the “source of the
new terrorism” originating from
the West Bank, hence Tomeh’s
attempt to clear his country of
any involvement.
Mini-State Joins
Hands with Arabs
UNITED NATIONS (WUP) —
Apparently “ i n f 1 uenced” by
Arab-Soviet propaganda, the tiny
microstate of Burundi— wedged
between Tanzania and the Congo
has joined the rabid anti-Israel
forces here.
Addressing the General Assem
bly, Burundi’s Director-General
of Foreign Affairs, Joseph Nda-
baniwe, outdid the Soviet and
Arab spokesmen in the use of
invectives against the Jewish
State. Delving into the back
ground history of Palestine, he
bad the gall to tell the assembled
delegates that “the State of Is
rael should never have been rec
ognized by the United Nations” be
cause, he charged, it was “forged
in blood and in disregard of the
principles of the Charter . . .

Foresees Big Market
for Coke in Israel

ent company, it was announced

major stockholder in the new eh^
terprise. '
The franchise to operate the
plant was given to the Central
Bottling Company of Tel Aviv,
whose principal stockholders in
addition to Mr. Feinberg are Carl
Navarre, president of the Coca-
Cola Bottling Company 1 , of Mi
ami, Fla. and the Israel Central
Trading and Investment Com
pany of Tel Aviv.
Mr. Feinberg estimated an an
nual consumption of 200 million
bottles of Coca-Cola in Israel—
based on the country’s dry cli
mate (“no rainfall nine month3
of the year”), the low consump
tion of alcohol by Israelis and.
the total abstinence from alco
hol of Arab citizens.
U.S. Businessmen
To Aid Israeli Industry
NEW YORK (JTA)—A group
of leading American industrialists
and businessmen has established
a new non-profit organization to
boost Israel’s export and market
ing program in the United
States. The organization, Amer
icans for Trade and Industrial
Development with Israel (ATID),
also hopes to promote new in
vestments in Israel and to make
the United States more receptive
to Israeli products.
Albert Parker, New York at
torney, has been named chair
man of the ATID board and Al
len J. Bloostein, president of
Stem Bros. Department Store,
president. Members of the board
represent a number of outstand
ing American industrial and bus
iness firms.
Report Army Recruits
Better Educated
TEL AVIV (JTA) — Israel’s
army is getting more recruits
with better education than for
merly, Minister of IDdu cation
Zelman Aranne told a meeting
of the Jewish National Fund’s
Teachers Council. As a result,
he declared, today’s soldiers
come into the armed forces with
better educational equipment for
technical duties. Mr. Aranne said
that 20 percent of the average
army recruits of seven years ago
had not completed even an ele
mentary school education. But in
the last three years, however, he
said, that average has declined
to between 6 and 8 percent.

NEW YORK (JTA) — Israel
Foreign Minister Abba S. Eban
delivered an off-the-reoord talk
to the Conference of Presidents
of Major American Organizations
on recent developments in Israel’s
quest for negotiations with the
Arab states. Dr. Joachim Prinz,
chairman of the Conference,
presided at the meeting. Mr.
Eban’s appearance was the latest
in a series of confidential brief
ings to the Conference by vari
ous governmental spokesmen.
