—It is rather significant that
long before the Middle East
crisis erupted in early June the
majority of UN delegates had
made up their minds to vote for
the Rumanian Foreign Minister

President of the General Assem
bly succeeding Abdul Rahman
Paahwak of Pakistan.
J It is further significant that
the choice of a Communist should
set a precedent in UN history.
Never before has a representa
tive of a Communist State been
elected to this high post.
Of course, Manescu is not an
“ordinary Communist.” For
many years now, both he and
his Prime Minister—indeed, the
entire Rumanian regime—have
followed a powerfully independ
ent path untouched by an in
fluence from Moscow.
Several years ago, Bucharest
had designated an Ambassador
to the UN, Brucan by name, who
was of the Jewish faith and who
served here with great distinc
tion. Indeed, Rumania has not
forgotten the war-years which
saw thousands of Jewish partis
ans join hands with their com
patriots in the underground
guerrilla activities against the
heinous Nazis.
The same cannot be said of
the USSR and of some of the
other East European states,
whose leaders, apparently, have
conveniently forgotten the past.
The events following the Six-
Day War—involving the hectic
debates in the special emergency
session which saw noble Rumania
break with the entire Commun
ist bloc over the Israel-Arab
dispute—have fully vindicated
the Assembly’s choice of Man
escu as President, an act boding
well for the Israeli delegation
here whose members feel secure
in the fact that a friendly Ru
manian—more correctly, an hon
est and just diplomat—will pre
side over a session in which the
Middle East is bound to figure
importantly.
One thing is certain, as chief
presiding officer, Manescu will
not tolerate nor let pass in sil
ence such diatribes against
Israel and Jewry which both the

filibustering style during the
special emergency session pre
sided over by the embarrassed
Moslem President Pazhwak this
summer.
It is well for us not to forget
that, among all the Communist
states, Rumania alone did not
break off diplomatic relations
with Israel following Israel’s
Six-Day blitz which shook the
world. On the contrary, Manescu
and his capable aides here spoke
up boldly and realistically on
the entire issue of Israel-Arab
relations.
Who is this tall and handsome
Comeliu Manescu? Let’s take a
brief look.
Born in 1916 in the town of
Ploiesti, he completed his sec
ondary schooling in his native
town and then went to Buchar
est where he studied and won
honors in law. As a student, the
young Corneliu joined the anti-
Fascist movement, taking an
active part in the underground
against the Nazis.
After Rumania’s liberation, he
was assigned vital tasks in the
new regime. In 1948, he was
designated head of the Army’s
Higher Political Department and
a few years later he rose to the
office of Vice-Minister of the
Armed Forces. Between 1955 and
1960, he assumed the deputy
chairmanship of the State Plan
ning Committee. From 1960 on
the youthful diplomat kept on
