Prior to the ‘ Alpert
war, and espec
ially during the waiting period
when tension and suspense
mounted, he was subjected to
outspoken bitter criticism here at
home. His espousal of “delay,”
to afford the nations of the world
opportunity to take action which
might make war unnecessary,
was regarded here as the sure
road to defeat. Each day of delay
gave the Syrians more time to
mass their guns on the northern
border. Each day made it possi
ble for Nasser to bring back more
seasoned troops from the Yemen,
and to add to the mighty war
machine which he was gathering
in the Sinai Desert.
To be sure, we can now note
that the delay enabled Nasser to
gather practically his entire mil
itary potential in an area where
it more easily fell victim to Is
rael’s attack—but that is hind
sight. At the time Eban was sub
jected to severe criticism. There
were calls that he be withdrawn
from the UN and replaced as
foreign minister by someone who

Middle East problem without an
agreement among the leading
powers. He warned Israel against
protracted delay in reaching a
settlement with the Arab states
and challenged the Israeli view
that developments would even
tually compel the Arab states to
come to the negotiating table.
The French diplomat reiterated
the stand taken by President de
Gaulle ever since the current sit
uation erupted in crisis last May,
and added that the United Na
tions itself must have an impor
tant role to play in the situation.
The tasks of surveillance, control
or liaison, of formulating reason
able suggestions and of persuad
ing both sides, he said, were the
UN mission under, the present
circumstances.
M. de Murville said “each of
the states involved has the right
to live and to see its security
guaranteed.” Other problems in
volved, he said, were navigation,
the situation of the Palestinian
refugees and the “conditions of
neighborhood” between the states.
He said that no fait accompli with
regard to territory or population
“should be considered or accept
ed.”

Found to be ‘Duds’
JERUSALEM (JTA) — Three
grenades found last week near
the home of Prime Minister Levi
Eshkol, which initially were
linked with the current Arab sa
botage, were reported by police
to be an obsolete type lacking
detonators find incapable of being
exploded. The discovery caused
turmoil in the fashionable Re-
havia section of Jerusalem, a
large part of which was sealed
off and searched. Although the
hunt for clues continued, a police
spokesman hinted the incident
might have been a prank.

spirit of Israel—decisive, aggres
sive, determined.
The government shake-up which
brought Dayan and Menahem
Begin into the Cabinet would
have resulted also in the drop
ping of Eban, if some elements
had had their way.
What happened is now history,
of coursa Against the ranting
of the Arabs and the diabolical
distortions of the Iron Curtain
speakers, he marshalled logic and
reason in a manner more con
vincing than had ever before
been heard at the United Na
tions. His sharp 3atire punctured
the gaseous fulminations of the
enemy. He won the applause not
only of the galleries, but also of
the delegates—and their votes as
well. The results of the balloting
for the several resolutions which
sought to reprimand Israel and
compel its withdrawal were far
better than had been expected by
the most optimistic observer.
Yet Eban still remains a man
of mystery here. He has no per
sonal following, no group of de
votees, no political machine which
carries his torch. An intellectual
himself, he has not succeeded in
winning the loyalty of Israel’s
academic or intellectual classes.
In electioneering he has been
cold. To voters he seemed aloof,
perched on a remote Olympus.
His polished rhetoric (he speaks
Hebrew as he speaks English)
impressed the Israeli voters but
it did not warm them.
He is undoubtedly Israel’s out
standing and most convincing
spokesman. The story is told that
he once reproached Ben-Gurion,
when the latter was Prime Min
ister, for having ordered a cer
tain military reprisal action
against the Arabs, which was
badly received abroad. Ben-Gur
ion is said to have replied that
he too had his doubts about the
justification or necessity for the
action—“but when I read your
brilliant defense of Israel’s action
in the Security Council I became
absolutely convinced of the jus
tice of our move.”
An eloquent spokesman he cer
tainly is. Is he a leader of men
as well? That question has not
yet been answered, but there is
no doubt that large number of
Israelis have today swung around
to the high regard in which he
had already been held by Jews
overseas.
