AS WE WERE SAYING
By Robert Segal
Pasha Glubbs Dilemma
mindful ot the Hitler holocaust,
the agony of homeless Jews de
nied asylum by so many of the
English-speaking people of the
world. The Jews have offered the
Arabs every chance for regional
advancement, in return for which
they have been given the behav
ior of Arab politicians, saboteurs,
fliagwavers, and warloads.

Sir John Bagot CUnbb, the
doughty Englishman who glorie*
in his roie as commander of the
Arab Legion 19 years ago, visited
a number of American citiee re
cently and made Arab .propagan
da capital by insisting that the
Russians want the Arabs to lose
their war with Israel.
His reasoning: Egypt, “the cen
ter of gravity of the old world”
(as he put it in his Boston lec
ture before the influential Eng
lish Speaking Union), has long
been coveted by every ambitious
Buropeam nation. Power-hungry
Russia, determined to be master
of the trade and the rich water
ways of the Middle East, would
be foolish to make a frontal at
tack on Nasser. In General
Glubb’s view, this would have
been “rather awkward.” Russia
wanted the Israelis to win be
cause she wanted the Arabs de
feated, surely not because she

loves the Jews. So Moscow, while
publicly upbraiding the Israeli
forces, was covertly cheering
them on.
This is a shrewd concept far
King Hussein’s advance man to
express in the United States and
especially before the English
Speaking Union, so nostalgic for
the dear dead days when Britan
nia had much its own way in
several Arab provinces. It is
shrewdy because undisariminating
lecture-goers often need to be fed
only the one pill. In this instance,
that pellet was American Russo-
phobia. The Russians are earning!
Oh, rally, ye faithful, and prop
up the sagging Arab empire.
So there it is again—ithat pesky
existence of the State of Israel.
That sovereign nation, and it
alone, is responsible for all of
the Arab troubles. Not the onus
of slave trade, not feudalism, not
overpopulation, not crop failures,
not the availability of oil in other
parts of the world. These are not
what ails Egypt and Syria and
Jordan. Israel exclusively is the
villain.
In his warmly-applauded, path
etically one-sided address, Gen
eral Glubb made statements
sometimes hard to reconcile with
actuality. Most of civilization’s
good ideas — algebra, medicine,
banking, poetry, originated with
the Arabs. (Not even General
Glubb’s beloved England was
given a soupoon of credit. And
the ancient Jews? Always, the
land hungry, the aggressors.) It
was Russia (an earlier Russia)
and the United States that pres
sured England to abandon Pal
estine. Not that England had been
milked dry by that nasty war of
1914-1918 and had made a hand
full of promises.
General Glubb had predicted a
short war when June hostilities
broke out. A short, war? A mili
tary man should know and ac
knowledge that the Arab war
against Israel—fanned by belli
cose propaganda, intensified by
boycott, and rekindled by the
closing of the Straits of "Bran—
has been going on for nearly two
decades. There has been no peace,
only armistice.
At his Boston lecture, the Gen
eral was autographing a book,
perhaps “A Soldier With The
Arabs.” In that book, he wrote—
and it’s hard to erase this—that
he advised the Arabs to accept
partition, as proposed by the
United Nations. Again, in his
book, he recalls that the Jordan
ian government had urged a po
litical solution rather than one by
force of arms. But, as he recalls

it, “the demagogues, the press
and the mob were in charge.”
And hence the prolonged war—
the 20-year war, of which the re
cent six day tangle in June is but
another bloody episode.
One of General Glubb’s enthus
iastic auditors asked if it were
not high fee that “we should teach
Israel how to behave.” This gave
Sir John his chance to extol the
Arab refugees to an excessive
degree and to the extent of neg
lecting all other refugee prob
lems. ‘‘Nobody has put up ade
quate financial assistance to
have the (Arab) refugees settled,”
he declared. “Nobody has ever
helped the refugees with money.”
(Actually, more than $530,000,000
of the UN money has been spent
on relief of Arab refugees and
another $200,000,000—spumed by-
Arab strategists who want to keep
the refugees in political bondage
—has been available for rehabil
itation, homes and jobs).
But how to make the Israelis
behave? These nasty people who
are doing in the Arabs—not for
reasons of self-defense but to ren
der Egypt a ripe plum, falling
into the Kremlin’s lap. There are
the Jews for you: they never
know when to die!
And won’t somebody suggest to
one of General Glubb’s Amer
ican audience how to behave? To
inchoate Ithat kind of behavior
