Haaan Bar-on was in Atlanta to
address a distinguished group at
Atlanta's businessmen and
clergy gathered by three Jewish
organisations. The American
Jewish Committee and the Anti*
Defamation League of B’nai
B’rith, in cooperation with the
Israel Affairs Committee of the
Atlanta Jewish Welfare Federa
tion, planned the gathering to
provide a leadership group with
the opportunity to hear a high
ranking official of the brael
Government give firsthand
Israel's view of America’s

Nachum A star arranged the
visit of Minister Baron.
Discussing the relationship
between the United States and
brad, Bar-on remarked on the
news stories coming from the
troubled Middle East and said,
In spite of all the headlines,

Noting that

security and foreign policy,
Israel and her citisens are
devoted more than anything else
“not only to keeping alive” but to
constructing a society which is
based on justice and social
equality and to achieving a
better life.
-I believe," Bar-on said, that
the Middle East - certainly
Israel, but I believe some of our
Arab neighbors also — are not
only trouble spots but basically
islands of humanity, each striv
ing for its own betterment and
through that, to the betterment
of its surroundings and thus con
tributing to a more stable
world."
Neither foreign policy nor
security an ends in themselves,
Bar-on continued. They are
means ... essential ones ... to
securing a better society.

create, musicians to play,
authors to write, trade unions to
produce, thoa there is nothing to
defend."
The diplomat pointed up the
need to distinguish between the-
Arab/Isreel conflict and the
problems of the Middle East.
"They are net synonymous. They
are not equal. There are
problems in the Middle East not
contcruad with the Anb/bnet
conflict"
Some of those problems men
tioned in the Israeli’s remarks
were the differences between the
Arab countries themselves (“a
mosaic of many many people
and many minorities”);
problems of inhospitable soil, oil
problems, energy problems;
rivalries between the various
Arab countries. Referring to
these rivalries. Bar-on said
Israel becomes the lowest com
mon denominator within the
political reality of our area.”
B&r-on also, outlined some
basic reasons why the United
States cooeerns itself with the
problems of Israel. First of these
was a purely political rasson...

Accepts Israel Into UNESCO
JERUSALEM, (JTA) -
Israel’s acceptance into tbe
European Regional Group of
UNESCO by majority vote
at that group’s membership
was hailed by the Foreign
Ministry as the proper answer to
the'concerted Arab effort since
1974 to have Israel expelled from
the UN body.
The acceptance was an
nounced by Taitta Toweett of
Kenya at the full session of the
UNESCO Conference in Nairobi.
The only opposition came
from the Communist bloc. East
Germany, acting as its
spokesman claimed that since
Israel was not a European coun
try its acceptance should have
been conditioned on a un
animous vote.
A number of Arab countries
abstained from voting on the
procedure under which a state
can apply to join the regional
group of its choice, subject to the
agreement of a majority of its
members. They said they did not
oppose the procedure because
they wanted the Nairobi con
ference to succeed.
A senior Foreign Ministry of
ficial said that Israel was ac
customed to condemnations at
international forums. UNESCO
was the only organisation where
the Arabs succeeded in making
Israel’s membership largely in
effectual and this could have led
to Israel’s expulsion, he said. He
noted the important ride played
by African states in thwarting
the Arab aim.
