Robert Lipshutz, White House
Counsel, came home last week-
home to Atlanta and home to the
Temple where he had been
confirmed more than 40 years ago
and which he had served as
president only six years ago.
The occasion was Saturday
night's annual meeting of Atlanta's
largest Reform congregation, the
Temple’s 11 Ith such gathering.
Guest speaker six years ago,
when Lipshutz was installed as
president, was the then Governor
of Georgia, Jimmy Carter,
Saturday night, Lipshutz, who was
warmly greeted as “Bobby” by
most of those present, tried to
bring some measure of reassurance
and understanding of Carter’s
position vis a vis Israel.
Lipshutz had been instrumental
in marshalling a great deal of
election support for Carter in
Atlanta's Jewish community.
Today, more and rhore frequently,
questions are raabtyx about the
Administration's role in the
Middle Fast.
Lipsmitz identified four points
he said had been presented by

Menachem Begin last month in
Washington. “The President made
clear,” Lipshutz said, “that the
Israeli positions should be
predicated upon certain
presumptions. These presump
tions in favor of Israel's security
are:
1. United Nations Security
Council Resolution 242
does not require total withdrawal
from territories occupied in l%7.
2. The United States does not
favor the establishment of an
independent Palestinian State on
the West Bank and in Gaza.
3. The pre-1967 armistice lines
can be modified through
negotiations.
4. Israel would be able to retain
military outposts and other
security measures as required to
maintain its security during an
interim period and beyond.
Prime Minister Begin’s position,
according to Lipshutz, is that
Israel would not agree to a
referendum by West Bank-Gaza
Arabs at the end of the five-year
period of self rule; would not agree
to discontinuing establishment of
new settlements on the West Bank,
nor stop expanding existing ones;
would not agree to having the
Sinai settlements protected by
either Egyptian forces or United
Nations Forces; and that Israel
would not state that, regarding the
principle of withdrawal. United
Nations Resolution 242 applies to
all fronts.
Lipshutz said, “In our judgment,
the principle of partial withdrawal
on all fronts, including the West
Bank and Gaza, must be
recognized by Israel's present
government if the peace
negotiations are going to succeed.”
Addressing himself further to
the question of the Palestinian
Arabs on the West Bank and in
Gaza, he admitted that vital
security considerations for Israel
must be taken into account, but
said a way must be found “for these
Palestinian Arabs...to participate
in the determination of their own
future” and that the United States
view is that the future of the
territory should lie in a close link
with Jordan, not in an independent
Palestinian state.
Despite the frustration and
disappointment and charge and
' counter-charge of the past few
months, Lipshutz said, “Nothing
has gone irretrievably wrong."
Lipshutz reaffirmed the
administration's commitment to
the survival, security and viability
of Israel, but carefully pointed out
that “the United States also has
good and mutual beneficial
relations with most of the nations
of the Arab world” which, he
indicated, are mutually important.
He cited energy needs of this
country and its allies, the jobs
created here by the growing
volume of exports to, and
investments in, Arab countries,
and said “our relations with the
Arab world, wisely nurtured, can
enhance our ability to strengthen
the forces of moderation in the
Middle East and advance the cause
of peace.”
“The point has come,” Lipshutz
said, “where painful compromises
have to be made if the promise of
peace is not to be lost,"
