Swaziland—to vote against the
U.N, resolution on racism.
A good deal of the credit for the
warming up of relations between
Israel and some of the African
countries has been given to David
Kimche, the director-general of the
Israeli Foreign Ministry Kimche
chose to try to cultivate the African
leaders in a series of discreet, secret
missions, avoiding premature
publicity that might have
frightened the Africans off. This
was in stark contrast with the
"secret" efforts of former Defense
Minister Ariel Sharon who made
sure to publicize his own private
visits to Africa, leaving the
impression that Africa was in the
bag, when in fact it was far from it
Now, the Israelis will be
thinking of how to put some flesh
and bones on the new relationship
with Liberia. The Liberians, among
other things, are eager for Israeli
experts to do some road paving in
order to increase the yield from
iron ore mines in the Liberian
jungles.
In the next week or two, Israel
will be sending an ambassador to
Monrovia, capital of Liberia, to
take up residence Suiting the new
frugality prevalent in Jerusalem,
the Israeli Embassy will be staffed
by only three people
AJCongress voices criticism
of student ‘religious clubs’ bill
WASHINGTON, D.C.-Con-
gressional legislation that would
permit student religious clubs to
use public school facilities was
sharply criticized by an American
Jewish Congress spokesman in
Senate testimony recently.
Marc Pearl, Washington
representative of AJCongress, told
the Senate Judiciary Committee
that passage of the bill, S. 1059,
would lead to "inevitable pressure"
on school children “to conform to
the religious views and practices of
the majority."
“I am not here today to urge any
limitation on the right of a
religious majority to observe its
religion," Pearl said. "Rather, the
American Jewish Congress asks
only that the public schools not be
employed to magnify the pressures
on students of minority faiths."
The legislation. Pearl
contended, is unconstitutional
because it is incompatible with the
principle of separation of church
and state as mandated by the
Establishment Clause of the
Constitution.
S. 1059 says that no federal
education funds may be provided
to any state or local educational
agency if any elementary or
secondary school for which that
agen&y has responsibility denies
equal access to students or faculty
seeking to engage in voluntary
religious activities.
The AJCongress is especially
troubled by the provision included
in the bill for the “right" of equal
access in elementary schools,
according to Pearl. "Although the
bill extends only to voluntary
activities, it is difficult for us to
conceive of any circumstances
under which elementary students
would be able to voluntarily
organize their own group without
the guidance of a teacher," Pearl
said. “But it is precisely such
guidance which is constitutionally
objectionable. For younger
children in particular, the problem
of resisting peer pressure to join a
particular club would be
insurmountable."
Pearl’s testimony was especially
critical of the inclusion of teacher
participation in the proposed
legislation. He stressed that young
children are easily influenced by
the actions of their teachers and
asserted that court decisions have
determined that teachers have no
right to conduct religious services
jn public schools.
“This bill proceeds on the
mistaken, if currently popular,
assumption that the relationship
between a school and religious
activities or speech need be no
different than the relationship
which exists between a school and
secular activities or speech.”
concluded Pearl. "Government
sponsorship of religious activities
and religious speech, for
constitutional purposes, is in our
view different than its sponsorship
of secular activities and secular
speech, as the very existence of the
religion clause testifies." He noted
that this principle has already been
upheld by the Supreme Court.
