Part one
WASHINGTON—An extensive
four-part series published by the
Washington Post that suggests
United States policy toward Israel
is made in Jerusalem and legislated
in Washington by its American
friends has aroused conjecture that
its purpose and timing is to weaken
American-Israeli cooperation and
reduce funding for Israel which
receives more U.S. aid than any
other nation.
The articles are criticized for
what is generally observed as selec
tive detail and often concomitant
absence of facts that would offset
anti-Israel assertions. Frequent use
of anonymous sources also were
noted in the articles which aver
aged a full page each and origi
nated on the newspaper’s front

The series includes language di
rectly from what it described as a
U.S. “secret” military memoran
dum—the Middle East Arms Trans
fer Study (MEAT). Army Major
Larry Icenogle, a spokesman on
Israeli affairs at the Pentagon, said
(to this reporter), “The MEAT study
is classified. Secret sounds right.
I’m informed that the distribution
of that publication was handled by
the National Security Council. Dis
tribution of it is an NSC initiative.”
Charles Babcock, author of the
series, was said to have gathered
information at the Pentagon over a
period of four months.
The series has been distributed
worldwide. “Every word of the
articles is being translated into
Arabic,” said the Washington rep
resentative of a major Arabic pub
lication who is not identified for
safety reasons. The representative
was especially awed by the fact that
the third article led with an extract
from “Page 23” of MEAT. “It’s
fantastic,” he said.
The four articles deal with U.S.
financial aid supplied to Israel,
which is at the level of $3 billion
annually in military and economic
assistance; funding for the Israel-
built Lavi fighter plane and allega
tions on how it was accomplished;
the role of the “Jewish lobby,”
primarily the American-lsrael Pub
lic Affairs Committee (AIPAC);
the “emotional” ties of the U.S.
and Israel and divisions within
these two communties.
AIPAC, whose executive direc
tor, Tom Dine, is extensively quoted
in the initial article, said it has “no
immediate comment” on the series.
Referring to the articles, the State
Department was asked whether
Secretary of State George Shultz,
who is credited as strongly suppor
tive of Israel, “would like to institu
tionalize relations between the U.S.
and Israel on strategic coopera
tion.”
A spokesman, Charles Redman,
anticipating such a question after
the first article appeared, replied:
“Yes, the U.S.-Israel relationship
is strong and flourishing. Support
for Israel has, of course, always
been a cornerstone of our Middle
East policy. For example, we now
have agreements with Israel on
trade and strategic cooperation and
during the vice president's visit we
initialed an agreement for the estab
lishment for a VOA relay facility in

cle, Milwaukee, has been appointed
assistant editor of the Jewish Tele
graphic Agency.
Muchin, 28, began Monday in
this newly created position. His
