relatively small amounts allocated
for Africa, Mark Helmke, press
secretary for Senator Richard Lugar
(R-lnd.), chairman of the Senate
Foreign Relations Committee, said.
Foreign aid is based not only on a
definition for poverty. It is not a
welfare program. It is a security
program, tied to security and ideo
logical purposes. That is not to
take anything away from African
countries. I he national security of
Israel is very important to us.”
An Israeli Embassy official,
speaking on background about the
Lavi article, said, “The Post did it
because there are some in the ad
ministration who feel uncomfor
table with close relations with
Israel. I hey are concerned because
they feel they must come to grips
with the Syrians by going more to
the Arab point of view and look at
the Arab world as an interests part
ner. What they overlook and don’t
want to admit is that close rela
tions with Israel didn’t weaken
America but strengthen America
with the Arabs because the Arabs
see the United States as the only
country in the world that can send
a message to Israel. Where do the
Arab leaders go when they need
help? To Washington.”
The official said that the article
gives the impression “Israel is ma
nipulating America’s foreign pol
icy. Everything that fits into that
category is fine. You eliminate
things you don’t want included.
The selective material is collected
for the preconceived idea. Every-
thing (in the article) is right but the
picture is wrong.”
Referring to quotations from
Israelis and others, the comment
ing official said, “Such statements
that an allocation for $150 million
for Israel was pulled out of the air
are ludicrous. But if 1 go into
details, I would have to write three
times the quantity of words in the
articles and there is no point to
that. Some people are quoted right.
This man or that one wants to brag
how important he is. Let history
decide that the whole concept is
wrong.”

Projects to restore Jewish sites
in East Germany are publicized
EAST BERLIN (JTA)—Official
East German media outlets have
publicized restoration efforts for a
former synagogue and a Jewish
cemetery ravaged by the Nazis in
the late 1930s, the World Jewish
Congress reported here.
The East German News Agency
said the synagogue on Berlin's
Orienburger Street, which was set
on fire by the Nazis during the
Kristallnacht anti-Jewish rampage
of 1938, is to be rebuilt on the basis
of the existingstructure. The recon
struction project is to be in line
with the original building.
The press department of the Min
istry of Foreign Affairs reported
the reopening last month of the
Adas Yisroel Cemetery in Berlin.
