ton Patriot gives the following account
of what was pronounced to be the
“ grand national demonstratiou ’ at
Washington:
Ever since the Philadelphia conven
tion the loyal friends of the President
in this city have been preparing for a
grand ratification meeting, which, we
are told, was to surpass all former
demonstrations, and to l>o the signal
lor similar displays tin mghout the
country. They had us a f .nidation
five or six thousand o!fi •e-ho!ders, of
all degrees, and an equal number of
contractors and laborers in the employ
of the Board of Public Works, to say
nothing of the thousand or more em
ploye* attached to the District govern
ment. In order to make the arrange
ments more complete, and to augment
the effect, this meeting was postponed
from the time originally fixed, and
came ofl last night. Large expendi
tures were made for illumination,
music, decorations, fire-works, and all
the accessores likely to attract the
idle, curious, and indifferent.
The meeting was called to order an
hour after the appointed time, and al
though salvos of cannon had summon
ed the faithful, the expected thousands
failed to put in an appearance. As a
ratififcatkn it was a complete failure in
every scuse. Of the long catalogue of
speakers, fcseuator Nye was the only
“ bright particular star” who condc-
sccmlcd-to shine ou the motley crowd
of black spirits and white. From first
to last there was not a sparkle of en
thusiasm or generous greeting. The
whole affair was stiff, cold, and funer
al throughout. There was no heart
in it.
I start attrition of mind with mind that
will not fail to produce enlarged views
; and a more liberal and progressive
spirit, and it is confidently expected
that time and experience will demon
strate its value in many ways not
dreamed of at this time.
The grain ntid produce trade in our
city is not, I believe, on so large a
scale in proportion ns that in cotton, f L '\.7

but it is growing, and has connected
with it here some of our most enlight
ened and public-spirited merchants, I
who will doubtless sec to it that due
advantage is taken of all the facilities
Offered by our Exchange for promot
ing and increasing it in its various
forms. The future feature has been
introduced in That trade also, and it is
thought that that kind of business can
be accommodated by our Exchange in
grain and produce, as well as in cot
ton. All the advantages of a local
nature enumerated in cotton apply
with equal force t > grain anil produce.
The Exchange will be the place for
buyers and sellers to meet, and many
transactions will be consummated
through its agency which would never
take place without it.
The stock and bond department of
our Exchange promises to make our
city pre-eminent as a market for the
iu such matters.
We have succeeded iu organizing
this institution, (I will not say wc did
not encounter some difficulties in do
ing so) but under circumstances which
to-Jay give promise of brilliant suc
cess. I believe it will become per
manent, It has those features which
will insure a constant and lively inte
rest ; it has the attractions, t!>e fasci
nations of trade; it has the cohesive
principle of combined interests, and it
giving and life-preserving
elements that will probably make it
the survivor as any of its founders.
Before I take my seat I must thank
you for tile valuable assistauce you
have given me in our Vice President.
He has co-operated with me most
heartily in the performance of the
duties devolving on the Executive.—
He has worked earnestly and faith
fully in the interest of the Association
without which I hardly think could
luive gotten through so well. I again
return you my sincere thanks for the
honor you have conferred.

ta Exchange, Mr. W. F. Herring,
President, delivered the following prac
tical address. As it embodies much
inforni.ation of interest to planters and
•capitalists throughout the South, wc

After some personal explanations

Having said this much on a matter
chiefly personal. I now jiass to the
consideration of .-objects in connection
with this institution, which I am sure,
iu the hands of one thoroughly compe
tent, could be made of deep interest to
every member of this Association, to
every well-wisher of Augusta, and to
thousands in all parts of the South, as
it is hoped wc will he able to show that
we can afford greater facilities for the
transaction of some kinds of business

to be the largest market for them in
the Southern States, except, perhaps,
New Orleans.
Many were surprised at the announce
ment made in one of our news
papers a few days ago, that there
were more than double the amount of
securities held in Augusta as in the
large city of Savannah—the figures
given in that article were taken from the
tax returns. These facts give us some
idea of the vast proportions which we
may expect this interest to as; ume un
der the fostering care of our Exchange,
as it will afford facilities for transac
tions in Southern securities to be found
nowhere else. True, some of them
are put on the New York bonds, but
to the majority of buyers and sellers

and thus add to the annual value of
your industries a hundred millions
more. Thus you may save freight,
storage, commissions, the profit of
manufacture, and build up lncal mar
kets to consume more of the edible
products of your agriculture.
Manufacture is allied to agriculture,
while commerce is an expensive non
productive go-between. There are
few interests of agriculture which do
not involve manufacture. In dairy
farming, milk is sold with no aid of
manufacture, except as it is “ extend
ed” by aid of the pomp, but cheese
and butter are the products of man
ufacture, which last year yielded the
value of two hundred and fortv-six
millions of dollars. Flax and hemp
can only reach the market through

their intrinsic value as we can and
will lie in Augusta, where they are
made the speciality. There arc
one or two informal bonds, I am told,
at other places ia the South where
stocks und bonds are bought and sold;
but, if I am correctly informed, at
none of them is there a regular call of
all the leading Southern securities,
such as has been proposed by this in
stitution.
The changes that have taken place
in the political institutions of our coun
try will of necessity add largely to this
class of business. It is well known to
you, gentlemen, that, prior to the abo
lition of slavery, a large proportion of
the accunidations of this country was
invested in negroes. They are no
longer to be bought, and these accumu
lations must henceforth seek other in-
vestimenis. My own opinion is that
they will go chiefly into Southern
stocks and bonds, for tho roasou that
our people will be better informed in
regard to their value, and because
they will probably pay as good an in
terest as any other investments they
can make.
While the demand for these
titles will grow on the one side, as our
country becomes more prosperous—the
securities themselves will multiply on
the other, for scareely an enterprise is
now started in our country that does

High farming is always and only found
in connection with manufacturing skill
in extending the raw products of
agrieultulture; and no purely agri
cultural nation can expert to at
tain wealth, a high state of civiliza
tion, or great political power, power
These are facts which should be care
fully pondered and promptly acted
upon.
Why is not the Sonth to-day the
great manufacturing section of the
country ? It is far better adapted to
such an industry than any other sec
tion. The answer may be found in a
paragraph from a former official state
ment emanating from the Depart
ment of Agriculture relating to this
section :
“ The path of progress has been
equally open to all; laws supposed to
favor a diversified industry have been
applicable to all States alike; the best
water power and cheapest coal are in
States that make no extensive use of
either; milder climates, and superior
facilities for cheap transportation have
furnished advantages that have not
been transmitted into net profits;
and yet such communities, daily in-
fleting irreparable injury upon them
selves, by neglecting the gifts of God
aud spurning the labor of man, are
wont to deem themselves injured by
the prosperity flowing from su]>crior
industry and a practical economy.
