Invidious Taxation.
Wo soe that the Lcg’mlaturo of Vir
ginia has before it the-old proposition
to tax bnohelors over the ago of thirty
year* $10 ouch, to bo applied to thoodu-
cation of |>oor chi.dren.
There are in this country three con
flicting principle* of taxation, and wo
arc at a loss to dctormilio which of them
sustains the* pro-positi»mto tax old bach
elors invidiously, Tlie first of, these is
the ad valorem principlo, by which
things arc taxed according to tliolr vahiu
Could tho meinW who introduced this
bill have meant that a tax on bachelors,
of $10 per head and a poll tax on mar
ried men of only $1 per head, would
be an ad valorem tax In noth casos? If
so, his hill is not very complimentary
to tho latter class. Then there is tho
principle of discriminating in favor of
home manufactures, and at first wo wero
disposed to think that this idea was
what the over-gallant Virginia member
was driving at. But it is a principle
that has never boon popular in Virginia
or any other Southern State—in fact,
Southerners are prone to denounce it us
unconstitutional. Moreover this Is a
branch of industry that has not boon
languishing at the South and is abun
dantly able to take care of itself, especi
ally during leap year. The third prin
ciple is that of taxing luxuries, to the
exemption of common necessaries. Is
bachelorism a state of luxury ? If so,
tho Virginia legislator has hit the nail
on tho bond, and his trail ought to bo
passocl. It should, however, no amend
ed, by engrossed ryder, so as to provide
tlmt all Indies over the ago twenty, who
]>crniit n leap year to pass by without
securing husbands, should also lie tax
ed to tho sin no extent. With this com
promise, we vote for tho bill.—Coinin'
An Episodo.
During tiro excitement occasioned by
taking a vole in the Hall or tho House
or Keprosentntivos yesterday morning,
as to which of the two sets of delegates
from Montgomery county, should he
permitted to participate in tho delibera
tions ( of tho State Convention, a rather
amusing episode occurred, Mr. Cooper
of Cherokee, who is a man of “infinite
jest," after several inetlectual efforts,
finally obtained tho tloor; (or n chair
rather,) and stated that n gentleman,
then within tho hall, had been uncere
moniously relieved of his pocket hook,
containing about $700, and if any one
present knew of its whereabouts, he
would confer a favor on the loser by
making the fart known. This remark
ereutudm>little merriment; and evon
tho venamhle chairman of the Conven
tion could not resist n momentary par
ticipation in tho casual diversion.—
