tatirunge on yesterday, November,
29th, to liis neighbor* and friends, in
which lie said:
A crisis was upon ns, which demand
ed tho exhibition of the highest atatoa-
mnnship of our loaders and the mo»t
considerato action and patriotism of all
our people.
(pieat ions of difference had long ex
isted between tho North and the South,
and the timo hud arrived when these
differences must Iks mot and settlod.—
Wo must tight no moro political or
sectional contests on slavery. Neither
tho safety or tho Union, nor our own
self-respect could allow .these wrang
ling* to continue.
Two dangers beset us at tho thresh-
hold: One danger was /«*> much haste,
and tho other danger was not haste
coough. ,
Wisely, but firmly, wo must look
these differences In the face, and liavo
them arranged in tlio Union, if we can
and out of the Union, if wo must. Tho
laws of nations, tho dictates of good
sense, and tho Georgia l’lntform, all
justified measures ol disruption as a
last mbsot; but all these justified tills
lust resort when pacific measures failed.
It was no timo to stickle about consis
tency as to a remedy. All agreed as to
tho necessity of nctlou—efloctive ac
tion. Mr. Hill would suggest a plan
for action to-day. If lio oould find a
bettor to-morrow, lie would adopt it.—
If still a better another day, he would
adopt that, hot tho wisest and best
men of our State counsel; tlien let the
wisest and best men of tho different
States counsel together. Let no man
wed himself to’a plan, but all determine
to adopt that plan which should bo
found, after full consultation, to bo tho
best. Something legitimate Mart be

Mr. Hill thought tho South could
consent to remain in tho Union on tho
following torniM
1. The Northern States must repeal
tholr Nullifying Acts.
2. Tho obligation of the Northern
States, to carry out tho provisions of
tho Constitution in relatlou to tho ren
dition of fugitive* from service, and fu
gitives Irom justioe, must bo rocognised
and enforced.
3. Tho nou-slaveholding States must
not by their laws, or their people, al
low tho people of the South to bo de
prived of their slave property, or dis
turbed in the ci\joyment of the snmo,
when visiting such non-slaveholdlng
States on business or pleasure, nor
when driven on their soil by accident
or stress of weather.
4. As far as relates to tho General
Government, tho non slaveholditig
States must admit that negroes are not
citixons, and shall not vote in Federal
elections, nor bo eligible to oflico un
der tho Federal Government. Nogroes
were not citixons under the United
States Constitution. States oould do as
they pleased on this subject, when
confined to thomsolves, It was not our
luiidncM; but who should vote and who
hold office in the Federal Government
was our business, and the rights of cit
izenship should not bo oxtended to
tlioso not citizens under tho Federal
Constitution.
ft. That Congress shall not interfere
with slavery in the District of Columbia
nor elsewhere in tlio Federal jurisdic
tion, in a manner inconsistent with the
rights, the honor and the safety and the
domestic tranquility of tho Southern
States; nor with the inter-Stato slav«
trade in uny manner.
G. That the Territories shall be ad
mitted to bo common property—open
to common settlement, and the inhabi
tant* shall lx> protected in the enjoy
ment of all their property of every kind
recognized us property in the States
from which they emigrate, until tho
State Government is in actual opera
tion, ami tlion without it^ury to rights
of property previously acquired. When
Stale Governments nre formed, they
may bo admitted into the Union with
or without slavery, as tholr Constitu
tions tnny dotetminc.
7. Tlio Goneral Government shall on-
force these, and all other provisions of
the Constitution; and adequate legisla
tion shall bo provided for tho enforce
ment and protection of all such Consti
tutional right! and duties.
Mr. llill argued, at length, to show
that these nositions covered every real
ground of difference between the
North and tho South; and that every
principle horo enunciated was in strict
uccoruanco with tho letter and the true
intent and meaning of tho Constitution
and tlio expositions of tho same by the
Supreme Court.
This war not on hour for party ar
rangements, nor for party conces
sions.
Wo must now settle tho question,
whether the Constitution is to be obey
ed or not, and this question must bo
settled as a condition precedent to the I
continuance of the Union.
Even tho luw of Nations fairly inter
preted, recognized et«*y right princi
ple here enunciated; and surely with
tlio additional guarantees of the Consti
tution—the swum bond of oonfederato
States—wo ought not to brook tlielr vi
olation.
Mr. Hill then agreed to show that ull
these ends could be secured in the Un
ion. The fault of our present dange
rous condition, and tlio shameless vio
lations of the law, by tlio Northern
States and people, was attributable, not
to defects in the Constitution, but to
the timidity and party serving policy
of those in power. The Army, tho Na
vy and the Militia, were at the com
mand of Mr. Buclmimn, to enforce
tho fugitive Slave. Law, and he had
never raised his fingor to that end!
Hu-Senators and Uepresentntiveshad
spent their time andexoitod their peo
ple in vain abstract party wrangling*
about slavery, and not a single effort
hod ever been made to perfect the Laws
necessary to carry out tho various pro
visions of the Constitution, nor to de-
mund tlio enforcement of such partial
laws us our statesmen in times past bad
provided. The whole government ma
chinery had been engaged in building
up and in pnlling down parties; and
tho Rights of the ]>ooplo and the peace
of tho country hod not only l>cen for
gotten, but wofully crushed by these
clashing contestant* Gocspoils*ndplow..
Organized bands of marauder* were
committing rapine and murder in the
Territories. In the days of Jefferson,
they would have been nung In Unity
daw. States, Governors and mobs
wero amusing tliomielves In commit
ting peijuries against the Constitution,
and deft ing the lavra and the Unltod
States Marshal, who, In the days of
Jackson would hovo trembled at tho
thought of such things 1
Let us nil go to work to perfect and
enforce the Laws, with half tho zeal wo
have hitherto exhibited in building up
partioa, and every enuso of grievance
will spoedily dlrappcar.
Lot us consult nil tlio States that will
consult; let us prescribe the terms of
our continuance in tlio Union; let those
terms bo Constitutional and right, find
if they are not granted to our en
tire satisfaction, the Government will
have proven a failure, and It will be our
(/iffy to providn a better; and let us not
stop until this In done 1 Lot ua not l>o-
quentli tlioso wrangling* to another
generation.
If we must go out, let us arrange to
take all our Southern family, if we can.
When this point 1* reached, the North
will rue the day of her madness, when
she set at defiance tho Constitution 1—■

the Laws on her own people, if the Fed
eral Government will call for levies for
that purpose 1
Nor will tlioro Ihi any necessity for
standing armies. Let the Northern
pcoplo and .States know, hy actual de
monstration, that the Laws shall boon-
foreod, and at the cost of those irho violateil
them, and they will nnvor afterwards vi
olate tlio Constitution. Criminals will
multiply whon crifue* go unpunished;
and crimes will go unpunished when
bubbling demagogues bid high fbr crim
inals to swell thu votes of a party to
enable them to get office, Horo Is the
key that unlocks to tho hideous
mystery of all our sloketilng divisions
ns a People and degradation as a No
tion.
But whatever bo the cause of our
troubles, let us moot the present crisis,
and forover perpetuate the Union, or
forever dlssolvo It. If wo restrain |iaa-
slon, and Act with due regard to the
rights ami feelings of all Intorcsted, wo
can presorvo this Union In peace, or we
n dissolve It in poaeo.

Any body, even fools, can destroy
governments, but wise mon nlone can
build them, and the wisest find it trou
blesome to do the work well.
It lias been suggested that tho Cotton
States secede and form a provincial gov
ernment, and then treat fora ro-union
on proper terms. There are reasons
in favor of this suggestion, and reasons
against It. 1 ant willing to any plan
that cun accomplish the end proposed.
All wise and considora*o men eon get
together.
Whatever plan we propose, debate or
adopt, let it be distinctly understood, that
we are determined to uso this crisis to
scttlo tills dangerous controversy: that
that settlement must embrace and se
cure every constitutional right, und tlmt
these rights will ha hod either In the
Union, or out nf it, and that wo shall
profor tho ’Tn” or '‘out’* according as
tho guarantees to the ond shall bo tho
more reliable. Ia*t us consult delibe
rately and wisely, and with an honest
vlow to permanent peace, on some such
basis.
Secession tuny 1st a remedy ultimately,
but it Is certainly not the only remodv,
nor does it mwm to bo tho best remedy
now. By all means, the States equally
affected ought to consult, and all will-
ling to abide tho 0 institution in good
faith ought to Im invited tojoiii.
In Mr. Hill's opinion, no amendments
to tho Constitution are needed; but
the separate State Sovereignties, acting
in joint Convention, can enter into guar
antees as binding on the Constitution,
oradd to tho Constitution If deemed ne
cessary.
