should not deter us from soaking to
obtain thia decision, for this will not
determine tho question, or if it have
any influence, it will bo agsinst the
larger, older cities, for the reason that

I do not think such an offer will influ
ence the dooisiou. Governments, such

suppose, would be Influenced in so im
portant a matter by any pecuniary con
sideration. The only material ques
tion fur us to discuss, is tho change of
jurisdiction. Should the Capital bo lo
catcd at this place, wo would bo trims-
furred from tho jurisdiction of Geor
gia to that of the Confederated States.
Are all willing to that change? This
question we should decide in our minds
before acting in tho premises.
Healthiness, an buudanee of good
pure water, accessibility nnd defensi-
bility are iii tu> opinion the main points
upon which this whole question will
turn. I might have embraced; con*ral
portion, but in a Government likely to
