owing this oflice from two to ten dollars

other way is to get us one or two new
subscribers who pay in advance. Tins
can easily be dono, because there is
now a great demand for lato news, and

upper Georgia for transmitting accounts
of late events.
This appeal is inode especially on ac
count of the expected absence of tho

seldom failed to meet Ids contracts,
and is it too much now to ask that men
should not take advantage of his ab
sence by neglecting to pay their dues
and cannot others oblige him by doing
such little favors as he would not urge
under other circumstances?
The necessary expenses of publishing
a newspaper wore never greater than at
present, unci » publisher is now com
pelled to pay cash for everything. The
expenses of this office are over fifty dol
lars a week, mid as advertising and jo"
work have almost entirely suspended,
this amount will havo to bo made up
from subscription.

Lincoln has ordered the arrest ol Dr.

FROM NEW YORK.
Richmond, May. 17.—Parties in Now
York are negotiating in Washington

gun-boats for tlio Government. Tho
Secretary of War states that Gen. Scott
does not want any cavalry; that ho
wants nothing but Infantry an 1 riflo*
men. This looks ns though the Com
mander-in-Chlef of the Federal forces
docs not intend to carry tho war into
the interior of tlio seceded States, as
otherwise largo bodies of cavalry would
doubtlessly bo enlisted. Tho Federal
troops have been withdrawn from
most of tlio Western forts, and havo
been turned over to the Kansas volun
teer*.
The Northern press is still greatly
alarmed lest hii attack should he
made on Washington, and declare
that the Capitol is not yet out of dan
ger.
The Loudon Herald intimates that
neither the blockade enforced by the
United State* Government, north
suing of letter* of marqin\nnd reprisal
by Jettcrson Davis, can he tolerated
England, because they must result
preventing the exportation of cotton.

Tho course, that Gov. Brown lias re
c-ently taken in ordering with a threat
all the voluutecr companies, who ten
der their sorvicos ’.to the Confederate
•States in accordance with law, to immedi
ately surrender their State arms and
equipments, seems to bo an exhibition of
arbitrary power ar.d spiteful arrogance.
If tho interests of Georgia were sepa
rate and distinct from those of tho
Confederate States,—or, if tho latter
had an abundance of arms, and the I
former was deficient iu this respect, 1
then the cose would be quite different 1
Gov. Brown now has 8,000 stand of |
arms—tho best that were in tho Arse
nal nt Augusta at tho time of its sur
render—which ho got in this way, viz:
After he had heard of the passage of
t ho Bill requiring all the public property
held in the States to bo turned over to
the Confederate Government, but bo
foro ho had received official information
of this fact, ho went and selected 8,000
of the best arms, and be still retains
them for tho service of Georgia. Now
it does seem to us under these circum
stances—with this number of arms
thus reserved—that our Gov. ought to
shotv sufficient interest in tho Confed
erate Government and friendly feeling,
to allow such companies as have suita
ble arms to carry’ them into the service,
which is, nt least, as much for the vin
dication of tho rights and interest* of
Georgia as of those of any othor State.
We havo common interests, common
hopes and common dangers with tho
other seceded States, and our eflort*
should bo lor the common cattso with
out factious stickeling for tho rights of
States. We do not question the Gov
ernor’s power in this matter, but we
decidedly oppose tho policy. Vic give
below the order, according to tlio terms
ofSvhlch tho officers of two companies
in this place are liable to be sued und

A Lesson for the Times.
There is a practical duty set forth in
the following paragraph which all
should lay at heart, and all practice
who can. Men well to do in the world
aro too prow* to underrate the impor-
tance of a small debt to tlio family of a
poor man. They are stranger* to’want
themselves, and, in many cases can not
seehownfuir dollats, and sometime
cents, cun make a material ditferene
with those less favored than themselves.
It would ho well if tlio rich would
gle more with tho poor nnd learn tlie»r
real condition. D-is in this wiiy alone
that they can become prepared for a
Christian distribution of the abundant
stores that have been vouchsafed to
them by a kind providence. Rut how
many avoid the poor, uml even llv from
aknowledgoof their wants, and that,
too, when they lavish thousands
tentutiou* charities, the gilded dome of
a church, a magnificent organ, or the
pagan wretches ten thousand miles
away 1
Rut to the lesson, from which we had
almost strayed:

the State forces, Gov. Rrown, inhibiting
tlio carrying of arms or accouterment*
of any kind purchased by the State, be
yond its limits, without hi* consent.
Whether the Governor dcrigu* to re
fuse hi* consent in all cases, or tiirloy
to require a proper respect should he
shown him by those companies which
leave tin* State under orders from the
Confederate Governmei t, does not np
pear. In the former event, the orders
is likely to produce no little confusion
tin* movements of our armies. The
Confederate State* havo existed but for
a day, and wo havo no thought that
they are prepared to furnish arm*, and
in tho time required, particularly under
anything like an emergency. They
must roly upon tho several Stato*
and though sotno contusion may exist
owing to tlio variuty of arm* in the ser
vice, it will bo fur less than that to bo
occasioned by the presence of troops in
time of battle without arm* or accou
terments at all.
Gov. Rrown may he technically right
in this order, hut ho has at least select
ed an iiufortiinatti timo for issuing it.
From the beginuig umisunderstanding
seems to have existed between him
and tlio Confederate authorities, to he
found with no other State, and it i*
high timo it had boon brought to a
close. It bus been a source of serious
confusion and embarrassment in all our
movements ter defence, und if allowed
to continue, will wholly demoralized
tho sorvico. Wo do not pretend to
judge between the Governor and tlio
War Department, hut this we do say:
the present is no timo to stand on mere
technicalities nnd puuctillio. They
have been already carried too far for
eflbetivoiiess of tiio service and the
credit ol the State, and, if necessary,
wo should not hesitate at sacrifices to
