the forces ol tlio North for six months

every day of her t>omtagu hna but serv

dently predicted tlmt the appearance
of a Southern army on tho loft bank of

uprising such as has rarely been seen
in tho history of jiopular revolutions.
When tho whole State was thus oil t he
tiptoe of hope and expectation, tile
depression which nows of a determin
ation on the part of our Government
not to cross the Potomac produces, is
of course overwhelming.
The statement is, that a portion or
the Cabinet im. opposed to any demon

the news must of course produce the
saddest dc*|»omlenny, not only among

doing service in the army.
Notwithstanding, however, the im

policy of the Government presents
itself, and tlio authenticity reluctantly
ascribed to it by those who aro so deeply
inteveste.vl in knowing its truth, wo arc
very much inclined to discredit it.
Thera is at leant tlio authority of one
Cabinet officer in contradiction of it *,
and we believe that tho ovents of the
next fortnight will totally overthrow it.
We do not hesitato, however, to ex
press the opinion that a belief in its
correctness would stir the popular feel

lms never been moved before. It
might indeed provu so strong us to
revolutionize the Government.
