We commend tlio following timely

TJio oloction for I’rosldent, members
of Congress, aro closo at hand. They
take place on tho first Wednesday in
next month. With regard to the Pres
idential election wo have nothing to
say, oxoopt that It is important for
every tnun who ha* a vote to give it.
Tho Yankees, with Lincoln nt their
head, have been contending all along
that the secession of tho Sou the ru
States U a more partisan movement on
a small scnlo, gotten up by discontent*
cd politicians, and that tho great body
of tho pooplo not do not synipu-
ihizo with it, but are at heart bitterly
opposed to it. This is or was one of
tho pretexts alleged for invading tlio
State of Virginia, it was contended that
a reign of toiror existed hero, and that
tho people voted under its influence.
It was confidently statod that if free
dom of choioo wore allowed, tho largo
minority would bo found opposed to
secession, nnd tho Federal army was
designed to set opinion at liberty, and
enable tho friends of tho Union to ex
press their prufeicneo without tho iuuv
or bodily harm* Kyen now the Yan
kee papers, In sketching their pro
grammes for a winter campaign in the
.South, rock on-la r#o1y upon tho sympa
thy of vast bodies whom they suppose
to bo attached to tho old system.
There never was a falser assumption, it
is true, but it lias not been without
its effect at tlio North, where men, if
they could bo convinced that tho
wholo Southern Country wus arrayed
in hour*. and soul against tho restora
tion of tho Union, would bo ant to soo
the folly of waging u long and expen
sive war lor so uniitiniiiublo an object.
It is proper that these mon—that
Europe— tlia»- the whole world—should
bo taught the true state of the case,
and they can only bu taught by tho
votersof the Fmiilium Status. Lot the
vote be thin, and tho pooplo careless
willing to sulfur the election to goby
default, and ilu-y will still havo ground
for maintaining their present position.
Lot tho turn .nit bo general, the move*
raeitt enthusiastie, tho Veto largo, and
no ground will t.o loll them to stand
upon. We thui-ul'oio hope that there
will bo no roinfssness in this respect.
Lot every limit who can get to tho polls
deposit his vote. Let none think that
Localise there is no opposition, there is
no danger, and therefore no occasion
for exertion. A largo vote, wo toll all
persons dUpes.-d to indulge any chi
merical notion to tho contrary, Is inoro
important how than it over was before.

At tho latest accounts from the Passes

two Federal vessels to ho seen, They
uro supposed to ho tho Richmond aud
the Vincennes. Tho Niagara went East
ward before tho attack of Haturday,
and tlio Water Witch has rinco boon

I’he Richmond and tho riaccmir* nro
afloat. Tlio other sloop-of-wnr is not to
be seen, nnd it is inferred tlmt sh© has
sunk. The damaged one is behoved to
havo been tlio Preble by inspection of
tlio reniainingsloop, which is n corvette.
The Preble was used ns a school ship for
tho Naval Acudotny, and had an extra
deck upon her. J iiis could not havo
boon distinguished during the action.
The lumber landed at the Hoad of
tho Passes by tho Federal* was not
burned. It is good oak, and whs evi
dently intended to tnouut gun carria
ges. It will bo a good prize to the
Confederctos.
If the Vincennes bo a loss, tho ow
ners of the MnnnflgnH will, wo believe,
lmvo done a nice thing for. themselves.
There aro two laws oi the Confeder
ate S tut os which grant bounties to such
achievements. By ono, tho owners of
privato armed vessels aro entitled to
roeoivo, in Confederate Lunds, from tlio
Treasury of the Confederate Statos,
utenly per cent, of tho valuo of any arm
ed public vessel of the United States
which they m.iy destroy, including
thoreiu the value of the armament, tho
valuation to bo made by a naval board
appointed by the President.
By another law a bounty of $20 is
paid from the public treasury “far
vaoh prisoner, on board of any armed
ship or vessel belonging to the United
States, at tlio commencement of an
ongagement, which should be burnt,
sunk or destroyed by any vessel, com
missioned as aforesaid, (ns privateer,)
which shall be of equal ot inforlor forco,
the same to bo divided as in other cases
of prizo money.”
Wo hope tho event and the construc
tion of the law will be such as to givo
to tho owners of tho vessel, which will
have destroyed tho Foderal armed ship,
both of theso guaranties. It will go for
to indemnify them ior the outlay they
