In regard to our particular Rogimont,
there is a good deal to toll. Wo are in
a state of disorganization. With tho

Tho truth of tho whole thing is, that
wo have an unsatisfactory loader.—
Lieut. Col. Cooper is not competent for
his position. Col. Gnrdnor, who is tho
idol of his men, is yet unablo to tako
command in conscquoneo of his being
till confined by his wound, nnd tho
command has dovolvcd upon Liottt.
Col. Coopor. Tho men linvo no coiili*
donee whatever in him. lie has no
hulitury ability naturally, tio military
-kill or oxporienco, no tnlont for inana-
.ing men. Nor is this dissatisfaction a

tion of a few, in a body signed a peti
tion diroctod to Coopor, requesting
him to resign, which lie, with a want
of prido that speaks volumes for his
character, rofused to do.
Ho the mutter now stands. Tlio Reg-
uuout uh a body, aro dissatisfied with
him. Thoy like him as a man, hut
not us commander. Thoy liko him
personallybut they havo no eonU-
• lunco in him as a leador. Oilicors and
mon entertain tills opinion, and i
think tlmt whero tho sontimont of i
body of men is so docidod and so utmn
• liious, their wishes deserve gratifica
tion. Tho command of n thousand
moil is no slight responsibility. Thoy
may bo thrown in positions where tlio
safety of tho whole mav dopoiul upon
lho cool skill and ready judgment of
tho Colonel, and whoro if ho falls, thoy
all may bo lost. If lie has not either of
these qualifications, nor tlio coniiduuco
of tho mon in his leadership, should
lio lioad them ? Ava they to bo sacrifi
ced to tho vanity of ono man, who
Unwilling to yield up a littlo ombla/.ing
on liis coat aud a potty litlo, tlmt lie
knows could never bo regained after
tho practical ovidonco ho has givon ol'
incapacity, and which ho clings to tlio
more tenaciously, yet unreasonably,
from a knowledge of that faot ? Can

do not confide in ?
Under any circumstancos, is tlio de
cided opinion of such a body of mon
as this to bo disregarded upon a point
so momentous to thorn ? if over thoro
was a coso whoro a change is nocessavy,

speak a word in Coopor’s favor. I
liopo every Georgian will interest him
self in tlio matter, and becomo clamor
ous _ against him for his removal.—

say this with regret, for personally, I
have no fooling against him; but L
think, nnd every rational man must
agree, tlmt no man should hold such
an important position a» his without
being qualified, nnd that a man’s fit
ness in tlio future must bo judged bv
his exhibitions of capacity in tlio jinst.
Tho matter is a vory delicate and
painful ono, but I feel that resorvo
any longer is nti injustice to the gallant
Georgians composing this Regnnont,
who left their homes to fight for their
country; who undor tlio lamented Bar
tow,'in no way tarnisliod tho good
name of our State, and certainly ad
ded lustre to it; still dcsiro to servo
their causo in tho best manner, and
Teel crippled while under tlio incubus
ora bad administration; and whoso
past services, at least, entitle them to
the privilege enjoyed by other Regi
ments, of having a man to head them
who can gain their conlklenco ami
respect, and onablo them to servo
without a diminution of reputation
and with good to their coutry.
