Dear Coubier: It has been raining
here for a week past almost incossunt
ly, until lne.t night, it is clear and cool
this morning, so much so that fire feels
comfortable. Tho health of - tho Regi
ment is-lmproving slowly. As yet the
yellow fever and small pox have not
mado their appearanco in tiio city, or
umong tho troops stationed near here.
1 understand that nil the piecautionary
stops havo been taken to prevent tho
introduction of any of those contagious
diseases in the city and camps, that
human genius and medical skill -could
suggest. Our chief surgeon, Major
Ciowor, - has vaccinated nearly ail the
men in this Regiment, and, in fact, lie
teaves no stone unturneij whereby lie
thinks it will add to the comfort and,
health of his charge. Soon after Dr.
Miller came to Savannah, and after he
beoamo acquainted with tho condition
of things bore in his department, lie
established a convalescent. camp at
Springfield, in Effingham oounty, thir
ty-six niiles above tho city, which is
said to ba ono of tho most healthy local
ities in the State, and as an evidence ot
Hint fact, all tho cases thjit havo been
sent there have done well, with but
very few exceptions. In addition to
that, lie has had quito a number of hos
pitals built at Whitusvilie, at.No. 3, on
the Control Rond, thirty miles above
tiio city, where ho lias somo sick sent,
to prevent tho hospitals in tho oily
from being too much crowded, and for
another reason—should any contagious
di&enso make its appearance in the city
he will have a place already provided
to movo all the sick to nt once
when they will ho cut of d mgor of the
disease.
At first it was looked upon with hut
little favor, but it is now generally con
ceded to bo a wise and judicious poli
cy. lie is the right man in tho right
place.
Tiio Federals are very quiet down
this way ; it is only occasionally we can
see or hour from thorn. I think most
cf them have gor.u to Maryland, and if
they find more employment there than
they can do, tiioy are lively to remain
there, and not 'trouble the coast any
more, for it is not rcasonabl-j to suppose
••lint they will attempt to take Charles
ton or Savunnuh, unless they bad men
enough to spuro to hold them, if sue-
Oesslul. Unless they can drive our
army buok they will need all their
available forces, to protect their own
seaport towns, at least suuii is tho opin

There is a great deal' of salt being
made on tiio coast, and selling at $10
per bushel. There is no Liverpool salt
in th>* city, except what is In the hands
of the Government, and hut a small
quantity of that-. Tho last lot of salt
sold bore at $00 nor sack.
We received two more recruits Tuos
day last—Joseph A. Burch and John
W. Smith. Tliore is room for a few
more, and ivo hope to receive them.
John M. Reynolds is suffering intensely
from the wounds inflicted by Fuller,
and 1 fear it will be some time before
lie recovers, if ever. Ho is still in the
camp hospital, not in a condition to
bo moved. Fuller’s ease lias been tried,
but the decision has not yet been made
public, but doubtless will be in a few
days. He is under arrest yet. Reuben
Dollar and Samuel Robinson are still at
Springfield j the former was not doing
so well at last accounts. If such is the
case ho will hardly recover. Isaac B.

Since I closed my letter yesterday,
Capt. Cameron returno 1 from the city,
and reports that a Yankee and his wife

gan, and carried on his businoss (a jew
elry establishment) as though he wns
one of us, until tho passage of the late
act, lie being between tho ages of 35
and 45, and knowing lie would be call
ed upon to shoulder his musket, he
telegraphed the Secretary of War. stat
ing that his sympathies wero with jjto
North, and dosivod to be sont through
our lines. His request was granted and
an order issued to that eifdct, and car
ried out yesterday. There lias boon

Chicago Times of the 23d contains a
dispatcli from Louisville tho 22d.
Bragg’s forpes, 60,000 strong, nro re
ported at Hodgensvllle, (Laruecounty,)
enroute for Bardstown, (Nelson county,)
which they would reach that evoning,
(Monday, 22d.) Mnyov Del pit, (of
Louisvilio) had ordered all business sus
pended. Gen. Nelson had ordered tho
women and children to prepare to leave.
Geri. Robinson had issued a proclama
tion ealling the citizens to arms under
Nelson. The latter hnd issued tin ad
dress to his troops exhorting them to
give a ready welcome to tho rebel hordes
now invading Kentucky.
Cincinnati dates to tho 22d report
that oily again in n blaze of excitement.
Bragg was doubtless within ten miles
of Louisville.
Buell had not reached Munsfords-
villp. His movements were severely
commented upon. Gen. Wright had
just returned from Louisville. Ho re
gards the Federal force thoro as suffi
cient to defend the city, rnd credits
the report that Bragg will make a dash
on Louisvilio.
The Secessionists aro confident that
Bragg will break through tlie Fedvial
column and take the city, vmi that ho
lias not Icbs '.linn 50,000 old troops.
He holds Muldrougli’s Hill, 25 miles
from Louisville, and can check Buell’s
route, and delay him four Unyc. Mean
time, Bragg expects to capture the city.

that on Thursday and Friday, tiio 18th

commenced fortifying with n view to
cover their retreat. Another authority
says 'that a considerable body of rebels
yet remain on the Maryland side, and
are busy entrenching.
Richmond, Sept. 28—Northern dales
to the 25th liave been received. Lin
coin has issued a proclamation declar
ing that all aiders and abetters of the
rebellion, and all persons discouraging
enlistments shall be subject to Martial
Law, and liable to be tried by Court
Martial, without benefit of tho writ of
Habeas. Corpus.
Lincoln was serenaded on Wednes
day night, nnd made a speech, declar
ing ;tlmt he had issued his emancipation
proclamation after full deliberation, nnd
under a solemn • sense of its licaVy re
sponsibility.
Dispatches from ' Louisvilio 'say that
tho city is now considered safe. Buell
arrived there, nnd seven‘brigades of his

man from Gen. Bragg’s army reported
that Bragg and Smith had formed a
junction, and were within twenty miles
of Louisville.
Gen. Marshall was at Rising Sun, on
the Ohio river, twenty miles below Cin
cinnati, and had stopped the navigation
of - the Ohio river.
Buell was on Green River.
. Tho fifty-third Kentucky regiment
had been mustered into tho Confeder
ate service.
Trie enemy’s forces at Louisvilio are
said to.be sixty thousand—now levies.
P. S.—Since writing the above I learn
that there aro a few sacks of Liverpool
suit in the city, atoms hundred dollars per
sack. A short time ago thoro was none
to bo found in tho city, but as it is now
selling at.?100 per saok, it is thought
Wallstroot has not soon in many a long
day.

Tho recent advance in gold nt New
York, the Herald Bays, was caused in
part, by tlie nniiouiiccmcnt of Mr. John
J. Cisco, Sub-Treasurer in Now York,
that tho Government would pay inter
est nt tho rate of 4 per cent per annum
on gold deposited in tho Treasury, pay
able in kind at anytime, on 10 day’s
notice.
