Comptroller's Department. —Tho Gov
ernor recommends a salary bo allowed
for a Clerk in this Department.
iSInto Troops.—These were transferred
to the Confederate scrvico in accord
ance with a resolution of tho General
Assembly.. The cost to the Statoof the
Georgia Army of nearly 8,000 men, in
cluding pay, clothing and all olhor ex
penses for nearly six months, was a lit
tle short of two millions of dollars.—
Tho Gbverment pays a high compli
ment to the General officers in com
mand, who voluntarily retired to pro-
vont cmbnrnssmcnt in the transfer, nnd
regrets that nointtention was paid to
tho request of the Slate authorities
that these officers should he invited to
enter the Confederate army.
State Armory and purchase of Arms.—
The Armory is now turning out an ex
cellent gun at tho rate of 125 per
month. Much the larger portion,
(about 4,300 ) of the guns imported
by the Stale have been seized (under
alleged mistake) by the Confederate
authorities, nnd tho Governor is unnblo
to rogain possession of them.
Change Bills.—About$30,000 in change
hills have boon issued by tho W. &. A.
It. It., the remainder of tho $200,000
will be issued ns soon ns tho bills can
l»o prepared, ltecommcnds that each
chartered Bank in tho .Stato bo requir
ed to issue threo per cent, on thoir cap
ital stocks—that tho issues of the Stato
Hoad bo extended to $300,000, that tho
State Treasury issue bills of fivo, three,
two nnd ono dollnos, based in Confede
rate Treasury noteB, to tho amount of
$300,000, and all illegal change bills be
suppressed alter a reasonable time by
heavy pecuniary penalties to bo paid to
tho informer.
Georgia Military Institute.—The Institu-
tien is highly prosperous—more cadets
offering limn can bo accommodated.—
Fifty thousand dollars recommended
for tho orcotion of necessary buildings.
Adjutant and Inspector General.—l|a., s n
high and deserved compliment to Adju
tant and Inspector General Wayne.
Small Tux.—ltecommcnds laws for a
general vaccination.
Salt.—Senator Lewis ns agent of tho
Stato, nt his own expense, contracted
with the proprietors of tlte Virginia
Salt works in Smythe nnd Washington
counties, for ns much saline water ns
would make 500 bushels of salt per day.
Ho also omployed Major M. S. Temple,
of Hast Tennessee, to make the salt.
The cost to tho Stale is $1.50 por bushel
of 50 lbs., a fifth of which is lost in
drippage nnd wastage. A company
fiom Troup county is also now making
nt tho Virginia Salt Works the samo
quantity, which, after supplying them
selves, they will sell to tho peoplo with
out speculation. Messrs. Graves and
Goldsmith are also devoting themselves
to tho procurement of salt from the
Louisiana mines, and t,he Governor has
mndo a contract with them for tho de
livery of tho salt at $7.50 per bushel of
fifty pounds. So soon as tho distribu
tion of salt among soldier’s families is
completed, tho remainder will bo sold
at cost prices, allowing ono bushel to
each citizen. _Tho Governor makes
somo just, but not over censorious re
marks upon the course of Virginia in
regard to her salt works.
Conclusion.—The Governor speaks of
tho necessity of unity and Harmony in
Legislative action, and says, ho is pro
pared to sacrifice every personal con-'
siderution to tlmt end.
Late News.
The Special Message.
This is a plea against, and violent de
nunciation of tho Conscription law, and
in substance calls upon tho Legislature
of Georgia to nullify it. Strange that
such n demand should bo mnde of said
old Georgia, whilo Carolina and Virgin
ia, tho great nursorics of tlioso State
Rights doctrines which are claimed to
be impugned by tho act, quietly sup
port nnd acquieaco in it. The docu
ment is further a highly inflammatory
popular appeal against tho act, ana
holds it to the people as violently and
unlawfully dragging them from thoir
families "in chains’’ to the camp, anil
thus opposed to a Stato system which
would leavo the matter of going to thoir
own individual opinion.
Bridge Guards and home protection.—De
tails measures luken for the security of
the bridges upon tho W & A It. K and
recommends two regiments bo rrised
for the same purpose.
Distillation,—Explains and defends
tho course of tho Governor in suppress
ing the distillation of whiskey—de
nounces speculation by Government
agents in whisky contracts, and re
commends that the Government be
authorized to locale distilleries at such
points as it may select, to manufacture
Georgia’s part of whalevor is ncoded
for. medical uses.
Salaries of Public Officers.—Recom
mends tkat the salaries, including judg
es and members of tho Legislature bo
raised fifty percent.
Families of our Soldiers in Service.—Re
commends that the family of each sol
dier in service for the war whose tax
able properly was less thau one thous
and dollars, and enoh widow of a de
ceased Boldier, or widow who has a son
or sons in service, or who has lost a son
in service, bo paid a bounty of ono hun
dred dollars. That tho whole nett pro
ceeds of tho State Railroad bo devoted
to this object, and the freight rates be
increased twenty-live por cent. Also
that each speculator be taxed one-
third of his gains to make up 'the re
mainder of tho fund.
Cit attaxooiia, Nov. 13.—Gon. Forrest
had a Skirmish with tho Abolitionists
on the Franklin turnpikp on Sunday,
killing twenty and wounding fifty; on
tho 0th tho enemy being largely
reinforced. Forrest drew oil - by a by
road to Lavergni*.
ticn. Kirby Smith is quite indisposed
in this city.
Rai.eiuii. Nov.,13.—Tho Yankoe force
which lately threatened the lino of the
Wilmington and Weldon rnilyoud con
sisted of tho following regiments of in
fantry : 5th 23d, 24th, 25th, 27th and
44th Massachusetts, 5th and 10th Con
necticut, 5th New Jersey, 5lh Rhode
Island, and Hawkins’ Zouaves, with
three other regimonts not known.—
They had thirty pieces of artillery and
five companies of cavalry ; nil under
Major General Foster. They were from
Newborn, Fort Macon, Roanoke Is
land nnd Washington, and are bolioved
to have returned to their old posts, as
they .fell back towards Plymouth, de
stroying nil tho bridges.
Knoxville, Nov. 12.—Tho reports
from Gen. Lee’s army, says the Lycli-
burg Reguplican of tho lltli lust, arc
contradictory.
Burnsido’s corns aro represented as
having re-crosscd the Rappahannock,
being shelled for soveral hoars on Sun-
lay evening.
Ilcnvy cannonading was heard on
Monday evening in tho direotion of tho
river.
It is tho impression that a general
engagement is prevailing, or must soon
(Vein tho close proximity of tho two
armies.
A heavy column of Abolitionists are
approaching Nashville, vin the Gallatin
and Lebanon roads. It is thought our
forces will not niako tho assault—they
are remaining on tho defensivo. The
weather is cold and snowy. -

Recommends the exemption from poll
tax of all soldiers whilo in service; also
of tax upon ono thousand dollars’
worth of property.
Clothing ftr Georgia Troops.—If salts
factory arrangements cannot be made
with the proprietors, recommends tho
seizure of all tho Factories and Tanne
ries in the State, until a good pair of
shoes and a good suit of clothos are fur
nished to every Georgia soldier. Tho
price for leather, shoes and cloth to bo
fixed by the Legislature for that object.
Cotton Planting.—Ueccommonds a tax
of one hundred dellarB upon each quan
tity of seed cotton raised the ensuing
year, sufficient to make one bag.
. Western arid Atlantic Railroad.—Tho
Road'is out of debt—has paid into tho
Treasury $440,000 during the past year
—$1,948,009 during Governor Brown's
administration, besides liquidating debts
to the amount of $302,081,07. It is in
as good order as ever, but the motive
power and rolling stock is not kept up
as well as usual, on account of the im-

foots mentioned, which would seem to
shew that no pause in the utter
ance of Treasury notes is contemplated
by that officer. A gentlemen tcHs me
that a contract is pending between tho
Government und tho Richmond Paper
Mill for a hundred and fifty thousand
dollars’ worth of bank noto pnpor, on
which to print now fives, tens, fifties,
and one hundreds; nnd I am informod
that fifty now female clerks, in addition
to ono hundred already omployed by
the Treasury Department, are about to
be appointed, to number, sign, register,
divide, nnd clip the small notes, (the
ones and twos,I of which myriads al
most nro already in circulation.
It may not bo generally known, but
it is a fact tlmt will bo interesting to
somo readers, tlmt the $1, and $ 2 hills
of the Confederate States- those wluch
aro embollished with badly engraved
likenesses of Secretary Benjamin, and
Mrs. Governor Piekons, of South Caro
lina—are all signed by young ladios, of
whom many nro beautiful and acoom
plishcd girls, ornnments of tho society
ef the Capital. Each clerk is required
to sign two thousand notes a day. The
salary of tlieso gentle employees is
$800 per annum ; but will soon bo rois
ed filly percent. Mr. Mcnnninger, in
making appointments in tho tenmlo
bureau, has been very properly guided,
other things being equal, such as fit
ness an l responsibility, by tho lined
and circumstances of tho applicants,
recognizing in the young widows or
tho orphaned children of soldiers killed
upon tho battle-field a peculiar claim
upon his attention.
Richmond, Nov. 13.—Northern dates
of the llth Imvo been received at Fred-
oricksbug. McClellan is said to bo re
moved, and Burnsides in command of
the army of tho Potomac. The reasons
assigned for this is. that McClellan re
fused to and tho Harper’s Ferry Com
mission having censured him in their
official report.

—The secrcsy which lias veiled the
movements of our army during the
past fow days, is now to a great extent
removed. With tho arrival of the
Central Train laat ovening, earns the
intelligence that the advanced portion
of the army in llio Valley had been
shifted, tliat tho points to which atten
tion must bo directed were the Shenan
doah Valley, where Gen. Jackson is
said to be operating against a portion
of tho enemy, and to Culpepper, where
Gen. Lee stands opposed to a larger
forco than has yot boon inurshalleuin
his front.
On yeslerday rapid and heavy can
nonading was heard from Gordonsville,
in the direction of Culpepper, contin
uing from sutiriso until 12 o'clock.
Whether a battlo of any considerable
extent was being fought or not, our in
formant were unable to judge. Many
exaggerated statements were made as
to the firing being of a mote violent
clmrueler timn in any of the engage
ments around- Richmond.

the commencement of its fall here, tho
water has gono down fully five feot.

Jones oithcr became or pretended to
bo alarmed on account of not being
able to purchaso clothing, powder,
