The Impressment Hill.
Congress, after long and .painful la
bor, has at last brsught forth an ‘*im-
pressment act,' 1 which is certainly bettor,
in as much ns circumstances will occa
sionally arise, under which impress
ments will have to be niude, titan to
have no law on the subject nt all, or
ns lias heretofore been tho case, to
leave it to tho arbitrary discretion of
irresponsible agents. But wo seriouly
tpiestion whether it would not be still
better, in all cases where the scizuro of
private property may become necessary,
that the government pny to tho owner
tho customary market value of sucit
property.
Surely tho government can afford to
givo as much for flour and meat as pri
vate individuals. Let the government
enter the market as a fair competition,
and on terms of equality .with privato
parties, giving in all instances 'a fail-
market value for sucit articles ns tho
publ-e necessities require, and, in our
opinion, speculators will soon bo driv
en from tho field, and tho govermnont
will bo surprised to sco thousands of
articles, finding their way to market,
which nro now withhold or ‘‘hid out,”
because of a fear upon tho part of tho
producers and liolders that, if exposed
to sale,. seizures would bo nude by-
agents at prices for less titan could be
obtainod from private parlies. Few are
so patriotic as to prefer the government
as a'purchaser for bacon at 35 cents,
when citizens are willing to givo 90, or
flour at lOcts when citizens are anxious
to get it at 20 cts. per pound.
While this difference exists in prices,
vast quantities of supplies, for which
the army and tho peoole are suffering,
will lie secreted mid withheld from
market, but let the government stop
tlie fixing of arbitrary prices," And by
Itcr agents, enter tho market as any
oilier needy individual, and sucit a
rush of articlei’of fued to market, and
such a decline in the prices of provis
ions as would bo witnessed, would as
tonish the whole country. Except in
tlie case of the multiplication of the
“loaves and t)ie fisltos,” wo can con
ceive nothing that would equal it.
Besides tho arbitrary fixing of prices
is, in our. opinion,' unconstitutional in
spirit, unjust and oppressive in its
operations, discouraging to honest labor
and subversive of individual rights, ft
i< therefore wrong—wrong, ah initio ad
jincm. It makes tho man who happens
to own supplies, boar tho principal
tax and burden of supporting tho war.
Say a man owns 100 lbs of bacon, for
which lie can obtain ninety dollars,
from private parties, but tlie govern
ment seizes it t nd pays him only thirty-
five dollars, now wliut is this but an
arbitrary, unjust and oppressive tax of
fifty-five dollars per hundred on moat
for the support of thu unity.
There is one case, howover in which
impressments should be made with vig
or, unininglcd with mercy, und that is
where supplies have been bought by
