the defenders of our country, I am

Truly, wo havo a noble'army in Virgin
ia ! Having sufl’ored in a fow months,
tho inexpressibly trying exposures, sac
rifices and dangefsof 1,200 miles march,
ing, as Well as of much fighting, it
even yet manifests an eager and patriot,
ie desire to meot the enemy.
As an evidence, a soldier was so
severely wounded at the battle of Get
tysburg, as to necesitatc tho amputation
of his arm ; and yet, upon tho retreat,
he entered tho fight at ‘Williamsport,
and bravely illustrated his native coun
try. What_a contrast with those who
havo shirked their duty! Who have
drawn the very life blood of their coun
try, by speculation and extortion 1
1 find the ranks of the immortal Sth
Georgia, ^'very much weakened. It
numbers about threo hundred, but-pos’
sesses an amount of vitality which
makes it indomitable, as it also com
mands tho grateful admiration of all.
How this should put to blush those dis
couraged grumblers, who aro -always
fearing an unsuccessful issue.
It pains mo to see so many of our
soldiers shoeless and socklcss. The
home friends should not relax their ef
forts to assist the government, and re
lieve these^bravo boys. Can you • not
rally the people to send on another car
or suitable things? A most most hap
pily limed little gift came in on yester
day—soma, 24 or 25 pair3 of socks : and
in each, were two Tittle messengers of
Move, (tracts.) What a touching exlii

this part of the army, I have reason to

enemy opened on Sumter with 300-
pounder d’arrot guns, and three Moni
tors, opened on tho ssa face of Sumter,
inflicting no damage, Fort" Moultrio
opened on them and they retired. The
Ironsides kept up a liqavy fire on Wag
ner until 10 A. M. Tut land batteries
on both sides kept up a heavy firo un
til sundown.
On Saturday 004 shots were fired at
Sumter, 6f Which 410 struck the inside
and outside. Tho West wall is
much coaled and battered and the para*
pet undermined. In the Northwest
wall, tho arohes of tho tbrraplaih have
billon in, and tho guns dismounted.
On Sunday morning the land batler-
es opened from Sofith to North, and
the monitors from East to West, com>
ing close up. Tho firo was Very damag
ing. Tho walls aro craokcd and breach
ed and shots sweep through tho fort.
The Fort is iu ruin. Col. Rhett lias
been ordered to hold this post even as
a forlorn hope, until rolicvcd or the
fort is taken.
On tho 24th, tho cnolny shelled tho
ily from midnight until u quarter past
one this morning,"throwing nine shells
Into the olty, several striking houses,
but with no serious injury. There was
a mistake in the transmission of Gil
more’s reply, it should have been Sun-
Jay night, not Monday night, that the
shelling would take place. From the.
17th to the 22d four thousand eight
hundred and sovonty-two shells were
fired at Sumter. Thirty-seven hun
dred of them struck tho fort.
The firo on Sumter has slackened
somewhat—the fleet not participating.

Intelligence from Charleston indi
cates the ult ifflate,- if list the immedi
ate fall of Fort' Sumter. The Atlanta
Appeal lias private advices that it will
have to be evacuated. Tho impression
that Fort Sumter is the key to the city,
and that tbo loss of the first necessitates
ho loss of the other, is fallacious.

Tho Appeal says: For somo time this
result has been anticipated by the in
flecting—at least since the enemy was
allowed bo carelessly to gain such-un
important position on Morris Island.
Wo cannot learn, however, that any
physical advantage will result to tho
foe from even tho fall of Sumter. Its
strength by no means is essential to the
protection of tho harbor and city. By
auxiliary defenses, which havo not yet
been dovoloped to tho enemy, tho old
defensos were rally rendered of hut
little importance, and In Charleston ns
much confidence continues to bo foil as
over.—The new works on James islandj
in which guns of the first class have
recontly been placed, aro expected to
more than supply tho place of anything

Yankees linvo not yet had a taste, nor

hear at any moment that Sumter has
been abandoned.

Tho Southern. Bans of Kentucky was
robbed on Thursday by 10 men claim
ing to belong to McCalls rebel cavalry.
They removed all the money from tbo
bank to the amount of $130,000.
The Union majority in Kentucky is
50,000, with nino counties to hear
from.
From Wilmington.—Tho frigate Min
nesota and & gunboats bombarded the
slioro abovo Fort Fisher, where the
stoamcr Hobo was aground for some
days ago under protection of two small
guns and 50 men. Tho onemy at*
templed to land but were repulsed
with ono killed. Being reinforoed,
they suecocded in destroying- tho goods
landed from tho steamer, sot her on
fire and left;—Our loss, ono killed and
threo wounded.
Information has. been received
Richmond of tho capture of the Yankee
gunboats Satellite and lloliance off the
mouth of. tlie Rappahannock on Sat
urday by a small party of marines
under the command of Col. J. Woold,
of tho President’s staff. The' gunboats
were lying near each other, and wore
captured after a slight resistance, by
tho Confederates, who approached iu
par boats. Several ol the crew . tvero
killed and wounded, amofig them Lt

State Tax for 1803>>>Scveiiteen Cents
on the Ono Hundred Hollars.
The Columbus Enquirer lenrns that
tho Governor and Comptroller General,
after examining and adding up tho re
turns of propovly on tho tax hooka
lately returned to the Comptroller
Generiil’s office, for 1803, have assessed
the State tax at 17 cents on' the one
hundred dollars, that per cent being
necessary to raise tho $1,542,400 au
thoi'izod to ho raised by tho last Legis
lature. This will make tile State or
general tax of Muscogee county, this
year, about $51.000—besides the
amount that will be collected on the
Income’ tax.
We also loam that tho returns of tax-
alle properly this year will be about 70
per cont, over that of last year, or
about $907,000,000 against $507,000,000
last year, This is the reason that tho
per cent is lowor this year than last,
notwithstanding the amount to be col
lected this year is over 50 per cent,
moro t-lian the nmount collected last
year.
As money is so abundant, and the
expenditures of tho Stato must neoes-
tarlly bo largo during tho war, it is a
pity tint tho Legislature did not give
the Governor and Comptroller Genornl
such discretions ns would have allowed
thorn to havo put tho tax at 20 cents on
tho one hundred dollars.

last of tlio Sumter. Not a bit of it.
She lay disabled at Gibraltar, was sold
to a Confederate sympathiser, hud her
name changed to the Gibraltar, came
to England, has been thoroughly over,
hauled and refitted, and now is off
again, loaded as I said, with material
of war. Mr. Adams did his utmost to
stop her, but; without avail. It was
declared that sho carried h©T immense
guns os froight, so sfio cleared for Nas
sau, and steamed off' in triumph.
Preparations to Attack Fort Sum
ter.—An Artillery officer writes to tho
Boston Traveler, from Morris Island,
July 29: “Our forco is working day
and night creeling batteries and moun
ting 10-inph mortars ami heavy guns.
We havo fivo 100-pound and 200-pound
Parrots to mount-. Ono 200-pound par
rot is already mounted, and yesterday
throe Bhots wero fired at Sumter to' get
the rango. One shot hit tho corner of
tho parapet, and made tho bricks fly.
Our pickets aro within four hundred
yards of Fort Wagner, but they have
to look out for the Rebel sharpshoot
er. The water in tho island is so bad
that whisky is served ^ut to the troops
three times a day.”

is, and hue keen for some time in operation.

General Bragg’s army. Largo quantities of
bacon, meal) Ac., have been constantly and
rogularly forwarded to our armies in Vir
ginia, while important supplies of bacon,
cattle ou the hoof, mcul, salt and whiskey
have been sent to tho troops In and around
Charleston.
Urgant calls arc now made on mo for wheat
and flour for our armies in Virginia. I am
unable to respond to thorn, through your re
fusal to soil your wheat to my District Com
missaries and their Sub*Commiesorles and
Agents, atthc prices fixed by the Impress
ment Commissioners, These prices are ad*
jUsled tinder (be authority of an Act of Con
gress, with a duo regard to tho currency oil
tbo' one lnind, and to the just claims of the
producers on the other, and thoy constitute
u limit beyond which I cannot step. For the
Government to follow up those changing and
capricious values, stimulated more and more

who bare seen all their property disappear

tho officers and agents of this Bureau. You
shall be met in a liberal and candid spirit,
and, and I shall he spared the pain of mak
ing impressments by the aid ol the military
arm. Those intrusivo visits would wound
our pride and bring disoredit upon the
lovcrnmont, for forco is rude and nggressive
and invitos resistance. If, hoWeter, those
oVertur&s are not met, I shall bo constrained
to resort to impressments.
I, and the District Commissioners under
me, nro ’held responsible for tho colleotion
of supplies, but*we cannot subsist armies
whon wo aro virtually excluded from our
own markets, and when, as now, much of
tho wheat grown is patsing stealthily .into
tho hands of speculators. For myself and
for tboBO officers, their sub-Commissaries and
agents, I here declare, publicly, that we
will not aceopt, nor bo answerable fer the
consequences almost suro to follow this nom
inal condition of affairs.
It is not probable that I shall again
make a similar appeal to you. Events are
hurrying on with rapid march, and Iho gol
den momenta in which your aid will prove
really efficacious, may be fast passing .away,
May you he able to look back upon the mem
ories of theso eventful times without that
regret which comes too late t
