Dean Couhier:. The Tax Bill finally
[lasted the House yesterday, after be
ing variously amended. As passed it
provides that tho Governor and Comp
troller may, if it is found necessary
with all the appropriations made by
the Legislature and to pay tho current
expenses of the State, levy a lax not
to exceed one per cent.*on all the tax
able property of the State. Two thou
sand dollars is exempt from the. family
of all soldiers now in State or Confed
erate service or who have been disabled
while in service; also same amount from
the widows and mothers of soldiers of
suoh as hove been killed, or disableds

Dear CouBiEn:—The buoyancy of
spirit which pervades the army is re
markable; despite the recent disaster
which befel our arms, the army .is (till
confident Jthat they can successfully
cepe with the enemy. The: desponden
cy which, temporarily dopresicd.us, has
passed away, and hdw that the causes
and extent of our defeat afe known
and understood,-its former cheerful
nets bos returned, and itsintegrity and
effioienoy as an opposing army remains
in met.
In the words of our late commander
in-chief, embodied in his farewell ad
dress, delivered,at this place on the
night of tbs 2d inst., "tbo'cause of our
defeat is inexplicable,’’ and thus ho re
ported in substance to the War Depart*
metat. Several reasons have been de
duced ih explanation of the affair
First, tho extreme length of lines,
which necessarily extended over six
miles, along the crest of Missionary
Ridge, thus weakening* -our effective
ness; and obliging ue„to confront the
'enemy with hut a single column with
out reserves. Second, the knowledge
of this disadvantage by our troops, who
were aware of the absence of the com
mandp of Louugstreet, Buckner, arid
Wheeler, and also of the fact that the
reinforcement8;of Sherman would eri
able the enemy to advance three and
four columns.deep against our single
attenuated lino,
Third, the mistake made in weaken
ing. our.oehtre to strengthen the right,
and also in not more effectively protec
ting our left, whioh was much exposed
when Lookout mountain was evacuated
on the night of the 24tb. Lastly, the
overwhelming numbers of the ehemy (
whioh enabled thorn hold any point
they succeeded in wresting from us.
Our main forces are at Tunnel Hill.
We learn that but 10,000 Federal troops
remain in Chattanooga, the main body
of the Yankee abfciy having gone, to
Fast Tennessee to relieve Buraslde and
open the railroad from Nashville to
KhbAViUe.
It is generally , belleyed, hero. .that
Longstreot is falling baok towards Bris
tol. Wheeler’s cavalry is.operating In
the direction of Cleveland.
No attack in this direction is antici
pated at present; RoinforcefflOrita are
