My attention hus been called to a card of
the above captiou, in the press dispatches,
signed “11. Morgan, W. K. Bell, C. 0. Cleg-
lioru committee,” aud I take this o,casion
to state that I was surprised to see this pub
lication, as it was unauthorized by ure.
The Treasurer’s report in tt’erence to
moneys drawn by Goy. Bullock, < u hy
pothecated bauds of the State, was icfercd
to Committee ou Finance, and by it to a sub-
Cuu.ujitte.il of three—named above—for in
vestigation. When the card alluded to wa
presented fur my approval and signature, I
pronounced it improper and premature, aud
after various umdifications aud . erasures a
majority of the committee agreed on the
card.
Ou reflection, uiy conviction of the im
propriety of sueh a card was so strong that
I called upon Gen. .Morgan and, after eon
saltation, we determined to suppress the
publication of it, and it was at once with
drawn front the press.
The other two members ot tire committee
haring furnished Governor Bullock with
a copy without my knowledge, and he be
ing ignorant of tlie action of Gcui.-i .1 Mor
gan and myself, telegraphed it to the coun
try. Besides the impropriety of such a
course by a sub committee, l considered it
open to the same objection complained of,
namely, premature publication. In refer
ence to the lay concluding sentence: : VVc
are induced to make this request of you
because of the hasty course of the Treasurer
iu making public certain communications."
It is due to J)r. Angier to state that when
he ascertained that Governor Bulled;’s
letter in reply tirliis report had been sent
to the city press fop ptthlication, he sent his
son to me with the request that he ho allow
ed to publish his rejoinder at the same time,
which I consented to without consultation
with General Morgan and l)r. Bell, for the
reason that the former was off on leave of
absence, and the latter was not in his seat
at the time.
Papers that lave published the card al
iuded to, are requested to publish this also.

Negro Eligibility.
