of the government being the creature and
instrumedt of the States, the States have
become to an indefinite extent the crea
tures and 'instruments of the General Gov
ernment. Every State is liable at any
moment- to be placed under milttary subjec
tion. The spirit ot liberty has become en
ervated—the General Government being
administered (in reference to ail races) very
much as an absolute despotism- In a word,
the Union has been reconstructed—it has
not been restored

position over Maryland and the District of
Columbia.

suppression, by military force, of extensive
organizations in the sonth to resist the. laws,
and keep alive rebel sentiment.

Taesday, in the case of Richard Roc, casu
al ejection, George F. Barnett, etc., plain
tiff in error, vs. John Doe, ex dem. John
M. M» Caldwell, error to the District
Court of the United States for the North
ern District of Georgia, Mr. Justice Swayne
delivered the opinion of the Court, affirm
ing the judgement ofthe said District Court
in this cause, with costs.
This gives the Romo Female College to
Mr. Caldwell. The counsel in the case were
Dougherty, Smith and Branham for Bar
nett, and,John D. Pope for Caldwell.

es.—Under the head of‘‘Aid to the Cot
ton Planters,” a Washington letter says :
‘The Committee of Ways and Means hare
agreed to add the following to the free
list—machinery manufactured expressly for
spinning cotton into yarn may be import
ed free of duty for twelve months from the
passage of th.'s act; provided that this ex
emption shall be limited to tie importance
for any one manufactory of no more ma
chinery than is necessary to operate 10,000
spindles.”

Madrid, April 13.—The trial of the Duke
of Monthenzier for thennrder of Prince Hen-
ric De Bourbon in a duel, in March last, was
concluded before the council of war last even
ing. The Doke’s prompt confession of the
deed, and his expression of regret therefor,
were accepted as extenuating circumstances.
The Duke was sentenced to one months ex
ile from the city of Madrid, and to pay six
thousand dollars indemnify to the family of
Prince Henrie.
