Committee on foreign relations took the test
vote upon San Domingo, with two members
absent, who were recently adrerso to the
measure, looking to annexation. The vote
stood upuu the motion directing Banks to re
port the Senate bill on Monday. Ayes Banks
Orth, Jlieklin, Sheldon of New York, Am
bler, Swayue, V. ood—absent Wilkinson and
Judd.
The committee consists of ten members, of
whom two are Democrats.
Notwithstanding a diverse vote, Banks, as
a matter of courtesy, will be allowed to re
port the Senate bill to the Ilonse on Monday
Indications are that the steamer Tennessee
fitting out to carry the Presidents's San Do
mingo Commissioner, will remain at anchor.
The Administration, however, is confident,
and expects the Commissioners’ return in
time for the uction of this session.
House considering Paraguay—no session of
the Senate.

Bismarks’ note, regarding German unity, de
clines a formal discussion at present, though
Minister Beust says a restoration of the Ger
man Empire would uot only he received with
satisfaction by the Austrian people, but per

Joseph.
Austria sincerely wishes to cultivate friend
ship with Germany.
A correspondent of London, irom Paris,
thinks further resistance will he brief—food
will fail before the end of the present month.

A writer in the North British Review defines
psychology to be: “tho science of men, con
sidered as a function of the material world.”

not be conscious that he knows a great deal

selves those portions of nature which art ca
pable of striking on our senses, but which
do not actually strike on our senses, because
they are absent from our immediate neigh
borhood and environment, so the object of
psychological science is to enable us to repre
sent to ourselves those feelings and desires,
that knowledge and thought, which elong to
other living beings than onrselves.
Radical Outrages.
We published yesterday some accout of
the rascality of the Florida Radicals, show
ing how they have reversed the decision of
the people and arrested the Slate authori
ty, that they might consumate their out
rage
Yet Gen. Grant is said to intend to call
down the power of Congress upon the
South on account of what he would no
doubt style rebel outrages. The only great
outrages we have have known iu the South
of an official nature were radical outrages
of a piece with this in Florida.
But as the Federal Executive sustained
the outrages of Holden in North Carolina,
we cannot suppose that he regards any vio
lation of law by the Radicals as improper
and inconsistent with the public peace
That is a view so incompatible with justice
and honor—so destructive of the peace and
dignity of the Union—that all who enter
tain it are bound to be reconstructed. The
country cannot exist save as a vulgar dcs
potism as loDg as such contempt for law
and Constitution is disp'aved in the Exec
utive head of the government at Washin;

hut it is hoped that this defeat w'll be rem
edied by thc erection of the system of wa
ter works, thc contract for which is already
made. The water-works are to be in sue.

community that I feel assured every citi

the purchasing of ground sufficient in the.
city for tho laying out of a public park.—
The carryiug out of this suggestion would
not only add much to the pleasure and
comfort of our citizens, but I deem the en
terprise-a. sanitary necessity.
There is one very important position to
be filled, that I wish to call your special at
tention to, and that is the selecting of some
good, practical man fur street overseer, or
street commissioner. By securing - the sor-
viett of such an officer, it vvouid -relieve
the street committee of mneb time and

the 3rd that Gen. Bantham’s troops from the
first army corpse, attacked the French early
in a. m. of that day, Tuesday, on the left
hank of the Seine and captured 3 cannon, 3
flagt and 300 Prisoners. Batham himself telj
egraplis from Stouin on the 4th and confirms
the above, and adds he has pursued thc ene

ing money arising from sales of public lauds

—reimbursing Texas for certain frontier ex
penses; relinquish the government title to
certain lands in the East Baton Rouge; de-

Resolution constructing a joint committee
of live Senators and 8 members, on the Ocean

Motion to take up the San Domingo hill
failed, receiving a two-third vote

en republicans to defeat the measure requir
ing a two-thirds vote.
Bill came up again. Amber moved an
amendment that nothing in thc resolution he
construed as committing Congress to the pol
icy of annexation of San Domingo.
Several Republicans cried, that is right.
Democrats fillihustred. It was finally agreed
to vote at 2 o’clock to morrow.
Adjourned.
It is understood that Amblers’ amend
ment will he defeated, as it would cause de
lay, and thc resolution will pass as it came
from the Senate.
Abbott contests the seat of Y’ance in thc
Senate, on the ground that the votes cast
by ineligible person, and that he (Abbott)re
ceived -a majority of thc logal votes.

.Mr. Greeley and tbe President.
Horace Greeley arrived here from New
York this morning, and during the day had
a long interview with the President. It is
said that thc President invited Mr. Greeley
to make this visit to complete the details of
a conference to which he was invited two
or three weeks ago, and to establish closer
relations between thc Tribune and the Ad
ministration
The fact that Mr. Greeley has not come
out openly for the San Domingo annexa
tion project, and denounced chose Senators
who attacked Mr. Sumner for opposing it,
has produced a feeling of uneasiness in tbe
Presidei t, which he has taLec this step to
relieve.
It is among the rumors that the Presi
dent has invited Greeley to be one of the
commissioners to visit San Lomingo.—

The proprietors have refusod to pay it. The
price now is 59 cents, and Printers who work
a full week, make from thirty dollars to filly
dollars per week at that price.

from Frankfort say: Municipal election to

Thc death of Mrs. Harriet Ann Kirby,
the wife of Hon. Francis A Kirby, though
long expected, was saddening lo this com
munity and makes a vacancy in the church
and iu society, which cannot be filled. She
was the daugther of Hon. Wesley Shrop
shire, and was born in Oglethcpe county,
June 16 1832 and died December 26 at
25 minutes after 8 o’clock a. M. 1870.—
She joined the Baptist church under the
ministry of that useful aud good man, \Y.
D. Lowdry ot Cave Spring in the year 1847
and aftei her marriage with Judge Kirby,
which occurred Sept., 21st. 1848, she re
moved her church relations from the Bap
tist church, to the Methodist church at
Summerville, and for nearly 22 years,
lived blamelessly a member of the same.—
She was thc mother of eight children, four
of whom, ‘two sons and tvo daughters,’
sleep around her in the grave yard, and
three sous aud one daughter are left. Pa
rents and children equally divided. The
mother and four in thc govl world, leaving
the father and the other four to follow af
ter them.
She enjoyed remarkable health until puV
moaary consumption settled upon her lungs.
She knew from the beginning her condi
tion and frequently said I shall die about
Christmas.
She possessed a most extraordinary mind
comprending much of the ordinary business
of life. She was a partner of her husband
in his profession, (thc law,) understand
ing his business, and frequently consulting
authorities for him. Knew where his ev
ery paper was, and ever article about the
house uutil within a few moments of her
death.
Her iove ot troth and plain straightfor
wardness was the subject of remark by all.
She had no hypocracy, no dissimulation,
would face wrong always ; and speak plainly
and candidly to the erring. She made no
show of charity, but the poor knew her,
and uot one ever went empty away. Re
spected and beloved by her children, she
was inflexible in thc management of theta.
On her death bed she wept over them
and exhorted them to useful and holy
