The City Council, some weeks since,
having passed a resolution instructing
me to examine and report the property
and names of owners who had en
croached on the streets, on investiga
ting the matter I became satisfied that
I could not proceed to carry out the
order without the assistance of a com
petent engineer, as it was a very impor
tant matter to the city and of vast
importance to many of our citizens.
I therefore felt it my duty to select an
experienced engineer, such that all
would concede the qualifications of.
I called on Col. LeHardy, to whom I
explained what was wanted. He
thought it highly proper, but said he
could not act.
Our city surveyor is and has been ah
sent from the city most of the year.
We have two or three young men who
have had some experience in engineer
ing; and while I had confidence in
their capacity, I apprehended many
interested would take exception to
them for want of experience.
I therefore beg leave to refer the
whole question hack to the Council for
their instruction.

Report oj the Water Works Committee.
As we are informed that coal can be
bought for less, if ordered before the
15tli of August, we would therefore
recommend that his Honor the Mayor
order six car loads, or more if he may
deem it best.

From the amount of water used in
the fountains, we recommend that they
operate in May, June, July, August and
September from 10 o’clock A. M. to 6 P.
M.; and at all other times used only
to supply their fish with water.

Board Commissioners Roads and Revenue.

To the Editor of tho Courier.
As there seems to he a conflict of
opinion between the District Road Com
missioners, their overseers and the citi
zens of the county, as to who is and
who is not subject to road duty, please
puidish th^following act from page 22,
Public Laws of 1871, which is the last
act on that subject, and of course the
only one by which they ure to be gov
erned.
While it does not recite but one sec
tion, the second repeals all others:
“ Section 1. Be it enacted by the Sen
ate and House of Representatives of
the State of Georgia, in General Assem
bly met, and it is hereby enacted by
the authority of some, that from and
after the passage of this act, section six
hundred and forty-nine of Code he so
altered as to read as follows: All male
inhabitants, white or block, in this
State, between the ages of sixteen and
fifty years, shall be subject to work on
the public roads, except licensed min
isters of the Gospel.
“Sec. 2. Be it further enacted, That
all laws and parts of laws militating
against the provisions of this act, he
and the same are hereby repealed.
“ Approved December 12,1871.”
The above is plain and explicit, and
cannot leave a doubt on the mind of
any one as to who is or who is not sub
ject to road duty.

New Postotfice at Round Mountain.
A postoffice has been established at
Round Mountain, Cherokee county,
Alabama, and George S. Sargent ap
pointed postmaster.
The friends and acquaintances of
Mr. and Mrs. H. D. Cothran are invited
to attend the funeral services of their
infant child, John Frederick, at the
Presbyterian church at half-past 8
o’clock thh morning.
Died.—On yesterday morning, at 6
o’clock, John Frederick, infant son of
Capt. H. D. Cothran, aged six months.

We are pleased to leam that the Rome
Iron Manufacturing Company will in
a few days he manufacturing railroad
iron. They have the contract for sup
plying the Memphis Branch Railroad.
The engine for that road will be here
in a few days; also the passenger
coaches and freight cars.
Round Mountain Iron Works.
The work of reconstruction is pro
gressing rapidly, with about 250 hands
now employed. They hope to get one
furnace in blast by the first of Novem
ber. Messrs. Noble, of this city, are
building the engine of two hundred
horse power. The work on the second
furnace has already commenced. Maj.
John T. Bums, Superintendent, is now
there, and should he addressed as above;
Maj. J. C. McDonald, Willis Bobo,
and C. P. Morton have gone to Athens
as delegates from our Fair Association
to attend the State Agricultural Society.
Our Association will be well and ably
represented- Gen. Black has gone as
one of the Executive Committee. Ham
ilton Yancey has also gone: he is a
life member of .the State society.

The session of this tribunal, Judge
W. B. Terhune, presiding, for last week
was highly gratifying in its results, and
compared with the expense and diffi
culty of the old system of trying such
cases before the Superior Court, it fully
demonstrated the utility and advantages
of its organization.
During the week a jury was employed _ . _
