Washington, March 1.—The follow ing is the full text of the President’s message vetoing the silver bill sent to Congress yesterday: “To the House of Representatives: After very careful consideration of House bill 1,093, entitled ‘an act to au thorize the coinage of a s-andard silver dollar and to restore its legal tender character,’ I feel coir palled to return it to the House of Representatives, in which it originated, with my objections to its passage. Holding the opinion, which I expressed in my annual mes sage, that neither the interests of the Government nor the people of the United States, would be promoted by disparaging silver as one of the two precious metals which furnished the coinage of the world, and that legisla tion which looks to maintaining the volume of intrinsic money to as full a measure of both metals as their rela tive commercial values will permit, would be neither nojust nor inexpe dient, it has been my earnest desite to concur with Congress in the adoption of such measures to increase the silver coinage .of the country as would neith er impair tbe obligations of contracts, either public or private, nor injurious ly affect tbe public credit. Judge Leonard, Republican member of Congress from Louisiana was requested to undertake tbe mission.
