EUROPEAN Intelligence of a late date
reached us by the last mails, sUeh articles
as we considered most interesting, we have
selected for this day’s paper—our selections
will be continued in a future Herald.
The following gentlemen are appointed di
rectors of the Branch Bank of the United
States, to be established in this city :

From Amelia Island.— Latest.
geni>emau who left Feruandiua on the
16tu lust, informs us, that the Florida Fat
riots hid beeii in a stale of great confusion
for some days before he left the Lslaud, and
it was not expected that matters would be
settled immediately. The French party, un
der Commodore Ay uy, with his ***** troops,
on one side ; and Governor sheriff Hue
baud, with all the Americans, and the
greatest part of the seamen, oil the other,
are at opeu war; and it was the general ex
pectation that blood would be shed before the
commotiou ended. Such was the instabili
ty of the government, that new Councils
were formed every two or three days : On
the 13th, an arrangement was entered into
which excluded the Military entirely from
po*|er; and there was no doubt that this
Counuil would he overturned soon by the
Military, who, in their turn, would exclude
the civiliaus of this rising empire from all
participation in the administration. For the
last three days the parlies were actually in
arms r,gainst each other ; and it is impossi
ble, even on the spot, to conjecture what a
week or a day may bring fn.th. Strong re
inforcements were hourly expected by both
sides ; and should Commodore Chimplain
go in, who was off St. Mary’s Bar, with
three or four sail of vessels, the American
party expected to carry the day ; if not,
Commodore Auay, with his veterans, will
probably keep ihe upper hand.

From Amelia.
We learn, that a disturbance of a very se
rious uature has taken place between commo
dore Aury and governor Hubbard—.the form
er wishing to place his troops over the
troops of Irwin, which would not tie allowed
—in consequence of this, Aury has drawn up
his troops and threatens to put his orders in
to effect by force of arms—Colonel Irwin, it
is said, will resist every tiling of the kind—lt
is feared blood will lie spilt before the matter
can be adjusted—Several prizes were off
Amelia bar—business in consequence of (he
difference between Aury and the governor
and Colonel Irwin was completely at a

Latest from Amelia.
We have seen a gentleman who left Ame
lia Island on the 20th inst. who informs us
that governor Hubbard died on Sunday
last, of a fever, after a few days’ illness ;
and that the greatest confusion reigned on
the island. It was not known when our in
formant left Amelia, who would succeed
Hubbard, or how matters would be arrang
ed. Two prizes and a privateer from the
coast of Africa went into Amelia on Satur
day last. Large quantities of prize goods
were to have been sold last week; but in
consequence of the disturbance between Aury
and Irwin, the sale was put off. [lbid.
The following proclamation of the Authori
ties of Amelia, will no doubt be deemed
important by the neighboring planters :
Proclamation.
It has been resolved by the Supreme Junta
or Council of State—
-Ist. That any person or persons who shall
be convicted of persuading any slave or
slaves to runaway from the United States,
or any other place whatsoever, shall, on con
viction of the same, forfeit and pay for the
first offenee one hundred doll ars and be im
prisoned for a term not exceeding thirty days;
and for the second offence forfeit and pay
three hundred dollars and be banished from
the country.
2d. Resolved that any fugitive slave or
slaves taken up shall be kept in jail until
claimed by his, her or their owners.
3d. Resolved that all slaves coming to this
city for employment, shall have a written
permit from their owners.

Gazette.
A Steam-Boat has been launched at Que
bec of 310 tons. Her engine is 28 horses
power.—Another Steam-Boat was on the
stocks nearly ready to be launched.
The brig Salus. Penn, belonging to Liv
erpool, took fire while Ijiug at the wharf at ■
Quebec, and burnt to the water’s edge, with
about hall'her cargo of salt anu coal.
The Steam-Boat Phoenix, upon Lake
Champlain. met with an accident which will
.detain her six or eight days—The force of
Jlie Steam opened a crack in the boiler
winch enlarged until the boiler was ealiaust

It is a singular fact, that the trial by jury,
i n civil actions, should nst have taken place
in Scotland until the last year, the first in
stance of the kind having occurred in Janua
ry, 1816, at Edinburgh—lt is two centuries
since the crowns of England and Scotland
were united in James the Ist. and one centu
ry sinee the complete political union of the
kingdoms under one legislative as well as ex
ecutive power—That so important a part of
the English system, as the trial by jury,
should not have found its way into Scotland
uutil this late period, is truly extraordiuary.
Ecclesiastical Promotion.
Monsieur de Talleyrand, after hav
ing rung all the changes in political music,
and acted the part of Prime Minister to all or
nearly all the different parties and factions ru
France, through every stage of their bloody
Revolution, from its early period, to its con
summation by the downfai of the Grand Usur
per and Tyrant, lias been appointed a Cardi
nal ! It would be very amusing to see a cat
alogue of his peculiar qualifications for this
high station in the Catholic Church—ls his
Holiness had demanded of him, when he was
presented as a candidate, a history of his reli
gious experiences, we think the narration, if
honestly and faithfully made, would have
been singular, and not a little entertaining
Oue Apostolic practise he seems to have
adopted, at least in his political career—he
became all things to all men , not perhaps so
much with the expectation of gaining some,
as the hope of gaining something —As it can
not, in the course of things, be a great while
before the chair of the Holy-Sea must be
come vacant, we presume this devout Minis
ter of Religion will direct his unassuming
views towards that elevated place—ln some
points of view, he has strong inducements to
this course, aside from the mere gratification
of his ambition —As Pope, we presume he
would he able to absolve eimple Mons. Peri
gord from his frailties iu this wicked world
—an affair of no small importance, we should

appointed Secretary : Whereupon George
M‘Duffie. Esq. was appointed (o draw up
resolutions expressive of the sense of the
meeting on the mournful occasion.
The following resolutions were accordingly
prepared :
1. Resolved, That we most deeply and
sincerely deplore the loss of our late friend
and brother, whose distinguished talents and
manly principles rendered him an ornament
to his profession and an honor to the state.
2. Resolved, That as a testimony of our
regret, we will wear crape on the left arm
until the close of the present circuit
