NOTES.
1. The Postmaster General reserves
the right to expedite the mails, and to al
ter the times of (heir arrival and depar
ture, al any time daring the continuance
ofllie contract, by giving an adequate
compensation, never exceeding a pro rata
allowance, for any extra expense which
such alteration may require.
2. Sev en minutes shall he allowed for
opening mid closing the mail at each of
fice, when no particular time s hull be
specified.
3. For every ten minutes delay in ar
riving al any point, idler tint lime pre
scribed in any contract, the contractor
shall forfeit live dollars. If the de
lay shall continue Ireyond the time for
the depart ure of any pending mail, the for

If it be made to appear that the delay
was occasioned hy unavoidable accident,

4. Persons who make proposals will
slate their prices by the year; payments
to he made quarterly, in the months of
May, August, November, and February,
one month after the expiration of each
quarter.
5. None but a free white person shall
he employed to Carry the mail.

10. The distances, as stated, arc be
lieved to be substantially correct; but if
imy misthkes have occurred in relation
to them, no increase of compensation
will be allowed on that account. The
contractor will imforin himself on that
point.
11. The Postmaster General reserves
the right of annulling any contract when
ever repented failures to arrive within the
contract time shall occur, or whenever
one failure shall happen amounting to the
loss ofatrip.
12. In every case wlierc the mail is
transported in stages, and the present
contractor shall be underbid, and the un
derbidder shall not have such stage pro
perty as may l»e necessary for the per
formance of the contract, he shall pur
chase from the present contractor, at a
reasonable valuation, whole, or any

ranged. Should they not agree as to tho

tion ol any bid under that of a | resent
contractor; and should the underbidder
hul to comply, his bid will be otiered to

should any person refuse to take acon

ter General; and the assignment of a con

! 15. If a contractor or his agent* shall
violate the Post Otfice law, or shall trans
mit commercial intelligence by express
more rapidly than the mail, his contract
shall he forfeited.
1<». The Postmaster Ornertd reserves
tho right of curtailing of discontinuing
' any route, when in his opinion, the pub
lic interest shall require it; and in such
cases the contract shall cease so far as
relates to the part curtailed, or to tho
w hole, if discontinued—on allow ance of
one* month's extra pay being made the
contractor.
17. All contracts for routes embraced
in this advertisement, shall commence on
the fust day of January next and con
tinue four years.
Decisions on bids will be made knemu
on the tilth day of October next.
