this unfortunate man, by a majority of four

On theto'h instant, afmr a long and te

year of his age, the Hon. Horatio Gates,
Lieutenant Geneva! in the fcrvicc* of ihe U.

in which service he signalized himfelfasa
faithful, brave, gallanr, aid diftinguifhcd

a genuine republican in America. He was
attached to the cause of America from a full
conviHion of its jufticr, and fought faith,
fully under its banners through every ft.tge
of the conflict. He left his native country
in the early part of his life, and served feve
rul compaigns in Germany, where he ac
quired the rudiments of military knowledge.
He came hither with Gen. Hiaddock, and
served in the Britirti army until the condi

to England, hut finally emigrated to Ame

On Ihe rupture bet ween this country and
Great-Britain he was called to take the

Bu-goync surrendered prisoners of war.

From the Aurora.
The fjbtequent account of the treaties
with, and subsidies to, the coalesced powers,
is from the True Ifritsn of February 12 :
“ The original treaty of concert between
the king and emperor of Ruffin was signed at
Pfferffiurgh on tho 11 th of April lalt year.
In this treaty thcobjvdsof rhekague art fia
ted with diftinilnefs and precision.—They
were the evacuation of Hanover and the
North of Germany—the ellablifhmentcf the
independence of Holland and Switzerland
th>> re.Htablifhrricnt of the king of Sardinia
—. lie security of the kingdom of Napk*
and the con pkte evacuation of Italy, inclu
ding »he island of Elba, by the French for
ces—and finally , the eftablifl'inent of such
an order of things in Europe at. n.ight effec
tually guarantee the fecu.iry and itidcpedeiKC
of the different and pref.-nt a fo.id
barrier ag di.il f lane uf.irpations. They fo
ie rani y disavowed all intention of controll
ing the public opinion in France, or in any
other countries where the combined armies .
might carry on th ir operation!, or of appro
printing to themfelvcs any jcoiiqucft riiat
might be made before the termination of the
XV ir, when a general congress was to be as.
femh'ed for the purpose of re* cftablifhing the
affairs of Run- pc on a fura ami permanent
baits. 'The o.her powers were robe invited
to join the leaguf, on the cor.Htjbiv tharc
u .fie parties wee to make a feperate
pc-cc v i’hcut the corfent of ail the powers
concerned in it. The emperor of Russia was
to fend, as soon as possible, two armies one of
60.000 men to the frontiers of Prussia and
another of 80,000 so the frontier! of Austria,
tofupport thele powers in case of their being
attacked by France, whomight fufpeft them
of neg'.dations unfriendly to her views.
And both his Imperial and Britanmcrnajeftv,
on the other hand, engaged ro make a com
mon caufc against every power, which either
by the employment of its force or too inti,
matt a union with France , might pretend
to raise obstacles to the develooeraent of the
meafnres which might be nccefu.y to obtain
the ohjeiU concerted up.*n.
It appeals, that before direct Ivgxi.ltions
were cmeied upon with Sweden and .nutria,
the acccffion of thefc two powers was i.egOr
ciutcd will) lo.d L. Gower by the Ri tfian
ministry ; and it is not till the 9ih u s Au.
gull thal iiuy direii communications are nude
upon the fubjefl bp the Auffrian to the BA.
tilh Ambalfador, from which time Auflria
became a party to the treaty,
Sweden may be conffderrd as having final
ly acceded to it on the 3d of Oftober j for
the conventions of the 31 <», of August, and
of the 3d of December of the foregoing year,
related merely to the defers ofStralfund.
Such were the objects of the members of
the league. It remains ro be Teen what were
the means on which they counted for the at
tainment* thefc.objetlls. In the original
treat) of concert it is ptopofed, that a force '
should be collected of 500,000 men, inde
pendent of the British troops. Towards
ratling '.his force, Great Britain was to pay
to the powers which might contribute the
different forces, in the form offubftdics, in
ratio of £t, 1 50,000 a year for every roo,.
000 men, which was about £1 2 10s. a year
for each man. The subsidy was to date,
wiih Russia, from the time her troops palled
the confines, and with Austria, from the ill
ofOiflo ier, and to be continued till the end
of the war, or till the troops returned home.
The subsidies wete to be paid monthly inllal
ments—but, 3 months subsidy was to be
paid iti advance to Rufiia, and 5 months fub
fdy in advance to Austria, as a premiere
m j'e en campagne, and 5 mom hs subsidy was
hkcwitc to be avdanced to Sweden. Had
the whole force, therefore, of 500,000 men
been rat fed, our annual fudttdics would have
amounted to .£6,253,000, a large sum cer
tainly ; out it we conuder the amount of the
force which it was to produce, it will be
found to be by lar the most econonreal mode
of carrying on the. war, that could hsvehecn
adopted. Government are at this moment
paying, we believe, £ll a man, a S bounty
money to recruits, so that had it been pof
ftble to have collated an equal force in this
countty, which it certainly is nor, rhe boun
ty money alone would have amounted to
£ t 0,500,000,,500,000, wu\ ut countingtheir pav,
fi’.bfiltancr, accoutrements, and the whHtf "
expence of their equipment. The economy
ot this arrangement will be further obvious
if it be compared with the army clti mates
laid before the houfc of Commons bv the fc.
ere:ary at warlait Friday, in which the ex.
pence of the nav ami fubfiftemeef \3+ +73
men is ellimated at £1,193,105 for three
1. on ms only, which make* their expencc
tor the year to am nmt to £+.472,420:
whcieas iht; t.me force on the continent when
railed by fuhfides, would only ha ve coff about *
£1700,000.
. Though 500.000 men was the force which
it was ptopofed to collcft, it appears by one
of the separate articles, that the treaty was
to be ailed upon as soon as they could brincj
400.000 mp into‘the field; of* hit h Au£
tru was to furnifh 250,000, Russia not lef.
than 115,000, and the remainder was to
be made up of Hanoverians, Neapolitans,
Sec, And for tfctfe mimSers re rasy sup
pose that there has been pa id to Austria five
months' fubfi3y, which would amemnt to
fiimewhat more than £ 130,000; and to
Rulfia there must hare been paid, we (hould
think, at least four months’ subsidy, which,
on her proportion of the force, would amount.
to about £ 360,000. Bcfides this, £ too,
000 has been paid to the king of Sweden
for the fortification of Slralfund ; and 12, 1
000 Swedifti troops are to remain in the pay
of this country till three months after the
peace. We (hould not fuppofc that the
whole sum already remitted cA amount to
two millions ftcrling, but it cannot fall
mueh (hort of it.
