proper accounting officers liquidate and ad
just with George Little the account of dam
ages, imereft and charges, in the case of
the brig Flying Fish, captured by him while
commander of the frigate Button, in the
fcrvice of the United States, during the
vear one thousand (even hundred and ninety
nine, and afterwards libelled in the dtftrift
court of the United States, for the district
of Maffiichufottsi in which case judgment
tv as ultimately rendered by the circuit court
in purfnauce of a decifnn of the supreme
cwurt of the United States; and that so
much as may be rcceffary for fatisfying the

Always a friend to peace, and believing it
to promote eminently the happiness & pros
perity of mankind, I am ever unwilling that
it fiionld be diflurbed until greater and more j
imperious intcrefts call for an appeal to force. I
Whenever that (hall take place, I feel a per- <
fe<R confidence that the energy and eoterprize
displayed by my fellow citizens in the pur
fu its of peace, will equally eminent in those
of war.

aticn in what manner, and to what extent,
the executive may be permitted to accept
the fcrvice of volunteers, fnoul J the public
peace be disturbed either from without or
within ; in whatever way they (hall give
that authority the Saratoga Rangers may be

prompted them to make;

FROM A LONDON PAPER.
A ginger-bread baker at Bunga, in Suf
folk, who was in the habit of attending all
the fairs in that neighbourhood, for the
purpofcof felling ginger-breab, nuts, and
amusing the people with music, which, he
played in order to attraft them to bis flail.
His poncy being aifefted with a cough, a
perfpn at Brundick in the fame county, ad
vffed him to give the animal a mixture of
vintgar and honey, which, in a (hort time
had the defircd effeft of reftorirg the don
key to health. The baker, rcafoning on
the rapid cure wrought on the animal, con
cluded that it might produce as fdutary
an tfTeft on the human body : he therefore
determined to give it a trial, under the
name of the Vegetable Ba/fam, and com.
meuced advertifmg it at a guinea per bottle,
as a fpecilic for consumption of the lungs,
&c. &c. and strange to relate, the efficacy
of this medicine (merely simple cxymeti)
was soon attested by people, fxom whole
elevated (ituation in life, one might fappife
would have known better. He soon gave
up ginger-bread baking and fiddling, for
the mort lucrative, but less honorable, pur
firit, of felling honey and vinegar at a guinea
a pint, by which lie amaiibJ a very con
fidcrable fortune, which loon raffed him to
the diftinguithtd honour of a DoPar of Ply
fie, although peiteftly ignorant of pharma
cy, anatomy and diseases,

I have been favoured with a letter from
the Honorable John Milledge, eriCflufing
the copy of a letter from General Steele
(one ot the Commilfionets appointed by the
legiflaturc of North-Carolina to afeertain
the boundary line between this and that
Hate) together with a copy ot the ait, re
feending a proviso in the law ol 1804,
which has heretofore occasioned the only
difficulty between the two Stales. I take
the liberty of requesting you to publilh
them for the information or the public.

AN ACT
To amend an aP, entitled an aP to amend
an aP sassed in the year 1804, entitled
an aP appointing commiffiouers to extend
the boundary line of tits Jiate, and the
State ofSouli-Carolina , passed at Raleigh
in the year 1803* .
WHEREAS by the above mentioned aft
power and authority is given to the Go
vemor, to enter into any coirpaft he erty
deem mofl ad viable for the inttreft of the
State, wiih the Legislative or Executive
powers of the States of Scuth-Garolina and
Georgia, relative to the extention and
establishment of the boundary line between
this date, and the (aid dates of South-Caro
lina aad Georgia, in which said aft there is
a proviso that nothing therein contained
fhould 4 affeft any pvt, or clause of the aft
pa fled in the year 1803.
And whereas, doubts are entertained
whether the provifionary clause in the aft
patted in the jear 1803 is not by the pro
viso in the aft of 1894 made to have relation
to the State of Georgia, as well as to the
State of South-Carolina.
And Whored* such prot ifionary clause
can answer no valuable puipcic, so far as
it refpefts the State of Georgia, and may
bean impediment to an amicableadjudment
and fettlciuent of boundaries between the
two dates.
Sec. 1. Be it therefore ev.aSed by the
general njjemkly of the State of houh Caro
lina, and is hereby euailed by the authority
of the fume, That the proviso in the act
patted in the year 1804, entitled an aft to
amend an aft entitled an aft appointing ectr
miffioners to extend the boundary line of
this date and the dare of Scuth-Cafolina,
yalLd at Raleigh in the year 1803, shall
not be conftiutd to extend or have any re
lation to the State of Georgia, any thing
therein consumed to the contrary not with
itanding.
