BE it enacted by the Senate and Huufe
of Sepre/enta fives of the Untied Slates

States, or the tenifuries thereof from any
: foreign kingdom* place, or country, any
negro, mulatto, or person of color, with in
tent to hold, fell, or dispose of such n*gro,
mulatto, or pehon of color, as a lJa\e, or
to be held to service or labor.
Sec. X, And hr it further enacted, fhet
no citizen or citizens of the United States,
or any other person, (hall, front ard alter the
firft day of January in the year of our Lord
one thousand eight hundred and eight, fcf

ing or intending that the fame shall be em
ploy ed in such trade or business, from and af
ter the firft day of Jan. one thousand eight
htrdred and tight, contrary to the true in
tent and meaning of this art, or any ways
aiding or abetting therein, (hall severally
forfeit and pay twenty thousand dollars, one
moiety thereof, to the use of the U. States,
and the other moiety to the ufc of any per,,
son cr persons who fhali fuefor and prosecute
the fame to effort.
Sec. 4., And be it further mailed. That
if any citizen or citizens of the United States*
or any person rcfldent in the jurifdirtion of
the fame, shall, from and after the firft day
of J nuary, one thousand eight hundred and
e gh * take on board, receive, or tranfpqrt
fioai any of the couils vt kingdoms of Afri
ca, or from any other fo.tigh kingdom,
pUce, or country, any negro, rmil-nm, or
petfon of colour, in any flop or veflel, for
the pitrpofr of foiling them in anv port or
place wiihin the jmifdirtion of the United
States as Haves, or to be held to service or
labor, or (hall be in any ways aiding hr 2-
betting therein such citizen er citizens or
person (hail severally forfeit and pay five
thousand dollars; one moiety thereof to the
use of any person or peifons who fnalj (ue
