started to the Northward ; and from their

to literature and general information—The
leading papers that have come under our

have an extetifive field to range on—the
Spirit of 76 has talents, and so has the
Star of Raleigh ; if they perform what they

10th Scftioh of the 3d Article of the Con.
flitution, this bill palled our branch of the

Should it pass the Senate by two thirds, it
then becomes a part of the Constitution of
this State, this being the fccond Legifia
turc—the bill you have seen published in
our papers and in the laws palled last ftffign.

other parts of the Constitution and God
knows where, or when we (hall stop—l
much fear we (hall in. a few years have no
Constitution but the will of the Legislature.
We have made some progress on the im
peachment of the comroiffionets of Frational
Surveys, they pleaded to the Jurifdiflion of
the Senate—and yesterday epon solemn at
gument, that body onanimoufty determined
that they had juiifdiflion, and the defen.
danfg were ordered to anfwerjh; articles by
to-morrow, when we lhall proceed on the
