These remarks are not only idle, but un
necessary ; and no one know s the futility
of their application to ourselves, belter
than the acting Editor of “ Wc, the Peo
ple.”
1, Turkey, even, every-man feels himself
at liberty to think as he phases; audit
would be a bard case indeed, it in such a
country as this, ano with such a calling as
belongs to us both, we were to be restricted
within limits so narrow and confined.—Be
sides, it comes with a very b»d grace from
him, iu particular ; —for we have beard it
w hispered about (and that too in this very
city,) that he has dealt out now and then*
something in the shape of an opinion,
himself.
Interesting displays both of feeling and
intellect on various subjects, but purlieu
la ly on a bill to alter and amend the sec
ond article of the Constitution, so as to
make the governor elected by the people,

seems to be subsiding. Each appears
to be looking forward only to the true in
terest of til estate—and the intermingling
of votes on i'll occasions, authorises us in
the promulgx lion of thc d 1 ghtful truth.

Speculation.
The Mi.gnct. jv-dcr. arrived here on
Monday from Liver pool, brought us some
of our miss'ng papers, which, though
: hey do not furnish uo with any new poli
tical fact, serve to throw light on the
shameful efforts of speculators to raise the
price of grain. It appears, (hat s>me r.f
the most eminent houses in London, priii
cipaly connected with the north of Eu
rope, had been extremely busy on the
stock exchange, selling out; in conse
quence of which it was immediately re
ported all over the metropolis, that the
ports would be opened in November, and
that the money obtained by tne sale of
stock was intended for the pntclmse of
foreign grain. This circumstance, com
bined with the rumors industrious y set
afloat, that the harvest had failed in Eng
land, had the momentary effect of occa
sioning a rise on bread s'offs. It was
soon,however, ascertain, d, that the failure
was imaginary, ami that the reports put in
circulation were intended to s. rve the
purpose of speculators. All accounts
from England and Scotland concur ir
representing the crops to have been un
commonly productive. When intelli j
gence of thc rise reached Amsterdam,
th great emporium of grain for the
contii ent of Europe, the merchants there
considered it wholly fictitious, being well
aware, from the previous accounts of the
state of the harvest, that there was no
chance of the ports being opened. The
harvests on the continent had turned out,
in an extraordinary degree, productive.

IMPROVIDENT speculation stands
on a different footing front extra
, vagance. It is imprudence, combined
with a love of gain. Wen incur great
hazards in order to obtain great profits.
: So far it differs not in any degree from
, gaming. Desire of gain is the source from
which national wealth is derived. Impru
dence, the means whereby it is destroyed.
Men who run in debt for the purpose of
trade, so far as they arc in debt, trade up
on borrowed capital. They risk the mo
. ney of others upon a chance, where if
. they gain, they have the whole profit;
, and if they lose, it is the creditor who
ftmst stand the loss. Men often befin
trade without any capital of their own, -
When money is loaned to them, it is gen
erally understood to be for the ordinary
purposes of trade. To engage then in’
hazardous speculations out of the ordinary
‘ course of trade, ia a breach of implied
w >d> the creditor. To place a man
in such a situation as that, with the money
. of others, he may make a large fortune i’s
liis speculation Succeeds, and will lose
nothing and incur no penalty if it falls—
is to offer a premium to dishonesty. It is
giving to the gambling trader every temp
tation and opportunity to gain everything
and lose nothing But the losses of indt-
I viduals are the loss of the whole commu
nity. A series of losses from imprudent
speculations would produce a serious de
i talcation in the national wealth. Pm
, dynce is a very homely virtue ; hut it is a
virtue on which is based all individual and
1 social happiness Without it them is no
, security. The more therefore the laws
tempt men to be imprudent, the more
1 they strike :it the happiness and security
• f society. Imprisonment for debt is a
penalty held out by the law for impni
a dence, and so far as it operates to prevent
it, is the source of unmixed good. It op ■
crates aiso on that cla sos men who most
’ need some preventive of this kind. Bold
and quick spirits whodresd nothing more
. than the disgrace of a jail. Ail these
cases are stiidiout ly avoided by the de
chiinie,a in discussing this subje t. It is
the case of an honest debtor becoming
’ insolvent by unavoidable misfortunes and
> placed in chains by a hard hearted cre
ditor, which is placed prominently iu view
’ Such a case may, and sometimes does hap.
pen, and when it does, it is untnixcdevil.
’ If a law could be so framed as to protect
such persons without affording a shield
1 whereby fraud, extravagance, and impru
dence miftht likewise shelter themselves.
I should be rejoiced to see such a law.—
1 This case does not often happen, and
when it does, the evil is very slight. The
chief evil of imprisonment for the short
1 term allowed by our law, is the disgrace
which public opinion attaches to it. Bui
public opiftipn attaches no disgrace to it
under those circumstances. Thw honest
debtor by whom no reproach is incurred,
i is received in society with as much re
: spec), and more guarded delicacy than he
i was before. The disgrace and odium is
affixed to the credi'o. who has used the
ia.v for tin- purpose of revenge. Another
evil would result from the unqualified
f abolition of imprisonment for debt. 'Hie
total loss of credit to a numerous clasi of
individuals in society. I mean all those
whose subsistence depended upon then
labor. Men who credit, depend some
what on the honesty of the debtor, and
much upon their legal remedy to enforce
payment. Abolish imprisonment for debt,
and with regard to all such men, the cre
ditor would have no legal remedy. The
natural consequence would be, hat no man
I would trust them. It is in vain to say
. j that such men would not run in debt.—-
, ! They must incur debts. The workman
i must be provided with Ids tools, and must
have, the means of subs stence for himself
i and bis family, while Ids wages are accru
ing. But he has no money, and no man
; will trust him because the legislature
have taken away the only means of en
, forcing payment. What must he do }—
■ Why, pack up & move away to some place
; wftere the humanity of the law has not de
prived him >f the means of auppoit, anil
leave the work to be pci formed by slaves.
I ; But it is not the policy of this Slate to
, discourage fi re labour. If tire free la
bour< r must incur debts while ids work ia
, performing if by the operation of the

not see how this consequence is to be
avoided. Humanity and henovolence are
very amiable virtues; but Justice, Integ
rity, and Prudence, are the pillars on
1 which the social compact rests. Let us
not pull away the foundadon to adorn the
