In the Senate, yesterday, Mr. Marcy, pro
scuted a memorial from sbmtry merchants and
others, of Boston, praying that (he present char- I
Her of the Bank of the United States may not he |
■venewed; and that an act of incorporate n may I
hit passed for a hank with a capital of fifteen mil
lions of dollars, reserving to the Government the
-p ivilege of subscribing for one-half of the stock,
and limiting the subscription to the remainder to
citizens ofthe U. States. The memorial was
read, referred to the select committee on the
IS ink ofthe U. Stales,and ordered to bo print
ed. Mr. Ewino offered a resolution declaring it
ns the souse of the Senate, that removals hy the
President from office, for any other purpose titan
that of securing a faithful execution ofthe laws,
was hostile to llie spirit ofthe Constitution, nev
er contemplated hy its framers j was a during
•extension of executive iidlneneo, prejudicial to
the public service, and dangerous to the liberties
ofthe pen, le; and that'it was inexpedient 'for
the Senate to advise and consent to appoint
ments to fill supposed vacancies occasioned hy
•the removal cf prior incumbents, unless the re.
movals shall appear to have been made on stilli
dent cause. This resolution comes up in course

ral colleges, at the coming presidential election,

of voting according to the new apportionment of
representation ; which was finally withdrawn by
tho mover. The several numbers of 47,000,
47,700, 5(1,0(10, 53,000, 51,000, and 40,000 were
successively proposed and rejected, and the
committee rose and reported the bill to the House
without amendment.
