The body lias not been disturbed since it left Mon

We perceive from an adverttitneiil in the Savannah
pipers, vviiich was received too late tb copy,—ihut our
friends below are not to he frightened off from their
original design of building 1 a road direct from this city
to Columbus. It has been bruited about, that this in
timation ofa junction between the Macon & WeHern
Kail Road Cos. and the citizens of Columbus, to build
the load from Bartlesville, would bluff cll'lhe people
of Savannah, and have the effect of forcing them to a
bandon the;r original project. But we are inclined to
believe from the signg of the limes, ihat the citizen*
Savannah are made of slerner stuff, than to yield to
any such demonstrations.
We shull take occasion to say a word by way of
comment next week, when we shall publish the call
upon the citizens of this part of the Slate to sub
scribe to the Block.

The proceedings of Congress have been meagre, and
our abstract must necessarily be brief. Death has
again interupled the business of legi>!ati"n, and the
tVo Mouses have been called upon to pay the custom

members.— Mr. Penny barker, a Senator from Virgin

Upon an amendment providing for a bounty of land to

of Mr. Msnguni, the le t vote, upon the ie.*olution to

The *iew that Mr. Toombs take# of the war, the

the hue and rations! one. Kuch as every htft, at
least every Houthorn Whig, must sanction, lii the
uri'f strain'd exercise of opinion, and * the freedom of
*pcech, M secured to us by the chlitfi of our rights, the
Whigs of the Union have condemned the policy of the
War. 1 hey have charged the President with a usurpa
tion of the Constitutional powers of Congtes*. over
the question ol peace and war, and they have boldly
*®id, that the war was made without the authority of
Thai they, and all other* who enjoy the prm
leges of our Institutions, had the rights to judge ilia

None hut the most servile parasite will question ; and
)et in ibosy diys us moral ami political degeneracy,
tueie are to be found among the ignoble panders to
power, some who, with shameless effrontery,
to traduce and vilify as traitors, freemen who scout to
recognise in practice, the political dogma, the “i'resi
dent can do no wrong.”
1 he Chief Magistrate of the country, chafing under
the inquisition which has beeh made of his conduct
in relation to t!iis war, and in the vain hope of stifling
discussion, has most rcprehensibly stigmatized as aid*
eis and abettors of the enemy, the Representatives of
the people, who have dared to arraign and condemn
his acta , and his venal sycophants, in and out of Con
gress, with like temerity, denounce as traitors, ull who
will not subscribe to the doctrine of passive obedience.
But the Whig party dre indifferent to all such ca
lumnies, coming from such sources. While they will
maintain in its integrity, the inalienable right of free
dom ol speech, they are among the foremost to show
their devotedness to the cause of their country.
The war exists, and Whigs, shoulder to Hioulder
with Democrats, are bailing w :th our common enemy,
and pouring out their life blood in their country’s
Cause, rthame and confusion to those turbulent and
coirupt spirits, who, to obtain the petty and ephemeral
ascendancy of party, are arraigning brother ogaii a
brother, and in a common cause in which every pat iot
heart is enlisted, the foul pa-sions of envy,!
hatred, and malice. The malisons of every generous
noble minded spirit, t-hould be tisiieu upon all etforls,
and the authors of them, to give (his. unhappy war a
parly aspect. Since it has commenced, we are wiilmg
and anxious to see it prosecuted most vigorously and I
effectively, and as the Executive is, by conatitulioiid!
provisions, entrusted with the conduct of it. the coun
try should promptly meet all his requisitions, und vote
him all the supplies and men he may ask for.
The following is i Concise summary of Mr. Toombs’
Speech .
Mr. Toombs of G-a , add''***sttd the Commutes in an
eloquent and earnest sperrh upon the war, the propos
ed increase of the Aroiv, and the important topics
growing out of i . Mr. T. was in favor of thecnizen
soldiers over ‘.he proposed regular troops, and eheved
a volunteer corps was more to be relied up n than any
other class of troops.
As for the war, he and those acting with him were
in favor of all patriotic measures for the prosecution of
this war; but he and his friends were anxious that in
car tying on the war nether the Constiiufiovi nor any
constitution and principle should be trampled under f.ot
by the Executive. As for the war, h- believed it coin*
mencid wrong, but having been coinin’ need, we were
bound lo bring it to a successful ‘emulation.
‘Fins would never be done by the manner in which !
it was now prosecuted Th re was not* Hurt enough;)
and least of ail, there was u*t coureulralion of etibrt
enough There bid not means suffi i rit been placed i
in the hands of the Generals in (cminand to give th* i
proper direction to the war. Ther,- * want of vi-’
por, but it wa< w i h >be General Gwveimvent here.
In tegaid to ihe Institution • *f Slavery, he was ready
to meet the question in the spirit of compromise which
framed this Government. If this spirit had departed
from us, h i it be known.
If the Union could not stand upon (his compromise,
let men speak out. A few y ars ago we had a class
of men here who were proud of tho distinction of be
ing “Northern nun with Southern principles.” He
mistrusted such men—or any nun. or men. indeed
who would make a base concession of principle for
power, ‘There wee no truth in such men. They
would abandon you when they secured your favors.
He told his people how these Northern men would
turn out in the end, and they had done just 9s he had
said—broken a faith wh ch they could not and would
not keep.
In regard to Mexico, Mr. T. said he would endeav
or to persuade her to do right, ami if she did not he
would make her; but tie would take none of her soil,
and yet he would exact the payment of every dollar
due us for indemnity. But let there hero robbery nor
plunder *ny where.
Tell Mexico what you w ill do now, ind at once pro
ceed to keep your word. Take her forts, haul down
her flags, over-run the country, semi 50.000 men there,
ceize upon the eapitol. Il 00,000 are not enough,
send luO 000, and it these are not enough, send 500,-
000. liut take with you a treaty. Let it be a fair
one. Deal as fairly with Mexico as you would *iih
England ; or, if any thing, be a little more just in your
compromises with a weak power than you would with
a strong one. ‘Treat Mexico at least as well as you
would treat England.
Isis friend from Ohio £Mr. Vinton) had said iha! the
Missouri Compromise applied only to the country ac
quired from Louisiana. He believed his friend was
right, but the South conceded too much when it con
ceded the Missouri Compromise. It gave up much to
peace, union, concession, harmony, and more than
ought to have be* !) a*ked or granted.
But it did not do this through fear or any craven
spirit, but from a love of the Union, We do not claim
shivery, sad Mr. TANARUS„ under the Constitution, but bv
virtue of the sovereignties under winch we five. All
the rights we got under th* Constitution were, that
fugitives from justice should he surrendered ; and even
this light has been frittered away under contemptible
factions. Men here could not withstand the external
pressure, and they therefore g ive up the constitutional
principle. It was going or gme fiom us. It now be
came Northern then to avow themselves clctuly aipon
this point.
He desired no territory from Mexico as the fruits of
this war—none certainly which should be the reward
of an aggressive war upon Mexico,
Mr. Toombs also vindicated Ins vote in favor of a
tax upon tea and coflee, end taid that il became ne
cessary lo impose a tax I ko this lo carry on the war,
and he was for putting the lax where the revenue
would be improved. He was not afraid lo do this.
In reply to some vei y insidious ami ungenerous
attacks on Gen. Taylor, made in the House of Repre
sentatives, by Messrs. Ficlilin and Thompson, (Loco
Focos, one fiom Illinois, and the other from Mississip
pi,) Mr. Burt, of Smith Carolina, who belong* to the
Cdlhoun branch of the party, tavs :
“ They hnT new twenty-five thousand mm in the

him a gold medal. Th* ISkeru’ive hid creited him

the creation of another officer of that grade. In obe
