M Hilary Appoint incuts.
Tire columns of the Washington Union, arc filled with the
,ppnintments of officers for the ten regiments about to be
raised for Mexico. Georgia comes in for her share of the
hmtors, and if she does not receive as large a quantity as
Mme of the other Stolen, she is compensated on the score of
Ihe quality of the appointments. Os the two Major Getter
ala, authonzed bv the lull recently passed by Congress, one
(( ;o|. 0 |. Wni. Gumming, of Augusts,) is taken from our State,
and also a Colonel, (Mi. R. M. Echols, of Walton county,)
together with two or three Captains, and as many subalterns.
Os the military qualifications, of all or any ol lire newly
sppointed officers, or whether the subject of qualifications j
war taken into consideration by the appointing power, we
are unable to say. Col. Gumming was an officer in the lasi
war with Great Britain. and distinguished himself on the
Northern fronlicr. He er.joysa high military reputation,and
as lie is no partisan, or demagogue, it may he reasonably in- j
ferred, that (lie appointment was conferred upon him tor his
military attainments. Os Col. Echols, as a military man, i
Ijine has hitherto been silent. He has figured as a Militia -
General, and done bis party good service, as a warm and [
zealous partisan. Ho has presid and over one of the Houses of
a Georgia Legislature; and if he could govern such a body ol
legislators, the presumption is, he is qualified to command a
body of recruits. Os the other nominees, wc know nothing,
etcepl that they are well connected, being related to members
ol Congress, and men of name and note.
It now remains to be seen, what can be done in the recruit - 1
ing line; and we hope that Georgia will not be backward or
Isggard, in furnishing her quota of privates, which should
bear a reasonable proportion to the number and grade of olfi- j
cers. With a Major General, a Colonel, and some two or
three Captains, chosen from our Slate, wc should, at least,
furnish a Colonel's command. Hut it is easier to get officers, j
than to enlist men at sevrn dollars a month ; still we have i
thousands of spirited and patriotic young men among us. j
who will readily answer the call of their country, and peril
life for honor and fame. Taking into consideration the char- j
scler of ihe service, the place, and season of the year, w here j
and when iliose services a e required, we aie bound to give
lull credit for disinterested patriotism, to those who accept
olfices in these ten regiments for Mexico. To my nothing of
the service in the field, which will try their mettle, they have
ail arduous, irksome duly to |>erforir., first in lecruiting men.
and then in drilling and instructing their recruits; unless the
Government should considerately furnisn them, as it has
done ils new officers in Mexico, with West Point Lieuten
ants, who will save them the trouble of acquiring knowledge,
and imparling it to others. And yet a military life, with all
ils lolls, privations, and danger, has for many, an irresistible
(harm ; and there will he no lack, should the war continue,
fit willing and brave spirits, ready at any sacrifice, to engage
hi this ..tilling, exciting, and perilous hie.
We learn lhat there was a legion of applicants fir offices.
Wc envy none of them, and yet we wish lhat the dis
tributive share of Georgia could have been larger, for we
know of many, some of whom have seen service, who were
anxruus to have their patriotism put to the test.
Tlic Commander-In-Chief.
A wrong impression prevails with many as to the functions
of the recently appointed Major Generals. Some seem to
think, lhat one ol them at least, Gen. Benton, is to have the
supreme command, and rank ail the old officers of the Army.
This is not so. The bill, as it passed the House of Repre
sentatives, gave to the President the power of appointing a
Commander-in-C’bief. hut this clause in the hill was stiicken
out in the Senate. The President had the right to make two
Major Generals, a right which he has already exercised ; but
Ins appointees can only take rank according to the date of
their commissions, and there are four Major Generals, Scott,
Taylor, Patterson, and llutler. who are their seniors.
It was the anxious wish ol Mr. Polk, a wish which his
zeslnus fatuitous partisans earnestly strove to gratify, to
make Benton commander-in-chief, and thus supersede Scott
snj I'sylor; but to lire gratification of the whole country, he
has been foiled m his nefatious scheme. For once, Mr,
Polk’s opponents hate done him a positive benefit, hy suc
cessfully defeating his project; for if Tom Benton had liven
rnfl-rt-d to crowd out Gcneruls Scott and Taylor, there would
have been such a storm of popular indignation, that Presi
dent Polk with all his myrmidons cnukl not resist it.
Congressional Doings.
The 29 h Congress terminated on the night of the 3d inst.
The very same discreditable scene# that have heretofore at
tended the dissolution of the popular branches of the Nation
al Legislature, occurred on this occasion, and the HotVflV, to
mean expressive phrase, broke up in * row. For the first
time within our recollection, the benate, forgetful of its pro
per and wonted dignity, on the hist day of the Session, par
look of the same license ; sod Senator#, or rtfther a lew of
Ike in, were not a whitmore decent in bctiaviooi, than if they

A meeting of the Stockholders of the Central Railroad &
Banking Company of Georgia, was held at the Exchange
this day, at 12 M.
The meeting was called to order hy Solomm Cohen, Esq., !
who moved the appointment of Judge Th uium a G. Holt,
of Macon, as Chairman, and Olivlh I*. Fr.LT, as Secretary, !
which were cnnfiimed.
Four thousand live hundieJ and se>enty two shares were
represented.
The Chairman staled the object of the meeting,
R. R. Cuyler, Esq., President ol the Company, ihen read
Ihe report ol Ihe Committee of the several Railroad Compa
nies, lately convened at Macon, on the subject of a compro
mise Road,
On motion of Edward Psdelford, Esq., seconded hy Geo
Jones, Esq , it was resolved, as follows:
Whereas, The Ci minittie of the several Railroad Com
panies in this Stale, at their late meeting at Macon, did adopt
ami make the following Report, to wit;
’The several Committees appointed hy the Georgia Rail
Road and Banking Company, Ihe Cential Railroad and Bank
ing Company, ihe Macolf and Wesiern Rjiirood Company,
and ihe Muscogee Railroad Company, lor lire purpose of
conferring together on matters of interest connected wilh the
said Companies, and to report the result of such conference
to the Direction of then several Companies, submit ihe fol
lowing :
That it is greatly to the interest of the said Companies
that a Railroad he constructed from sonic point on the Macon
and Western Railroad to the city of .Columbus—lhat the said
Road should he constructed undue such an understanding and
arrangement amongst the several Companies as afoiesaid,
that no one of said Companies shall aepuire an advantage
aver any other, in the transportation of freight anil passen
gers. That this end may be accomplished, it is recommend
ed that the said Companies respectively agtee that the said
Road be so laid out thut it shall diverge at the most practica
ble point above Bartlesville, lo pass below the Fine Mountain:
and that the Macon and Western Railroad Company shall
construct that part of said Road which hes east of high water
mark on the western hank of Flint River, and that the Mus
cogee Kailroud Company shall construct the balance of said
Road.

FIRE.
It is our painful duty to record another visitation of our fa
ted city, by the tire king.
Last evening about 7 o’clock, smoke and flames were dis
covered issuing from the B.>ok Store of Tarbox tk. Cos. on
Broad street, the fire having originated either in that or the
. back part ot the adjoining tenement occupied bv Sammi* 6l
Rooney as a furniture more. It leng impossible to arrest
the fire on the spot, the efTorts of the citizens were nvuidy
directed to removing the goods from the adjoining store*.-- 1
i he fire extended right and left and back to Oglelhorp street,
consumingon Broad street the following buildings

A large number of back wooden buildings were destroyed,
and carried the flames to the rear of the extensive livery sta
bles of Hatcher Ac, Pitts, which were burnt to the ground.
The Episcopal Church adjoining the stables very narrowly
escaped. For twenty minutes, we thought its doom was
i sealed,
The cupilo. blinds and eves were charred, blackened, and
covered by the fl itries, arid but for a change of wind at • most
critical moment and the heavy rain that had fallen during the
day, and the bold and active exe. lions of the citizens, (among
whom Mr. R.'J'. Brice, W. Foster and h- W. Wells. Hie
men—and Mr. Jesse Sutton, J. H. Davis and others penrm
ed valuable and dangerous duty on the roof,) it would have
been destroyed.
We regret to state, that in his gallant efforts to save the
Church, M. George Peabody,carne near loosing his life. He
fell from the roof of the back part of the Church, fracturing
the finger* of bis tight hand, bis right arm and thigh.

The amount of goods destroyed must be $15,000, besides j
a very large amount damaged by being thrown into the rain |
and mud in the street*.
The water reservoirs recently constructed in Broad street,
were of the greatest service. By them two streams of water |
kept in full play by ihe powerful machine of the Engine Com- j
pany. To them and to the rain of the day, we owe it, thin
we have not to record the destruction of the whole square.
Our neighbor of ibe'Enquirer’ made a narrow escape.—
Their press room in the rear was blown up, and tire fire burnt
up to the back door of their main office, anj all their materi
als were moved into the street. Wc know, from a Idle expe
rience, how to sympathise in the loss and confusion from
printer’s pi, to which they have been subjected. All the,
stores from the fire up to Mygatt & Hodges corner, wete enip- 1
j tied of their goods. The •Demociat’ office was over the cor
ner, but was not disturbed.
We estimate the total loss at $30,000.

The greater portion of ihe party, however, hate talent and in
tegrity : the first is aristocratic, and (lie last conflicts with their j

SIXTEEN WAR AND MAIL STEAMERS.
Among the bills passed by both Houses of Congress on the
last night of the late session of that body was an important
one providing for the construction of four war steamers of
the first class, to be added to the Navy ; and providing also
for the employment of twelve mail steamers, ten of them to
be so constructed as to be readily converted into war steam
ers. These vessels, so employed, are to be subject to the or
der of and purchase by the Government at any time. They
are all to he commanded by Naval officers ; and a Mail A- ;
gent and four Passed Midshipmen are to be placed on board
of each, the latter as watch officers and for improvement in
the management of steamships.
The mail steamers are to be employed as follows .'—five, of
not less than 2000 tons each, between New Yoik and Liver
pool; five, of not less than 1,500 tons each, between New
York and New Orleans, via Charleston, Savannah and Ha
vina, with a branch line from Havana to Chagrcs ; the ves
sels of both lines to b* constructed under the directions of the
Navy Department; and two steamers between Panama and
Oregon, touching at the intermediate points on the Pacific. !

cently arrested snd brought before the Mayor of tit. Bourn,
on a charge of petty larceny. He was defended and acquitted.
That night the office of J. K Sprague, Esq . his counsel, was
entrred into and robbed of property which was afterwards
found in possession of Clark.

AN ORDINANCE for the government of Slaves, nnd to pre
vent them from hiring their rime in the rifv of Mncon.
Sec. I. Be it ordained by the Mayor nnd Council of Pi
ty of Macon, and it is hereby ordained by the authority of the
same, That from und after the lilih day of Murch’next, i.o
slave or slaves within the city of Mucon,’shall be. permitted to ,
live on a lot separate from their owner or employers.
Sec. 2. Be it lurther ordained, ‘Flint no alaveor slaves shall I
le permitted directly or indirectly to hire tlieir own time or t>
work for themselves in uny manner contrary to tlie lawn of
this State.
Sec. 3. It shall be the duly of the Marshal an*! Deprilv Mar
shals to apprehend*all slaves residing on lots separate from
their ownera or employers, and bring them before the Mayor
for trial, who shall investigate the matter uud commit them to
Jail, in rase it shall appear tbut this ordinance has in its letter
or spirit been violated.
Sec 4. No slave committed to Jnil under this ordinance shall
be delivered to bis owner or employer, until lie shall pay to tin*
.Marshal committing, Twenty Dollars lor the use ol the city,
and all his fees and expenses attending the same.
Sec. 5. In ease if shall p|eHr that any slave or slaves has
or have been hiied to irresponsible white persons with u view
to evade this ordinance. He it ordained (but the owner, shall
he compelled before he can have possession of said apprehend
c*l slaves to swear that he has bonafidc hired them to such
while person, and that he looks to the while person for pay,
and not to the slave.
The above ordinance was read second time, then taken up
by sections and passed.
The application of John P. Evan* was again refered to the
Finance Committee.
The Committee on Streets reported in favor of Wm. Collins’
work os Street Conti actor for the fourth quarter of last year
ending the 3d nit . and recommend that his account be passed,
after deducting S4O 75 for lost lime.
On motion his account wua puesed for $5Bl 25.
Council then adjourned.
